A historical tension between a more general and a more specific focus in post-compulsory education is made visible in some educational systems by the division into more academic and more vocational programmes. Embedded in this tension are questions of social justice and the purposes of education. In addition, division into academic and vocational programmes has class dimensions since youth with working class backgrounds are often over-represented in vocational programmes. This study investigates how this tension is handled in the Swedish upper secondary curriculum, which reflects an international neoliberal policy trend in promoting competition, employability and employer influence over the curriculum. By analysing how the educational content of vocational educational and training (VET) programmes and higher educational preparatory (HEP) programmes is contextualised, we found that the two programme types were based on very different logics. In VET programmes, knowledge is strongly context-bound and often related to regulating behaviours. This contrasts sharply with the way knowledge is contextualised in HEP programmes in which less context-bound knowledge and skills such as using concepts, models and critical thinking are dominant. Students in VET programmes are trained to ‘do’ and to ‘adapt’, while the students in HEP programmes are trained to ‘think’ and to ‘imagine possibilities’. Thus, students from different social classes are prepared for very different roles in society.  相似文献

Coherence of national education and training systems is increasingly tabled in European policy debates. Leaning on literature about the emergence and consolidation of national education systems, this article explores the rationale for VET reforms in Norway and Spain by scrutinising attempts to strengthen the coherence of their VET systems. Coherence has been sought through the unification of different strands of vocational education; initial, continuing and active labour market policies (what we call ‘horizontal coherence’) and the mainstreaming of VET curricular elements; plus the systematisation of VET practices across educational levels (‘vertical coherence’). While both countries looked for coherence, their motivations, how they operationalised the term and the emphasis of their actions differed substantially. Spain has experienced a move from the three largely unrelated strands into a more unified system; Norway from a fragile VET system to the availability of more VET courses and apprenticeship arrangements at all educational levels.  相似文献

Germany is widely known for its vocational education and training (VET) system and its dual apprenticeship system in particular. What is often overlooked, however, is the vertical stratification within the German VET system. This is the focus of this study. Our analysis shows that the VET system, like the German school system, is highly stratified, resulting in large differences in labour market opportunities. We elaborate on three dimensions of vertical stratification: VET system vs. higher education, fully qualifying vs. prevocational VET programmes and segmentation of the fully qualifying VET programmes by educational attainment and career prospects. All three stratification dimensions are closely linked to school attainment and thereby to social origin.  相似文献

The concept of ‘therapeutic education’ is being increasingly used in contemporary education policy studies to identify learning initiatives which are dominated by objectives linked to personal and social skills, emotional intelligence and building self‐esteem. Contemporary educational goals connected with such strategies have been criticised for encouraging a ‘victim culture’ which marginalises learners and replaces the pursuit of knowledge and understanding with the development of personal values relevant to a life of social, cultural and economic risk and uncertainty. In relation to vocational education and training (VET) and post‐school policy trends in particular, Hayes has argued that preparation for work has abandoned vocational/occupational knowledge and skills in favour of providing learners with personal skills for emotional labour in low‐level service jobs. This paper interrogates such analyses and questions whether the therapeutic role of VET really is incompatible with the traditional objectives of developing knowledge, understanding and values in work environments. Links are made between new emphases on work‐based learning and the ‘caring’ conceptions of learning in post‐school education. It is concluded that—although therapy should not dominate VET—an attention to the important values dimension of learning in the field does involve a therapeutic dimension of some kind.  相似文献

Germany's vocational education and training (VET) and corresponding teacher-education programmes are known worldwide for their integrated framework. Government legislation unifies companies, unions and vocational schools, and specifies the education and training required for students as well as vocational teachers. Changing from the Diplom programme model to the Anglophone Bachelor and Masters degree model has raised concerns for VET teacher preparation. It is within this context that we explore Germany's VET teacher-education system and current academic debates. We further investigate challenges in the development of Canada's VET teacher-education programmes and suggest some policy borrowing from the German model.  相似文献

A demand on national economies in the 1970s was that they should begin to increase their labour market flexibility, which came to mean transferring risks and insecurity onto workers. Education was one way to prepare future workers for this new situation. The present article examines this preparation of learning for precarity some 40 years on. It is based on long-term ethnographic research in the Swedish upper-secondary school sector in particular kinds of educational programmes that have been devised and promoted as a means of integrating ‘lost pupils’ into either academic or vocational studies. The findings show this is not what is developing in practice in these programmes.  相似文献

In this article, we present insights from an ethnographic research that investigated the concept of citizenship in primary schools in Greece. We explored children’s experiences of citizenship in school approaching citizenship as a set of habits that prescribe what is considered ‘legitimate’ in the public sphere. We focused on structures and agents inside and outside the school classroom and the way they may interfere with pedagogical practices and relationships. This work reveals a vicious circle of asymmetrical relationships and hierarchical structures between the society and the school that entrap teachers in assessment-oriented pedagogical practices. We argue that the emergent loyalty of the educational system to traditional pedagogical approaches premised on competition fosters pupils’ incomprehension of the importance of social solidarity. It also contributes to their withdrawal from the public sphere, undermining the transformative potential of education. With the use of a diverse sample, we highlight the shortcomings of the integrated curriculum introduced in 2001, in successfully promoting critical thinking and participatory learner-centred pedagogy, and we discuss the implications for the transformative potential of education arising from the adherence to the implementation of European education policy that is discerned in the text of the newly introduced Curriculum of the ‘New School’.  相似文献

Skill development has been a major policy agenda in several countries and there is a lot of emphasis on the promotion of vocational education and training (VET) programmes. This paper investigates the labour market outcomes of the vocationally trained population in India using the data from a nationally representative survey on employment and unemployment. We find that a large section of the population in the age group 15–59 years does not have any kind of formal training. Among the VET holders, a large share is accounted for by non-formal trainees. Quite a high proportion of formal trainees in the workforce remain unemployed reflecting underutilisation of human resource. We also examine the extent to which individuals’ training matches their occupational levels and find that overall about two-thirds of the trainees are employed in occupations related to the field of training. Further, we compare the returns to general secondary and vocational education streams using the standard earnings function accounting for the sample selection bias. Our findings show that the relative returns to vocational education is higher than that to general secondary education.  相似文献

Concerns about pupil disengagement from school and society have led to compulsory citizenship education in state schools in England. However, there is little evidence that the new citizenship education is meeting its goals. The research described here assesses a new approach to citizenship education that appears to overcome some of the identified obstacles in current practices. Hampshire's ‘Rights, respect and responsibility’ initiative is a rights‐based whole school reform of school policies and practices. Under this initiative the contemporaneous citizenship status of pupils is respected, pupils are taught about their rights under the UN Convention on the Rights of the Child and democratic participation is made meaningful in classroom and school functioning. Of particular interest is that the initiative starts in infant schools. This research indicates that young children can understand their rights and responsibilities in ways that are meaningful to their everyday behaviour and that rights‐based whole school reform has the capacity to improve pupil learning and citizenship behaviours.  相似文献

Decentralisation policy in Sweden emphasises school capitation allowance, the local upper secondary schools’ decision‐making and pupils’ choices in contrast to previous bureaucratic governing. The aim of this article is to discuss how pupils’ educational choice paths are a part of the different kinds of integration and differentiation processes within upper secondary education. By doing so, the intention is to make a theoretical contribution to the ongoing discussion in this research field. In the light of Habermas’s theory of communicative action combined with Fairclough’s critical discourse analysis, educational choice paths have been studied as a process within three educational practices in a local quasi‐market in Sweden: (1) choice of upper secondary school, (2) choice of upper secondary programme, and (3) choice of courses and subjects within a programme. Some of the results demonstrate that pupils’ choice paths can be vocation‐oriented, career‐oriented and consumption‐oriented. It is argued that these different types of choice paths are related to a market discourse. Other results demonstrate that pupils’ group‐oriented, interest‐oriented and tradition‐oriented choice paths are built upon an active citizenship discourse, which is about creating meaning in terms of seeking knowledge and establishing social relations in upper secondary education. The analysis of these two paramount discourses indicates that pupils’ integration and differentiation processes are ambiguous.  相似文献

The re-shaping of the Australian senior secondary landscape in recent years and the emergence of a new space for vocational knowledge within Australian senior secondary certificates of education have been underpinned by a national focus on raising retention rates and achieving Year 12 or equivalent attainment rates in the context of a diversifying senior secondary cohort, and on delivering effective training to meet the skills needs of the growing economy. Absent from this policy agenda is a focus on the efficacy of the expanding vocational education and training (VET) in Schools. At the core of this discussion are the impacts of ongoing tensions between the instrumentalist labour market role of VET in Schools programmes and the expectation that an equitable senior secondary landscape should respond to the education and training needs of all students. Despite rapid growth, low achievers and socioeconomically disadvantaged learners remain the dominant participants in VET in Schools programmes, and pathways for these students into post-school education and training or full-time employment remain weak. This paper draws on the views of students, teachers, and policy-makers to examine the ways in which vocational programmes are delivered within the different curricular contexts of VET in Schools across Australian senior secondary education systems.  相似文献

This article explores the ways in which a group of primary school teachers in Cyprus interprets the relationship between religious and citizenship education. The contextualisation of the meaning of religious education shows the extent to which social, historical and political elements shape teachers’ perceptions about the entanglements between religious and citizenship education. In particular, the present study reveals two important findings – one concerning the conceptualisation of each school subject and their perceived relationship and the other concerning the contextualisation of this relationship in the cultural and political contexts of Cyprus. The findings also reveal important constraints and political dilemmas for the possible trajectories of ‘religious citizenship education’ in Cyprus. The article discusses the implications for curriculum and policy deliberations, as well as further research on ‘religious citizenship education’ in specific cultural and political settings.  相似文献

In OECD countries, ‘real world’ upper-secondary vocational education and training (VET) programs are used to engage less academically oriented youth in learning, while helping to prepare them for post-school work and/or further education. In general terms, VET programs with high employer involvement, such as apprenticeship schemes, are considered to be superior to classroom-based VET programs that are typically found in many English-speaking countries. In this study, we examine outcomes from a potential ‘third way’: classroom-based VET with a short-term structured workplace learning component. Using propensity score matching and PISA data linked to information from the Longitudinal Survey of Australian Youth, we find this model is associated with higher school completion rates and better employment transitions.  相似文献

This article presents a comparative analysis of the determinants of early school leaving (ESL) at the country level. We decompose ESL rates into two components: a ‘primary’ rate reflecting unqualified school leaving from initial education, and a second component accounting for early school leavers who participate in training programmes. Both may be influenced by structural and policy determinants. We examine how the ESL rate is affected by macro-economic and social context variables such as GDP/capita, growth, poverty, and youth unemployment, as well as system characteristics of the education system (such as legal school leaving age, grade retention, early tracking, and size of vocational education) and the labour market and social protection systems (minimum wages, unemployment insurance).  相似文献

Universities in a capitalistic society have been expected to produce graduates for the labour market which in turn contributes to the economic development of the nation. In today's environment where the social spending on education grows faster than the economy, it becomes increasingly difficult for the education system to maintain an existing level of provision. Hence, institutions are required to legitimate themselves through the value they provide. The capitalistic process in Hong Kong has generated the demand for lifelong learning in the higher education system. The resulting evolution of the system has compelled the policy makers of higher education to redefine the purpose of higher education and re-evaluate the university management. This paper discusses Liu's (1997) holistic approach of evaluating and planning for the university academic programmes as well as building an ‘enterprise culture’ at the institutional level with a Hong Kong case analysis. When strategically planning for the future in a volatile and transient environment, university management plays an important role in integrating continuing professional education (CPE) and mainstream academic programmes and in cultivating a market-oriented ‘institutional enterprise-culture’ which responds to environmental changes more proactively.  相似文献

This article explores the upper secondary (or post‐16) school market. The study on which it is based, funded by the Swedish Research Council, was entitled ‘Upper‐secondary education as a market’. Empirical data include official statistics, policy documents, school publications, company reports and school visits. Printed and other news media were also scrutinised to identify how the marketisation of education is represented in public discourse. A number of themes emerged from the study which included mapping the expansion of the school market, chains of ownership and influence, marketing strategies, choice and the school market and issues raised in the media. These imply that there is a new market discourse which represents a clear break with previous social democratic education policies primarily aimed at enhancing citizenship and wider democratic values within an inclusive public school. However, critiques have also emerged including a call for strengthened regulations of and control over independent schools and concern about an education market equated more with shares and profits rather than pedagogy and student citizenship.  相似文献

Participants in the public discourse pertaining to religious education and education for citizenship in English schools between 1934 and 1944 included many ‘Christian educationists’. They advocated a conservative and elitist form of education for citizenship as taught through indirect training, Arnoldian public school traditions and ecumenical, liberal Protestantism. This contrasted with the conception of education for citizenship promoted by the founder members of the Association for Education in Citizenship. They wanted pupils to be educated into a liberal, democratic and secular version of English citizenship by means of ‘progressive’ pedagogies and direct instruction. This article identifies the ecclesiastical and religious factors which preserved the Christian and traditional form of education for citizenship in English schools between 1934 and 1944. These factors included the revival of the Christian foundations of British national identity and citizenship, the development and acceptance of non‐denominational forms of Christian education, the increasingly positive response which an evermore coherent and professionalised cohort of Christian educationists received from the Board of Education and the Consultative Committee, and the political power of the Anglican Church within the dual system combined with the religious settlement agreed in the 1944 Education Act.  相似文献

Across Asia, the international school scene has experienced marketisation and corporatisation. A consequence is that many wealthier families – outside of expatriate communities – view international schools as a desirable choice, and they seek ways to enrol their children in international schools. States have responded to this situation through policies that manage the boundaries between public or national school systems and international schools. States have made compromises in their international school policies – compromises that allow markets to creep into the broader education systems. This mode of market creation is subtle: Neither families nor state agents advocate for ‘choice’ as a value, nor are there public discourses around international schools in the region celebrating ‘choice’ in education. The compromises made in international school policy relate to whole education systems and have implications for inequality, citizenship, and national identity.  相似文献

This paper highlights troubling patterns within the Australian School-based Apprenticeships and Traineeships (SBATs) by analysing statistical data of 21,000 of 15–19 year old apprenticeship/traineeship learners engaged in Vocational Education and Training in School (VETiS). It confirms the alignment of social groups to certain qualification fields and levels and provides a compelling picture of the learner profile of SBAT including the type of occupations and qualifications being undertaken at school level. In a complex policy environment, where VET in Schools has been assigned the important task of preparing ‘workforce job-ready’ students for the ‘high skill and high earning roles our economy demands’, we argue that the SBAT pathway is not yet adequate to meet these high expectations. It is not an effective apprenticeship pathway as it potentially ‘locks-in’ already disadvantaged young people to precarious pathways, and reinforces the nature of an already highly gender-segregated Australian labour market. The paper helps to focus attention on endemic weaknesses in the Australian VET system that serve to entrench disadvantage in Australian society.  相似文献

This paper examines the effect of school social class composition on pupil learner identities in British primary schools. In the current British education system, high‐stakes testing has a pervasive effect on the pedagogical relationship between teachers and pupils. The data in this paper, from ethnographic research in a working‐class school and a middle‐class school, indicate that the effect of the ‘testing culture’ is much greater in the working‐class school. Using Bernsteinian theory and the concept of the ‘ideal pupil’, it is shown that these pupils’ learner identities are more passive and dominated by issues of discipline and behaviour rather than academic performance, in contrast to those in the middle‐class school. While this study includes only two schools, it indicates a potentially significant issue for neo‐liberal education policy where education is marketised and characterised by high‐stakes testing, and schools are polarised in terms of social class.  相似文献
