The Obama administration campaigned on the platform of increased transparency and access to government information after the limitations of the Bush years. As part of this focus on transparency, the Obama administration is emphasizing the use of e-government and new social media services to open up access to government. Abstract

The National Commission on Libraries and Information Science published recommendations for a national information policy in 1976, and concerns regarding the protection of privacy and equal public access to online information were introduced. From the mid 1970s to the early 1990s, federal government agencies were beginning to publish materials and maintain records electronically. Most current U.S. government information was available on the Internet by the late 1990s, and depository libraries were required to provide workstations that would facilitate access to documents. Documents librarians, already concerned with the lack of attention to archiving online federal information, were provided with an example of the vulnerability of online publications in the early 2000s when federal agency Web sites were made inaccessible-quickly and easily. The possibility that too much government information was available to anyone with access to the Internet was becoming a national concern. Using government documents as resources, this article retraces the events that were occurring in federal government agencies during the movement of government information to the Internet.  相似文献

The quantity of government records has grown dramatically since the rapid development of information technology starting in the mid-twentieth century. This ever-expanding body of records has challenged the limited resources of government archives. Though U.S. government archivists constantly try to identify valuable government records among the geometrically increasing total, in order to justify spending public money on their preservation, little is known about how U.S. state archives and records management programs go about the process. The study discussed in this paper is the first to empirically investigate nationwide archival appraisal practice in U.S. state archives and records management programs. The study answered two research questions: How do U.S. state archivists and records managers conceptually define archival appraisal? How do U.S. state archivists and records managers practice archival appraisal of state government records? The study used an online survey and interviews for data collection and SPSS software and NVivo8 software for data analysis. This paper discusses the research topic and concludes with recommendations for practitioners and further studies.  相似文献

The Florida Legislature created the Joint Committee on Information Technology Resources for the purpose of, in part, analyzing the impact of advances in information technology on the Florida Public Records Law. In responding to the U.S. Information Industry Association's recently promulgated access principles for state and local government, the author found that although Florida does not actively encourage a diversity of information sources, such diversity is an indirect result of the state's long tradition of open access. The public's right of access is now guaranteed in Florida by a new constitutional amendment that guarantees every person the right to inspect or copy the public records of all three branches of Florida government.Florida's law is silent about an agency's obligation to provide a public record in a particular medium. However, the Joint Committee has proposed legislation that would require an agency to provide a copy of a public record in the medium requested. Additionally, the proposed legislation would allow a reasonable fee for costs for the labor and overhead associated with duplicating or copying a computer database; current law allows only the actual cost of duplication. In an effort to insure equal and timely access, this legislation also contains a provision that requires agencies to consider public access and redaction of exempt information in the design and development of all electronic recordkeeping systems.In an attempt to avoid monopoly control over public information, the author sponsored legislation last year that would have repealed Florida's law allowing the copyright of agency-created software. The Joint Committee's proposed legislation has a provision that would assure meaningful access to data controlled by proprietary software and would also preclude an agency from entering into any contract that would impair the right of the public to inspect and copy public records.  相似文献

Local governments are required to provide open access to their records as a matter of law; however, there is growing public concern about the security of private information found in these files. Before the advent of the Internet, individuals enjoyed a level of practical obscurity, as viewing public records required the time and effort of a visit to the records' physical location and prevented easy access to details of individual files. However, the introduction of the Web and the availability of digital documents have caused an unavoidable conflict. On the one hand, the government is required to provide the public with a transparent view of its activities by offering open access to its records, and on the other hand, local governments need to secure their citizens’ right to privacy. Especially since September 11, 2001, and the problems associated with identity theft, finding the right balance between accessibility and privacy is not a simple task. The purpose of this article is to report on the accessibility and extent of personal information found within online local government records and to understand how local governments are managing the dichotomy between providing open access to their records with maintaining the privacy rights of the public.  相似文献

This online survey conducted at a public university in the Northwest (N = 434) examines the influence of political involvement, information source attention, and online political discussion on young adults’ political efficacy. A factor analysis indicated that political information sources loaded into three factors including conventional and online hard news media such as newspapers, opinion and social media such as blogs or social networking websites, and public affairs websites including government and candidate websites. A path analysis revealed significant differences in their association with online political expression and external efficacy. As an entry point in the theoretical model, involvement in public affairs positively associated with attention to political information sources, online political expression, and external political efficacy. Attention to hard news and to public affairs websites positively predicted political efficacy. Attention to online opinion and social media and to public affairs websites positively predicted online political expression.  相似文献

Social media applications are extending the information and communication technology landscape in the public sector and are used to increase government transparency, participation and collaboration in the U.S. federal government. The success, impact and performance of these new forms of bi-directional and networked interactions can provide insights to understand compliance with the mandate of the Open Government Initiative. Many government agencies are experimenting with the use of social media, however very few actively measure the impact of their digital interactions. This article builds on insights from social media directors in the U.S. federal government highlighting their current lack of measurement practices for social media interactions. Based on their articulated needs for measurement, existing rules regulating the extent of measurement practices and technological features of the main social media platforms, a framework is presented that traces online interactions to mission support and the resulting social media tactics. Implications for both researchers and practitioners are discussed.  相似文献

The availability of U.S. Government Printing Office bibliographic tapes for copy cataloging or for loading directly into online catalogs may have lulled documents librarians into believing that the problem of bibliographic control for documents collections has been solved. Others may believe that with the move to an electronic distribution system for United States government information, creating and loading bibliographic records for government publications into local library catalogs is becoming an anachronism. This article discusses the functions of cataloging in light of continuing needs and current developments in access to government information. Recommendations are made for ways that the library community, providers of government information, and automation specialists can work together to reexamine bibliographic standards, expand tape loading to non-U.S. depository documents collections, link useful bibliographic databases with library catalogs, and use cataloging of Internet resources to show relationships between physical collections and remotely accessible government information.  相似文献

An innovative experiment to develop and evaluate a public library computer training program to teach older adults to access and use high-quality Internet health information involved a productive collaboration among public libraries, the National Institute on Aging and the National Library of Medicine of the National Institutes of Health (NIH), and a Library and Information Science (LIS) academic program at a state university. One hundred and thirty-one older adults aged 54–89 participated in the study between September 2007 and July 2008. Key findings include: a) participants had overwhelmingly positive perceptions of the training program; b) after learning about two NIH websites (http://nihseniorhealth.gov and http://medlineplus.gov) from the training, many participants started using these online resources to find high-quality health and medical information and, further, to guide their decision making regarding a health- or medically-related matter; and c) computer anxiety significantly decreased (p < .001) while computer interest and efficacy significantly increased (p = .001 and p < .001, respectively) from pre- to post-training, suggesting statistically significant improvements in computer attitudes between pre- and post-training. The findings have implications for public libraries, LIS academic programs, and other organizations interested in providing similar programs in their communities.  相似文献

This study examines the role of content professionalism and public outreach, along with partisanship in the availability of online local public information. Comparing county and school board websites in Florida, the author suggests that online public records serve as a proxy for the entity's overall level of transparency. A content analysis of 134 local government websites reveals that school boards had a higher level of transparency than counties in Florida, while websites with a more professional look and those located in communities with a high Republican proportion had greater transparency than others. Finally, implications for scholars and government leaders are discussed.  相似文献

Background

Caregivers of children may rely on internet sources, health care providers, peers or family for health information.

Objective

To examine the impact of sociodemographic factors on the use of the internet for health information by caregivers of children, and the impact on self-efficacy, effort and frustration.

Methods

Using data from the 2019 Health Information National Trends Survey, the effects of information source on self-efficacy, effort and frustration was examined using the complex samples module of SPSS.

Results

The internet was the most common source of health information for caregivers of children (n = 247), with high confidence, low frustration and effort reported. Younger, higher educated and higher income caregivers were significantly more likely to use the internet for health information. Information from Health Care Providers (HCPs) was associated with greater confidence, and information from peers associated with lesser effort and frustration. No significant effects on self-efficacy, effort or frustration for online health information was noted compared to other sources.

Conclusions

Efforts to reduce barriers to online health information may be required for some groups of caregivers, and health care providers may have a role to play in this.  相似文献

The purpose of this paper is to suggest realistic guidelines that balance public access to government information and the need to protect sensitive data. Emphasis is on lessons learned from a 1979 case where the government attempted to prohibit the Progressive Magazine from publishing an article about making a hydrogen bomb and government reactions to the September 11th attacks. Executive Orders 12958 and 13292 and the new U.S. Geological Survey policy towards sensitive data can become the foundation for reasonable guidelines. The author concludes that the U.S. tradition of democracy and open government remains strong and will survive the attempts to limit information access since September 11, 2001.  相似文献

ABSTRACT

Applying four generic principles that are most relevant to strategic public relations management, this study examines the extent to which public relations is strategically managed in China. Public relations practitioners from four types of organizations participated an online survey (N?=?92) and an interview (N?=?20). It was found that public relations mainly contributes to routine operations rather than strategic policy-making. While typically given a direct reporting line with top management, public relations departments are not trusted to handle government relations and are considered inferior to the marketing department. Practitioners in the survey indicated the use of all four models to various degree in their organizations, despite that interviews revealed the difficulty to implement symmetrical communication model as compared to the other three models. In addition, practitioners were more proficient in fulfilling technician roles than managerial roles.  相似文献

This study examined research and instruction services provided by academic health sciences librarians in the United States during the COVID-19 pandemic. A total of 205 respondents (N = 205) completed an anonymous online survey about academic health sciences librarian involvement in providing research and instruction services during the global pandemic. In-depth literature searching services (86%, n = 176), curated COVID-19 research through guides (66%, n = 135), and systematic review consultations (53%, n = 109) were reported as the top three research services in demand. Librarians supported online teaching and learning at their institutions by providing online instruction for a course (92%, n = 189), facilitating access to licensed resources (73%, n = 150), and identifying open access and open educational resources (62%, n = 127). Overall, this study contributes to understanding pandemic-responsive academic library services to meet the unique needs of health sciences education and research in evolving COVID-19 pandemic information environments.  相似文献

In election times, political parties promise in their manifestos to pass reforms increasing access to government information to root out corruption and improve public service delivery. Scholars have already offered several fascinating explanations of why governments adopt transparency policies that constrain their choices. However, knowledge of their impacts is limited. Does greater access to information deliver on its promises as an anti-corruption policy? While some research has already addressed this question in relation to freedom of information laws, the emergence of new digital technologies enabled new policies, such as open government data. Its effects on corruption remain empirically underexplored due to its novelty and a lack of measurements. In this article, I provide the first empirical study of the relationship between open government data, relative to FOI laws, and corruption. I propose a theoretical framework, which specifies conditions necessary for FOI laws and open government data to affect corruption levels, and I test it on a novel cross-country dataset. The results suggest that the effects of open government data on corruption are conditional upon the quality of media and internet freedom. Moreover, other factors, such as free and fair elections, independent and accountable judiciary, or economic development, are far more critical for tackling corruption than increasing access to information. These findings are important for policies. In particular, digital transparency reforms will not yield results in the anti-corruption fight unless robust provisions safeguarding media and internet freedom complement them.  相似文献

U.S. public libraries provide free public internet services to the communities that they serve, but require robust, high-speed broadband internet connections to continue meeting public demands. The 2008–2009 Public Library Funding & Technology Access Study (PLFTAS) illustrates challenges that public libraries encounter in achieving broadband connectivity and equipment upgrades, and maintaining acceptable levels of services as they meet continually increasing internet-enabled service demands. This article: 1) analyzes the ability of public libraries to serve as a community-based public internet access point in the context of limited funding and access to telecommunications services and equipment; 2) discusses key policy issues that affect the provision of public library internet-enabled services through broadband; 3) provides recommendations for policy makers to include libraries as part of a larger national-level telecommunications policy; and 4) identifies a number of topics and issues that need further investigation and research in this shifting policy environment.  相似文献

Access to government information has been considered an essential element of democracy since the foundation of the American republic. Over time, the amount of government information produced has increased significantly, and the rise of e-government has made access to online government information, communication, and services equally vital to participation in society and interaction with governments. However, the outlets of free public access to government information and e-government have constricted over time, leaving public libraries as one of the only free public Internet access points in most communities. As a result, public libraries serve as a social guarantor of access to and assistance with government information and e-government services. This article first discusses the historical evolution of the means of access to government information and changes over time in responsibilities in providing such access. After exploring the interrelationships between government information and e-government, the article then details the development of the role of public libraries as guarantors of e-government access. Finally, the article examines the impacts of policy on e-government access in libraries, leading to a set of recommendations and conclusions to support the vital library roles related to e-government.  相似文献
