| 县域民营经济是县域经济最具活力的增长极,是增加就业、增加农民收入的重要渠道。大量的事实证明,融资难已成为制约县域民营企业发展的"瓶颈"。本文结合县域经济实际,深入剖析了县域民营企业的融资现状和来自国家政策、金融机构、企业自身三个层面的机制性障碍,提出要从政策、机制、制度等方面入手,适时调整国家金融政策,建立完善适合县域中小企业特点的信用担保体系,创新国有银行金融服务机制,加快农村信用社改革,创新县域民营企业发展机制等,逐步解决县域民营企业融资难问题。 |

| County privately-run enterprises play a significant role in thecounty economy.They help solve a lot of employment and increase the farmers'income. But many factsshow the difficulty in raising funds has been a major factor restricting the devel opmentof privately-run enterprises.This thesis analysizes the present situation confronting the county privately-run enterprises and the barriers from the state policy,financial institution and the enterprises themselves based on the practice of county economy.The thesis provides strategies for settling the problems confronting the county privately-runenterprises in raising funds by adjusting the state financial policy,passing and perfectingthe credit-guaranteed system for small and medium-sized county enterprises,bringingforth new ideas to service system of the state-owned banks,quickening the reforms of the county credit cooperatives, innovating the developing mechanism of county privately-run enterprises. |
