摘    要:城乡建设用地增减挂钩(简称"挂钩")是统筹城乡协调发展的有效手段之一,该项工作应从城乡互动的角度出发,综合考虑农村居民点整理可补充有效耕地面积和新增城镇建设用地的耕地需求量两方面因素而开展。本文以北京市平谷区为例,基于经济社会限制性和耕地自然适宜性的评价与分析,利用综合修正法估算了北京市平谷区农村居民点用地整理的现实潜力;然后通过建立挂钩能力指数模型,分析了城镇建设用地新增需求与农村居民点用地整理潜力之间的关系,并将平谷划分为三类挂钩区,进而提出相应的挂钩整理与运作模式、资金保障措施以及补偿安置方式。研究结果体现了区域间的共性与差异,符合当地实际,对保障挂钩政策的落实和指导挂钩项目区的选取具有一定的借鉴。
