ABSTRACT

This paper offers a perspective on bilingual education (BE) as inclusive education. Ethnolinguistically-separated schools and classrooms in Sri Lanka resulted from an enduring, mother tongue instruction policy which abetted a deeply ethnically-divided nation. More recently, Sri Lanka has experimented with a BE programme in pursuit of enriching the perceived value of the local mother tongues as well as building students’ knowledge of English as a global language. This article presents analysis of the inclusive practice of two Sri Lankan BE teachers in their attempts to advance social cohesion through bilingual education. We demonstrate the logic of practice focussing on four features of the teachers’ work: promoting interethnic relations through regular change of seating arrangements; equal delegation of responsibilities and absence of favouritism; cooperative group work in ethnically heterogeneous groups; and, promoting heteroglossic language practices or translanguaging. The positive, inclusive consequences of these practices are corroborated by focus group data gathered from students in the school. We argue that teachers have a significant role in changing the logic of practice in the classroom, and that the implicit rules teachers encode in their pedagogy can reorient exclusionary, ethnocentric identity positioning towards more inclusive, supraethnic identities.  相似文献

This article examines the role of education in ‘successful globalisation’ and how this links with agendas for sustainable development. In the first part ‘successful globalisation’ is defined as economic growth combined with equality and social peace. Japan and the East Asian tiger economies – particularly South Korea and Taiwan – have been uniquely successful in the last half century in achieving both rapid economic growth over long periods and relative income equality and social cohesion. A host of factors have been responsible for this, including fortuitous geo-political circumstances and good timing. However, education has also played a major role. The article, based on a review of international and national research literatures, analyses how far China, India, Kenya and Sri Lanka have managed to develop their own forms of successful engagement with the global economy and what part education policy has played. In the second part we relate our concept of successful globalisation to the parallel discourses of sustainable development and education for sustainable development and reflect on what our notion of ‘successful globalisation’ can borrow from and lend to these literatures.  相似文献

Pluralism, decentralization, deregulation, school autonomy, greater diversity and parent empowerment in education are among the new guiding principles in educational policy in numerous industrial countries. Whereas this paradigm shift reflects the advance of the market ideology into the education sector in other (particularly English‐speaking) countries, the driving force behind this movement in Germany is rather the political system's loss of legitimation and the conflict‐ridden state of educational policy. The first part of the article takes a retrospective view which links up to the analyses of Weiler. It shows that the former strategies for securing legitimation and regulating conflicts ‐ involving science in the educational reform process, legalization and judicialization ‐ have only been effective temporarily. Using the new Education Act of Hesse as example, the hypothesis is developed that the strategy of increasing parent empowerment and partially transferring regulatory powers and decision‐making competence to individual schools will also not bring about the expected effects since this will not solve the structural problems of the German school system. In the second part of the article this thesis is elaborated within the framework of a differentiated analysis of the consequences of the structural problems as manifested in individual school types on local educational markets.  相似文献

This paper deals with the financing ofuniversity education in Sri Lanka, which hasadopted pro-market policy reforms over the last22 years. The assessment is based on five maincriteria: adequacy, efficiency, unit costs,systems and procedures of resource allocationand alternative funding sources. The findingsreveal that the universities are faced with anacute shortage of funds and that existingfinancial systems and procedures are controloriented rather than promoting efficiency andquality enhancement. Moreover, the heavilystate dependent university system, particularlyin the area of financing, has failed to keeppace with pro-market policy reforms at nationallevel and, hence, continues to operate within acontrol oriented regulatory framework. In education, there is a growing interest in the concept of competency especially in vocational training and professional development. The concept is strongly associated with the ability to apply knowledge and skills in effective ways in unanticipated situations. In Sri Lanka, a new competency-based mathematics curriculum was introduced in 2007 for grade 6 and the implementation was completed in 2010 for grade 11 as part of a reform process. The main aim of this implementation was to eliminate previous transmission methods of teaching and to assign a transformational role to the teacher. In this study, I analyzed the suitability of this new curriculum as a competency-based curriculum and examined whether it has achieved its objectives. The results showed that the new curriculum was better in elaborating the subject content and teaching methods. However, in a broader sense, it has not fulfilled its objectives as a competency-based curriculum. The analysis led one to conclude that competency-based teaching and learning approaches were superficially introduced in mathematics education in Sri Lanka. The curriculum documents did not properly reflect their intended objectives.  相似文献

This paper relates the contemporary educational reforms in Sri Lanka to the processes of globalisation. The international monetary organisations such as the IMF and the World Bank and the regional organisations like the Asian Development Bank (ADB) play a dominant role in influencing the debt-receiving countries when it comes to their educational practice. The intensity of the influence of these organisations can vary depending on the existing educational policy of the aid receiving countries. This paper, after a brief introduction on globalisation, examines its effects on the education policy in Sri Lanka with a special emphasis on the current language policy. Equity in education is usually advocated at primary level based on the universal primary education concept so highly upheld by the World Bank. However, the present high human development indicators are undoubtedly due to Sri Lanka's free education policy in native languages. The paper concludes stressing the importance to retain the national education policy as a means of empowerment and liberation of its masses and creating stronger ethnic harmony.  相似文献

In the education policy arena, the notion of ‘quality'as a mechanism for increasing accountability to stakeholders has risen to prominence in the 1990s, as part of the micro‐economic reform agenda of many national governments. This study analyses the way in which policy makers in Australian higher education have recontextualised the notions of quality adopted in other countries to reconstruct a uniquely Australian version. Further, the study analyses how this recontextualisation continues from the ministerial level, through the Higher Education Council (HEC), and then the Committee for Quality Assurance in Higher Education (CQAHE), to the site of intended policy effect ‐‐ individual universities. A theoretical framework, in part offered by Stephen Ball's policy trajectory studies, is employed to examine the negotiation, resistance and even transformation of the original ministerial quality policy of 1991. A central contention is that the operation of the subsequent 3‐year cycle of quality reviews between 1993 and 1995 provides an example par excellence of a government strategy of ‘steering at a distance’.  相似文献

Sri Lanka experienced a rapid expansion of population in the first few decades following Independence in 1948. Population growth far outstripped the rate of growth of the economy which remained mostly dependent on primary production for export and domestic consumption. Introduction of universal free education pre-dated political independence and led to rapid school enrolments. In a slow-growth economy, dominated by state enterprises, education became the main avenue of upward social mobility for many underprivileged young people. Increasing competition for education and white-collar employment in the then dominant state sector in the 1960s and the 1970s necessitated policy interventions that were not necessarily fair to all competing social and ethnic groups. In the late 1970s, the policy focus shifted from education to liberal economic reforms aimed at generating economic growth and employment creation. Early gains in terms of economic expansion were slowed down by the ethnic conflict that erupted in 1983 and continues to retard economic development in the country. While the affluent strata continue to gain from the open economic and liberal educational environment in terms of income and lucrative employment opportunities, many young people from lower social strata who possess conventional paper qualifications live in despair looking for scarce white-collar jobs. Those who have resources to invest in overseas training and/or foreign qualifications are in an advantaged position in the competition for private and transnational sector employment.  相似文献

This paper uses in‐depth interview data to explore aspects of the lives of non‐native speaking English educators working in the state education system in Sri Lanka. In so doing the research focus is on the educators themselves and the paper will discuss such issues as: careers as English teachers—motives for entering teaching, career progression, becoming a teacher educator; professional self‐development; beliefs about teaching, learning and teacher education; and the wider socio‐educational context of English teaching in Sri Lanka. It is hoped that the paper will offer insights into the development of non‐native speaking TESOL teachers—by making more visible features of practice in particular contexts—as well as providing ‘snapshots’ of teaching and learning in state systems beyond the western world which may inform thinking more broadly about international English language teaching and learning.  相似文献

Elgqvist‐Saltzman, I. 1985. Rational Efficiency and Human Sensibility in Educational Reform: A Swedish Case Study in an Australian Framework. Scandinavian Journal of Educational Research 29, 123‐140. Swedish reform in higher education during 1950‐1980 is presented in a time‐line perspective. Different stages are discussed in relation to a technical, bureaucratic and social model of educational planning, using the Australian sociologist M. Pusey's conceptual framework. An evaluation approach with a life‐line methodology is presented as well as some results. From a woman's point of view, it seems that reforms have not been able to match rational efficiency with human sensibility in the way predicted by the Australian historian W.F. Conell in his review of the period of educational reconstruction and expansion.

Sri Lanka is a nearly industrialized country (NIC country) in transition from a tradition-bound agrarian and cheap labour economy into the era of building a knowledge-based economy. The school system reflects a traditional society, especially in its features of an examination driven system. The question posed for the paper is what meaning the examination driven system has particularly in Sri Lanka and also in general. The method is to apply the conceptual framework of Emile Durkheim to empirical findings and follow his lines of reasoning. The concept mechanical solidarity is central for understanding the assessment system. The education will piecemeal change and become more individualized and learner centred and with new modalities of assessment. It is so if Durheim is right in his claim, that some social facts are caused by other social facts, not just connected to them.  相似文献

This article analyses four narratives told by four teachers teaching science subjects in four different public secondary schools in the district of Gampaha in Sri Lanka. Gampaha is the second most populous district in Sri Lanka, and is known for excellent results in General Certificate of Education (Advanced Level) exams which school leavers sit at the end of the secondary school cycle. The teachers’ narratives focus on the policy and practice of teaching science subjects through English at secondary level, which was reintroduced in a small number of selected government schools in Sri Lanka in 2002. After using the two local languages, Sinhala and Tamil, for nearly half a century, the Sri Lankan education authorities decided to bring back the English medium to the teaching of science subjects at secondary level as a third language option. One of the policymakers’ reasons was an apparent decline in the English-language fluency of students at this level. To implement the new policy, science teachers (who had themselves been taught in Sinhala or Tamil) were asked to teach in English. More than a decade into the English-medium option, the author interviewed four of them. Their testimonies about their experiences in teaching science subjects offer valuable insights into the difficulties experienced by both teachers and students when teaching and learning in a foreign language such as English. The author’s analysis of his respondents’ statements reveals hidden realities which challenge the benefits of reintroducing English as a medium of instruction (MOI) for science subjects. Thus, the lived experiences of the teachers may help to inform language policy in education in Sri Lanka, and perhaps also in other countries.  相似文献

Given the squeeze on national budgets and the need for priorities over investment choices in education, many governments have turned to communities in the search for alternative sources of revenue. In Kenya, there is a long and rich history of community involvement in the financing of education at all levels, rooted within the phenomenon of the dynamic self‐help movement harambee, which underpins much of Kenya's grass roots development activity. Within education, the conscious partnership between communities and government has been most manifest within the unaided harambee secondary school sector, although a more recent policy shift has witnessed the transfer to communities of all capital expenditures associated with a structural and curriculum reform, particularly at primary level. Despite opening up access to education to a high percentage of the school age population, there remain, however, fundamental questions associated both with the quality and equity of systems dependent upon community financing.  相似文献

SUSTAINING COMMUNITY PARTICIPATION: WHAT REMAINS AFTER THE MONEY ENDS? – A major concern confronting development specialists in the education sector is the sustainability of project activities and outcomes, that is, their ability to persist once external funding ends. The increased attention of international development-assistance organizations to sustainability reflects the greater recent focus on outcome-based funding. The present study investigates differences between six communities in Ghana that varied in their ability to sustain externally initiated community-participation activities beyond the life of the external development-assistance project that promoted those activities. It was hypothesized that high- and low-sustaining communities differ in eight managerial and socio-cultural dimensions suggested by earlier research to be important for sustainability of community-level activities: planning, transparency, leadership, and participation, on one hand, and, on the other, social cohesion, resources, community skills, and valuing of education. Findings indicate that leadership and social cohesion are the two most vital elements in the sustainability of organizational structures intended to promote community participation in the oversight of local schools. Other factors suggested by the model are largely subsumed under leadership, so that the model can be simplified.  相似文献

This paper explores the new conditions and ideational framework within which post‐compulsory education and training is placed in England and Wales. It does so by examining the impact of ideas derived from post‐Fordist analyses and stakeholding theory as well as the arguments put forward by left modernizers. It seeks to consider the limits and possibilities that surround these ideas which have provided a new inflection or accenting of educational policy. This accenting connects a concern with social inclusion and cohesion to global competitiveness. The paper concludes by suggesting that the project of left modernizers is seriously compromised through its entrapment within a capitalist logic, but that nevertheless the potential for struggle remains within the contradictions of the discourse and rhetoric surrounding educational policy.  相似文献

Abstract

The building up of a non‐university sector of higher education in Finland was realised in a form of educational experiment. Polytechnic (ammattikorkeakoulu) reform contained at the outset several elements of a genuine social experiment. Quite soon the experimental set up was transformed into a reform in which experimental elements were minimal. The article explores the factors which hindered the realisation of experimental method and raises general questions about the possibilities and limits of social experiments.  相似文献

Fair access and widening participation currently occupy a prominent position in the UK higher education agenda, but these terms remain ambiguous. In this paper we identify two prominent strands of policy in the government's approach to access and the widening of participation and contrast these with a third, more progressive perspective. The academic strand seeks to attract ‘gifted and talented’ young people into an unreformed higher education system. The second strand, which we term the utilitarian approach, posits a need for reform. However, this is undertaken largely to meet the requirements of employers and the economy. In contrast, a transformative approach values diversity and focuses on creating a system of higher education that does not place the burden of change upon potential entrants. This framework is used to explore some of the implications of the government's White Paper The future of higher education. First, the purpose of higher education is discussed, with particular reference to the distinction between economic and social objectives. Second, the government's view of the structure of the higher education sector is examined, by scrutinizing the notion of institutional differentiation and the role of the access regulator. We conclude that within a more differentiated higher education sector different aspects of the access discourse will become dominant in different types of institutions.  相似文献

The Australian Senate Employment, Workplace Relations and Education References Committee has been asked to examine the principles of Commonwealth Funding for schools, with particular emphasis on how these principles apply in meeting the current future needs of government and non‐government schools and whether they ensure efficiency in the allocation of school funding. The Committee will also investigate accountability arrangements including and through the Ministerial Council on Education, Employment, Training and Youth Affairs. This paper provides a critical discourse analysis of recent developments, tracking two themes: the construction of ‘efficiency and effectiveness’ in the allocation of school funding in Australia, and the impact of such a construction on a discourse of inclusive education for all schools in Australia. Through this analysis, it is argued that the current enquiry creates an opportunity for a substantial shift in focus — from funding government and non‐government schools in relation to government schools, to both government and non‐government schools — within a framework of presumptive equality and inclusion. It is also argued that extant policy, removing the substantial Catholic sector from its hitherto hybridized and separate funding position and bringing government and non‐government schools into sector‐specific funding competition with each other, realigns and rearticulates federal involvement in school funding policy areas that have been the traditional preserve of state governments and territories. In the process, responsibility for instilling and supporting inclusive educational practices is currently solely that of the states and territories where, in many cases, funding as well as inclusive education policies and programmes have been determined at local levels. The endorsement by the federal government of new principles in funding, as proposed here, linked with renewed requirements in relation to school access and participation, creates a space that potentially enables new strategies for inclusive education to be conjoined with funding allocation policy in Australian schools, to the economic and social benefits of all schools as well as the polity.  相似文献

ABSTRACT

In the last 15 years, social and community cohesion have become key concepts in European social, migration, and education policy. Although their definitions often remain ambiguous, social and community cohesion typically refer to harmonious coexistence of individuals of all cultural backgrounds within a community. Frequently connected with education at the elementary and secondary level, they are regarded a desirable outcome of compulsory schooling. Drawing on longitudinal data from 2 schools in England, the authors analyze the interplay between national policies of community cohesion and local level practices. In a discussion of the findings, the authors show that, despite the gaps between national policy and local practice, parental and community members’ involvement in school and family education are efficient tools to enhance community cohesion at the local level.  相似文献
