For the purpose of enhancing the quality of the editors' initial evaluation on scientific papers, a new method of evaluation with fusing and crossing technology is put forward. This method is based on the network retrieval method that employing the combined retrieval model and as well based on the review method that combining both the reading skills and the related content comparison. Six measures are given for increasing the work efficiency and quality of manuscripts' initial evaluation.
