| 摘 要： | 【目的/意义】面对复杂多变的外部环境与日益高端专业的决策咨询需求,智库亟需通过有效的知识共享,充分利用其智力资本,提升创新能力,才能提供高质量的知识服务,进而成为政府决策所倚重的重要力量。【方法/过程】依据智力资本理论及相关研究,将智库智力资本划分为人力资本、结构资本与关系资本,智库创新能力包括创新速度与创新质量,构建了智库知识共享、智力资本与创新能力的关系模型。通过问卷调查法采集249份样本数据,采用PLS方法进行数据分析。【结果/结论】实证结果显示,知识共享可以全面增强智库的人力资本、结构资本、关系资本从而提高其整体智力资本,且作用显著;智力资本正向影响智库的创新速度与创新质量;知识共享通过智力资本的中介作用实现对创新能力的促进作用。本研究对智库提升创新能力具有理论和实践指导意义。

| Abstract: | 【Purpose/significance】Facing the complex and changeable external environment and the increasingly highly professional demand for decision-making consultation,think tanks need to make full use of their supperintellectual capital and enhance their innovative capability through effective knowledge sharing in order to provide high-quality knowledge services,thus becoming an important force on which the government relies for decision-making.【Method/process】Based on the theory of intellectual capital and related research,this paper divides intellectual capital of think tanks into human capital,structural capital and relational capital.The innovativecapability of think tanks includes the speed and quality of innovation.The relationship model of knowledge sharing,intellectual capital and innovative capability of think tanks is constructed.Then,249 samples are collected by a survey and analyzed by PLS.【Result/conclusion】The empirical results show that knowledge sharing promotes the overall improvement of intellectual capital of think tanks through the promotion of human capital,structural capital and relational capital,and plays a significant role;intellectual capital positively affects the speed and quality of innovation of think tanks;knowledge sharing promotes innovation capability through the mediate role of intellectual capital.This study has theoretical and practical valuefor think tanks to enhance innovation capability. |
