    基于创新价值链的视角构建中国规模以上工业企业科技创新效率评价体系,运用DEA-Tobit模型对36个工业细分行业的科技创新效率进行测度并研究其影响因素。研究结果表明:规模以上工业企业科技创新效率的行业差距十分显著,研发阶段的平均综合效率仅为0.38,纯技术效率不高是导致整体效率低下的主要原因;成果转化阶段的平均综合效率为0.83,纯技术效率和规模效率共同制约着整体效率的提升。在科技创新效率影响因素分析中发现,投入并非越多越好,根据行业特点合理配置资源十分重要。基于实证分析结果,提出相关对策建议。

    Abstract:

    Based on the perspective of innovation value chain, this paper constructs the evaluation system of scientific and technological innovation efficiency of industrial enterprises above scale in China, measures the efficiency of scientific and technological innovation of 36 industrial subdivision industries by using DEA-Tobit model and studies its influencing factors. The results show that: the industrial enterprises above the scale of scientific and technological innovation efficiency of the industry gap is very significant, the average comprehensive efficiency of R&D stage is only 0.38, pure technical efficiency is the main cause of the low overall efficiency; the average comprehensive efficiency of the transformation stage is 0.83, the efficiency of pure technology and scale restrict the improvement of overall efficiency. In the analysis of the factors influencing the efficiency of scientific and technological innovation, it is found that more investment is not as good as possible, and it is very important to allocate resources reasonably according to the characteristics of the industry. Based on the results of empirical analysis, this paper puts forward the relevant countermeasures and suggestions.
