At present, the standard and compatible method of compiling greenhouse gas (GHG) emissions inventory has not been built at municipal level in China. The boundary, scale and content of a uniform and comparable compilation system should be embodied, especially for small and mid-sized cities. When compelling municipal level GHG inventory, most cities refer to “The provincial guide for greenhouse gas inventories of China”. Based on IPCC 2006, the guide defined GHG species, key source of emissions, and data collection at province level, according to the statues of GHG in China. As parts of the guide’s content cannot reflect full-scale local situation, the provincial guide does not work well when guiding the work of small and mid-sized cities’ GHG inventory. After summarizing China’s GHG emissions inventory status. the experience on how to put provincial guild into cities was described, workflow, data source and problem encountered during compilation were elaborated, on the base of the compilation of Qinhuangdao GHG inventory. Finally, this essay put forward some advice for GHG inventory compilation of small and medium-sized city.
