| 摘 要： | 运用文献资料法和比较分析法,剖析现阶段我国公共体育服务生产供给存在的供求失衡、资源行政垄断和"政府管理型"的体制性障碍等基本问题,通过对经济学中社会物品分类标准的重新解读和对公共管理对象、管理内容动态变化观点的研究,突破传统思维,进一步拓展我国公共体育服务社会化改革的理论依据。借鉴近年来富有成效的文化服务改革经验,提出深化公共体育服务社会化改革的主要对策:明确公共体育服务性质和社会化改革内涵,正确定位政府和社会服务组织的角色和作用,实行兴办主体多元化,政府职能管办分离,引入市场机制和大力培育民间服务组织等。 |

| Abstract: | Using the methods of literature study and comparative research,the problems,unbalanced demand and supply,unreasonable administrative monopoly on recourse and system obstacle of government management,the demand and supply system of Chinese public sports service were analyzed.By re-understanding the social asset classification standard,and by studying the dynamic change of public management object and management content,the theoretical basis of the Chinese public sports service reform was expounded.The main strategies of deepening the Chinese public sports service social reform were given by means of fully referring to the effective experience of Chinese culture service reform in recent years.The strategies were defining the characteristic of public sports service and concept of social reform,orienting the character and effect of government and social service organization,performing the diversification of principal operators,separating government function into management and operation,introducing market system and cultivating vigorously the non government service organization. |
