Abstract:In order to build an evaluation system suitable for cross-year comparison of innovation and development of high-tech enterprises in various regions,according to the characteristics of enterprise innovation and the demand of regional innovation management,construct the quantitative basic index system of regional high-tech enterprise innovation development evaluation from the dimensions of innovation strength, cultivation potential and regional contribution.The evaluation index was reduced from 40 to 27,use objective weighting to form index weight,the innovation and development of regional high-tech enterprises are quantitatively evaluated from multi-dimensions through the primary index and three secondary indexes.Extending multiple annual cycles has strong research and analysis value and decision-making reference significance;Using the data of related indicators of the development of high-tech enterprises in Guangdong Province from 2008 to 2019,the principal component analysis and entropy method are used for empirical research.The results show that since 2008, the innovation development index of high-tech enterprises in Guangdong Province has been continuously and rapidly improved.The innovation strength index and regional contribution index increased rapidly, but the cultivation potential index declined.Therefore, it is proposed that the key direction of the future development of high-tech enterprises in Guangdong Province should be changed from quantity scale growth to scale efficiency improvement.Countermeasures and suggestions such as adjusting the policy orientation of high-tech enterprises, increasing the financial supply of high-tech enterprises and strengthening the industrial organization of high-tech enterprises.
