      公共图书馆基本服务是利用各类文献信息资源,保障和满足公众基本信息和阅读需求的公益服务行为,它具有公益性、均等性、基本性、便利性等特征。其内容主要包括文献资料借阅服务、咨询与信息服务、读者活动服务和基层服务四个方面。目前,我国公共图书馆基本服务的公益性尚未完全实现,普遍性尚待进一步加强,均等性尚需进一步规范,相关制度亟待进一步完善。参照国外图书馆相关法规,我国公共图书馆基本服务应遵循公平、公正、效益原则,免费服务原则,关注特殊群体原则,提高服务质量原则。表2。参考文献25。
英文摘要:
Fundamental service of public library refers to public service behavior of using each kind of documentary information resources to fulfill information needs of the public. It has the characteristics of commonweal, quality, fundamentality and convenience. The four aspects of the service include: lending service of literature, consultation and information service, reader activity service and basic level service. At present, the commonweal of fundamental service in China hasnt been realized yet, its ubiquity still needs to be improved, and the relative regulations need to be further standardized. Taking the related regulations and rules of foreign countries for reference, the fundamental service of public libraries in our country should abide by the principles of justice, fairness, benefit, free service, focusing on special groups and improving service quality. 2 tabs. 25 refs.
