This paper discusses four issues emerging from the papers that make up the special edition. These are considered key issues as researchers further investigate the influence of societal culture on educational administration and leadership. The four selected issues target the definition of societal culture; possible relationships between organizational culture, personality and societal culture; the interface between school leadership, educational policy and societal culture; and some of the limitations of Hofstede's framework for guiding the study of cultural influence in educational administration. Each of the issues revolves around the concept of societal culture and its application as an explanatory and analytic device in the field of educational administration and leadership.  相似文献

What are the relations between creativity, curricula and paradigms? In this paper the historical development of major curriculum theories are interpreted in terms of their relation to creativity as a goal of organised learning. Further, the development is analysed by discussing the organising of learning for creativity from the viewpoints of different sociological paradigms. These represent mutually exclusive ways of understanding knowledge production and societal change. A synthesis of how schools try to reach creativity as a goal for organised learning, seen through the 'dark glasses' of curriculum traditions and paradigms, is presented. The paper ends with some concluding remarks regarding how creativity fits into a curriculum profile needed under the present level of economic globalisation.  相似文献

In this paper we map out the debate concerning a new mandate for European education policy based on recent socio-economic, political and educational developments, seen from the perspective of educational researchers located on the European (semi)periphery. The first part of the paper looks at the category 'preparation for the labour market', while the second part concerns itself with the category 'citizenship'. With regard to the former, it is argued that a new mandate for European education policy finds itself inextricably linked to the new education mandate of the new middle class, in a setting of globalisation and, closer to home, European construction. The latter attempts to conceptualise the emergence of new forms of citizenship at a time when the modern social contract suffers a process of transformation (or, what we term, reconfiguration). Based on the distinction between 'attributed citizenship' and 'demanded citizenship', we analyse changes taking place in state regulation as well as explore some of their implications for schooling.  相似文献

‘Societal culture’ in Singapore can be understood as an evolving mix of ‘traditional’ and ‘modernizing’ cultural strands, complexly related to dominant political and economic processes and aligned in the pursuit of a wider national vision. Following the mid-80s economic slowdown, there was a major realignment in these cultural strands that resulted in a process of decentralization of the education system, and a rethinking of the principal's role. Though the immediate effect of this was the creation of independent and autonomous schools, a space for autonomous action was opened up generally for school principals who were willing and able to seize the opportunity. We draw on two case studies of improving Singapore secondary schools to explore the links between societal culture, school leadership and school improvement. We argue that although both of the case study principals appropriated aspects of societal culture as part of their improvement strategies, it was the nature of the appropriation that made the schools and leadership styles distinctive.  相似文献

In Asia, we are witnessing an era where the pendulum of power is swaying towards the East with the rising economic strength of China and India. Singapore is at the ‘crossroads’ between the East and West of these most populous nations on earth. Although Singapore may appear the most Westernised country in Asia, she is nevertheless a multicultural Asian society. Having the most open economy in the world, Singapore is affected by the process of globalisation. This takes on an added dimension and speed as nations compete for talent and find ways to internationalise and transform their education for sustainable competitive advantage. Singapore's education system, regarded as one of the best performing in the world, offers a unique opportunity to explore the issues where East and West culture, values and systems meet. This article discusses and highlights what happens when East and West converge. In particular, the discussion will focus on the themes of East and West schism, globalisation and Singapore's aspirations to be a global hub, rankings and branding in education, and the use of the English language.  相似文献

In this article, the implications for globalisation and Post-modernity are assessed in terms of the self-understanding and practice of comparative education, particularly in relation to contemporary theories of the state, and civil society. It is argued that, while globalisation and post-modernity are usually seen as discrete phenomena, each raises complex questions of difference and hybridity, power and collective action, which can no longer be seen in relation to the nation-state alone. Different meanings of globalisation are canvassed, based in part on Sklair's taxonomy, while examples of the impact of globalisation, especially on higher education, are given. The implications of post-modern thought are also analysed, particularly for research and understanding in comparative education. Referring to Putnam's work on civil society, it is argued that both globalisation and post-modernity are linked to changes in the nature of late capitalism, and crises in the modern state. It is finally argued that neither offers much in practice to the much needed renewal of democracy, including in education; indeed that both arguably contribute to a trend towards individualism, and a retreat from democratic engagement and visions of the social good.  相似文献

The phenomenon of globalisation argues for a broader view of the world than was hitherto necessary; one that takes into account the diversity of the human experience and consequently one that requires a deeper understanding of the particularities of each of the constituencies that make up that experience. Comparative education, which has always stressed the significance of context and circumstance, is ideally placed to foster awareness of these elements that differentiate us, thereby facilitating our 'reading of the global' and cultivating in us a deeper appreciation of the interdependence of today's global community. The small states of the Caribbean which risk being further marginalised by the processes of globalisation stand to benefit from comparative education initiatives which would give greater international exposure to their particular circumstances and their contribution to world culture and civilisation. The Caribbean region has had a history of learning to live and work with people from diverse backgrounds, and in this regard could make a contribution to the new perspective which increasing globalisation calls for. It is this experience that the region can offer through greater participation in, and closer engagement with, the field of comparative education.  相似文献

This article tries to contribute to the critical debate on the ideological and globalising potential of education for sustainable development (ESD), which exists in the research field of environmental education, by highlighting potential contradictions in the argumentation for ESD’s ideological and globalising tendency. Further, the authors of this article argue for an alternative perspective on how education policy on ESD can be seen to contribute to globalisation and homogenisation by merging two conceptualisations of ‘globalisation as connection' and the role of ‘empty signifiers' in political discourse. The ambition with the merger is not to provide a universal explanation of globalisation and ideology, instead, the intention is to outline an alternative theoretical outlook that allows for an empirical study of the processes that can be seen to feed into or interrupt the preservation of hegemony in a global setting.  相似文献

With the frequent interaction between China and the world, glocalisation, the combination of globalisation and localisation, is an unavoidable trend. This paper argues that the association of local situation with global awareness is one of the ways to assimilate English for daily use in Chinese context. The fundamental idea is that the use of activities and materials with both local and global situations can bring more awareness and interest within learners than materials that merely reflect unfamiliar global context because the latter is beyond learners' experience. The initial sections of this paper uses qualitative data derived from purposive sampling to explain the notion of glocal English and reasons of its importance. The final part analyses sample learning materials and provides implication for textbook development.  相似文献

This article investigates the relationship between globalisation and national cultural identity through Japanese educational policies for music. Japan is often referred to as a society that provides a model of cultural hybridisation that is a phenomenon in globalisation. However, what actually happened in Japan was not hybridisation, but the replacement of traditional music with western music in the process of the re‐construction of national musical culture. Even the recent state emphasis on Japanese elements in music teaching can be interpreted as no more than an attempt to further transform Japanese music culture so that it will resemble that of Europe.  相似文献

ABSTRACT

This paper focuses on the Reciprocal Learning Programmes between Western and Eastern educational systems through a Sister School project as well as, a Reciprocal Learning Programme through preservice programs between a Canadian university and a Chinese university. Benefits of the Reciprocal Learning Programs include reflective practice of content and pedagogical learning, cultural and societal learning, globalisation and emotional and social impact. Qualitative documentation demonstrates that educational, social and cultural dimensions are cultivated and nurtured through the Reciprocal Learning programs and have positively affected the students, educators and leaders involved in the project. Criteria for success in the programs included professional and personal commitment, educator inquiry, vulnerability, organisational commitment and multi-dimensional partnerships.  相似文献

The paper presents findings from a research project undertaken at the Taman Rama Gandhi School in Bali during the first anniversary week of the Bali Bombings in 2003. It explores the school's response to four key components of Gandhi's model of Basic Education (Nai Talim) and shows that the claimed curriculum is framed by two contradictory discourses: a globalisation from above discourse and a Gandhian discourse of tolerance and peace, more consistent with a globalisation from below discourse. The argument is made that the curriculum's commitment to the neo‐liberal capitalist values of the globalisation form above discourse may ultimately thwart the emphasis upon peace and tolerance in the discourse from below.  相似文献

The economic, political and cultural manifestations of globalisation are distinguishable from its underlying causes. The definition of globalisation used in this paper focuses on 'the reduction of obstacles to trade'. A function of both economic policy and technological advance, trade barriers, financial regulations and cross-border communications have been liberalised. These are contributing to change in the composition, control and locus of livelihoods, the skill requirements of livelihoods, and life chances and social mobility of livelihood seekers more generally. Educational qualifications and assessments mediate livelihood creation and livelihood seeking, to different degrees in different contexts. The role of assessment in the certification and selection for jobs interacts with economic globalisation in two main ways. The first is through the impact of globalisation on the composition and volume of livelihoods and the demand of both livelihood creators and livelihood seekers for qualifications. The second is through the reduction of trade and communication barriers on the internationalisation and commercialisation of the assessment and qualification business. The paper concludes with a research agenda that explores these two strands and emphasises the interactions between global, national and local contexts and influences.  相似文献

While educational leadership and management has experienced impressive development over the last three decades the fact that a robust comparative branch of the field has failed to emerge is equally conspicuous. This article builds a case for comparative and international educational leadership and management, arguing that the development of conceptual frameworks and instrumentation are imperative if the field is to keep abreast of globalisation of policy and practice. Accordingly, a conceptual framework is described and justified based on a cultural and cross-cultural approach focusing on the school level as the baseline unit for analysis. Specifically, the proposed framework is architectured around the interrelationship between two levels of culture, societal and organisational, and four elements comprising schooling and school-based management, namely, organisational structures, leadership and management processes, curriculum, and teaching and learning. Finally, limitations and implications of the model are discussed, including the need for the framework to be operationalised by developing appropriate research instruments.  相似文献

Post‐Fordism and globalisation are trends in the contemporary world in which the role of the market and consumer are given greater centrality. It has been argued that these trends have consequences of spreading ‘Western’ lifestyles and values around the globe, encouraging cultural uniformity, while also giving greater importance to senses of the local and place, encouraging cultural difference. Drawing on Foucault's notion of discourse, this paper suggests these trends are found also in changing theories of distance education and open learning. It is argued that notions of distance education are part of the trend towards uniformity under conditions of globalisation, while those of open learning are part of the trend encouraging difference and diversity. The discussion is situated within contemporary debates about the modern and postmodern.  相似文献

It has been suggested that although the most theorisation about globalisation has emerged from “western” contexts, the material implications of globalisation have been felt most strongly in non‐western regions. With this in mind, we are undertaking a situated analysis of how two states, Singapore and Hong Kong, are interacting with the broader processes of globalisation through their educational policies. We apply Foucault's conceptual tool of governmentality to understand (i) the conduct of governing in the contemporary nation‐state, and (ii) how the “right” rationalities are being inculcated by government to create “desiring subjects” who will play their part in ensuring national prosperity. We use the Asian Economic Crisis as a point of departure to show how global‐local tensions are being managed by Singapore and Hong Kong. We conclude that both these global cities have adroitly managed the Asian economic crisis to steer their citizens away from pursuits of greater political freedom and towards concerns of material well being. They have done so through a selective interpretation of globalisation, by simultaneously resisting and embracing the contradictory strands of globalisation. Education has emerged as a critical space for this selective absorption of globalising trends.  相似文献

In the course of exploring critiques of globalisation, this essay will focus on two postures—each with its range of arguments—that have emerged as alternatives to globalisation, namely, the delinking position and the subverting position. The first argues for standing “outside” of globalisation and its educational cultures and apparatuses. It brings together positions found in black feminism (as in the work of Audre Lourde), various religious, cultural, and ideology-centred approaches such as Islamic education and Afrocentric education, and critical dependency theorists such as Samir Amin, all of whom argue in one way or another for delinking the “South” from the “North”. The second argues for working “inside” the globalised world. This posture, represented by an eclectic group of philosophies and approaches that span radical constructivism, different versions of multiculturalism, and, on the left, old and new interpretations of Marxism, argues variously for developing more authentic and relevant pedagogies and for making a case for mobilising social structures behind political efforts to change the curriculum. The direction that this essay will take, in the course of critiquing these “outside” and “inside” postures, is to argue that neither is sufficient, by itself, as a reply to the assimilative and exclusionary impulses of the form of globalisation that dominates the world today. It is suggested, instead, that a way towards an alternative imagination to the hegemonic culture of globalisation lies in exploring the relationship between an engaged “inside” and “outside” view.  相似文献

Globalisation is a central concept in this paper but it is important to note that 'globalisation' is a highly contested term. Strong globalisation theory argues that the global economy is dominated by uncontrollable global forces in which nation states are structurally constrained and therefore the capacity of modern states eventually declines. Unlike strong globalists, other scholars believe even though there may be similar trends and patterns in public policy and public management domain along the line of privatisation, marketisation, commodification and corporatisation, different governments may use the similar strategies to serve their own political purposes. Hence, modern states may tactically make use of the globalisation discourse to justify their own political agendas or legitimise their inaction. The present paper sets out in this wider context to reflect upon globalisation effects on national policy, with particular reference to how the selected East Asian societies such as the four Tigers, Hong Kong, Singapore, Taiwan and South Korea as well as mainland China have transformed their higher education systems. More specifically, this paper discusses the theme of 'similar trends, diverse agendas' by examining how the selected East Asian governments have reformed their higher education systems to cope with the growing impact of the global tide of marketisation and decentralisation.  相似文献

In this paper, I posit a hybrid conceptualisation of women teachers' identities in the globalising and localising negotiation of gender. Drawing on Homi Bhabha's theory of hybridities, this paper argues for a fluid, hybrid and multifaceted reality of women teachers' lives in the areas of family, the husband and wife relationship, and the place of the child in the family as they engage in workplaces. The analysis draws on in‐depth interviews with 20 Chinese women primary school teachers first individually and then in groups of four or five in Hong Kong where globalisation meets with the indigenous Chinese culture. Promoting social cohesion through education has re-emerged as an important policy objective in many countries during the past decade. But there is little clarity in policy discussions about what social cohesion means and how education may affect it. In this article we distinguish between social capital and societal cohesion and argue that education acts in differential ways on each. Using comparative, cross-country analysis, we develop a 'distributional model' which shows the relationship between equality of educational outcomes and various measures of social cohesion. In the final part of the article we discuss theories explaining the cross-country trends and variations in educational inequality and social inheritance in education, and argue that education system characteristics, such as degrees of 'comprehensiveness' in secondary schooling, may be an important factor in both. We conclude by arguing that policies to increase social cohesion through education must pay more attention to the reduction of educational equality than they currently do.  相似文献
