| 数字信息资源的开发利用越来越受到世界发达国家的重视。尤其在公共信息资源领域，学术信息资源、科学数据资源、数字文化遗产保护和电子政务建设构成公共信息资源建设的主体。不少外国政府和组织相应制定了庞大的研究计划和政策体系。我国在数字信息资源规划体系和延续性方面、数字信息资源政策和实施方面、项目管理、社会参与开发和国际交流等方面都有着不小差距。参考文献17。 |

| Developed countries are paying more and more attention to the development and utilization of digital information resources． Especially in the field of public digital information resources, academic information resources, scientific data resources， the preservation of digital heritage and the development of e government constitute the major parts of the development of public information resources． In this paper， the authors analyze strategies of some foreign countries， and point out some problems in China． 17 refs． |
