Wuhan is the birthplace of the incubator. since 1987, the first incubator - Wuhan East Lake Hi-Tech Innovation Center, was established in Wuhan East Lake, Wuhan ,even the whole country"s incubators have developed rapidly, with quantity increasing and scale expanding continually. Although the scale and number of incubators are all in the top of the world, the service capabilities and quality are still far behind developed countries. Recent studies have found that there are many drawbacks in the management of incubators: uneven development of incubators, not enough value-added services, Incubator policy backwardness, the poor implementation of preferential policies for incubators, and so on, having limited the development of incubators. In view of the validity of the policy of incubator in Wuhan, this paper constructs a two-dimensional analysis model from the perspectives of the basic policy tools and the incubator construction process, and quantifies the policy items from 2006 to 2015, to analyze the overflow and deficiency of the application of incubator policy in Wuhan, and put forward the following countermeasures and suggestions: (1) strengthen the guiding role of demand-based policy tools; (2) attach importance to the core content of incubator development stages; (2) create a good incubator environment .
