我国目前施行的县(处)级以上领导干部收入申报制度存在着申报主体范围过窄、申报内容少、受理机构缺乏权威性等问题。在我国居民隐形收入比重高，而且腐败广泛性的现实背景下，扩大财产申报制度主体范围、建立全社会性的财产申报制度已是大势所趋。建立全社会性财产申报制度应当从所有国家工作人员开始，逐步扩大到全体城市居民、农村居民，申报内容及其公开程度要不断提高。实施财产申报制度还要有必要的技术、法律保证，同时，要加强申报资料的监督与管理，以防被不法之徒利用。 相似文献

在国外，公职人员财产收入申报法之所以成为防止腐败的一道不可逾越的法律屏障，是因为该制度有一道铁关：“阳光曝晒”。即除机构审查外，必须公开审查，并将结果长期保存，随时接受全体选民的监督和历史的审查。而我国现行《县(处)级领导干部收入申报规定》却因存在申报对象不清，申报标的错误，申报内容不公开和处罚措施落空等诸多缺陷，而未能发挥应有作用。建议参考国外经验，尽快制订我国的《公职人员财产收入申报法》。 相似文献
