Abstract:This paper reviews and comments on the construction of performance management system, performance evaluation index and methods of science and technology plan projects in China. The results show that some scholars have confused the concepts of "performance management" and "performance evaluation"; the popularity of performance management research has a certain correlation with the introduction of government policies; the research on performance evaluation index and evaluation methods is relatively rich. Finally, combined with the practice of China's science and technology plan projects performance management, the paper points out that there are some deficiencies in the performance management research of China's science and technology plan projects, such as ignores the performance management of the project implementation process, the research on the effect indicators is weak, and the excessive reliance on qualitative evaluation causes the disconnect between theory and practice.
