In response to sexual harassment in universities, Germany has formed a unique four-level legal regulation system consisting of European Union Law, Federal Law, State Law for Higher Education and university autonomy norms. This legal regulation system plays a key role in preventing and curbing the increasingly serious sexual harassment in German universities. In particular, university autonomy norms formulate personalized provisions in line with the actual situation of universities, such as the definition of the scope of university members, the manifestation of sexual harassment, the subject of liability, preventive measures, treatment procedures and disciplinary mechanism. The system is highly targeted and operable, which deserves our country’s attention and rational learning. |
