The study found that the root cause of the problems of the existing sharing service management lies in the failure to properly deal with the contradiction between the dual value attributes of public goods and private goods of science and technology resource. Accordingly, based on the dual value attributes of science and technology infrastructure resource and national policies to encourage social capital to involve in public services, taking Chongqing as a case study, the thesis put forward management model based on PPP (public-private partnership) perspective and corresponding operation mechanism: cost-income distribution, coordination, resource integration, pay-back, incentive and constraint, and the institutional guarantee.
