| Abstract: | This paper argues that the quality guarantee system is the necessity to assure a healthy development of popularized higher education. It examines the features of various quality control systems in some developed countries during the process of higher educational popularization. Through this study, the author believes that foreign experiences can be adopted for China's higher educational development in the long term. |
