In recent years, the country has attached great importance to county innovation. In 2022, 47 national level innovative counties (districts) were successfully established. However, the path is not fully clear, and there is lackness of relevant studies. Therefore, based on the background of building an innovative country, this paper analyzes the connotation of innovative counties (districts), which are characterized by outstanding technological support and leadership, high level of economic and social sustainable development, beautiful ecological environment, and harmonious atmosphere for innovation and entrepreneurship. Taking seven counties (districts) in Hubei Province as examples, summarizing and analyzing their practical experience and practices. Case studies show that innovative counties (districts) are essentially a regional innovation system formed by the joint action of multiple factors and the overlapping of multiple layers. The paper is proposed to encourage counties (districts) to take the lead in key parts such as science and technology management system, intellectual property, and talent attraction. By strengthening support and cultivation for technology-based small and medium-sized enterprises and start-ups, accelerating the construction of innovation and entrepreneurship platforms, and strengthening supporting guarantees,the construction of innovative counties (districts) in Hubei will be promoted.
