The first wave of educational reforms in Macau took place in late 80s and early 90s. In 1991, the first Education Law was approved in Legislative Council. It signified a path leading to more "disciplined" education system. It was then by legislative means through standardization, regulations, implementation of the universal free education, establishment of the "public school net", construction of a "localized" curriculum framework, and the definition of various kinds of teacher education enabled the government to participate in overall educational matters. Among all, curriculum development is a significant component in the arena of educational reform. The localized curriculum was first implementation in 1995 in all government schools with Chinese as a medium of instruction, and was not compulsory in private schools. Macau is now starting a second wave of educational reform, with special attention to the re-construction of the present curriculum. Thus, it is the objective of this study to examine and disclose the discourses and practices of the curriculum development in the territory in order to re-vision the future development. The time travelling tunnel gives two scientists the ability to travel in time and space in the television series in the UK in 1960's. In this paper, 'excursion into the time tunnel' is used metaphorically, to describe the research process for it is to be adventure and an exploration. Furthermore, the metaphor 'time tunnel' also bridges the present to the past and the future. This is how the author attempts to reveal the story of discourses and practices of the curriculum development in Macau through the 'time tunnel' interweaving with the past, the present and the future. This study stems from a particular stance of educational policy analysis. The study is informed by aspects of critical and post-structuralist perspective, with particular reference to Michel Foucault. The purpose of this paper is to review current issues in pre- and primary school reform and to pose questions on the long-term implications of present day solutions. Such an exercise will open up discussion on the probable effects of educational policy decisions with a view to minimize negative effects brought on by new policies. Because data collection in Sierra Leone is embryonic and unreliable, it is difficult to be definitive in planning future reform in education based on available data. The civil war between 1989 and 1999 practically shut down the educational system. Some of the obvious steps taken to ameliorate the situation included mandatory compulsory primary education in 2004 and completing the construction of 500 new classroom buildings by 2008. School enrolment doubled between 2001 and 2005 and the Gross Enrolment Ratio (GER) was about 160 percent. It is important to join in a discussion of the long-term implications of short-term solutions to educational development in Sierra Leone. The paper is organized under the following headings: (1) The context of pre and primary school development; (2) Current education system; (3) Issues in pre-primary and primary education; (4) Government statements on education and jobs respectively; (5) Questioning as a way to improve education quality; (6) Discussion; and (7) Recommendation.  相似文献

The issue of bilingualism has been widely explored in the past decades,showing that there are multiple positive effects of"additive bilingualism".Such positive factors are closely linked with children’s cognitive development and intelligence.This paper gives a detailed review on how bilingualism plays a role in children’s divergent thinking ability.Fully taking advantage of such positive effects in language education should be a significant part for bilingual education and foreign language programs.Thus,this paper further discusses the educational implications of these theoretic findings,suggesting that an additive bilingual environment should be cultivated through multiple ways of curriculum and program planning.  相似文献

Increasing and uninterrupted supply of high-level manpower has become a fundamental pre-requisite for social and economic development of any nation. Hence, the direction of the university education in Nigeria is intensifying and diversifying its programmes for the development of high-level manpower within the context of the needs of the nation. To achieve this, the government of Nigeria initiated higher education policy reforms that intended to bring its university system more in line with international good practices. It is however disheartening to note that the quality of university graduates in Nigeria has continued to decline due to inadequate funding. Increasing accountability and efficiency in the use of public and out-of-pocket financing in education are critical to realizing the maximum impact of the meager allocations to education in most developing countries. While broad estimates and numbers are routinely collected by most national ministries and state departments of education, the lack of accuracy and reliability as well as the obtuse nature of recording and presentation of the data does not facilitate any serious policy use. A major advance in this area has been brought about by the development of NEA (National Education Accounts), which is a new tool for measuring education expenditures in a systematic policy-~endly manner. In essence, NEAs measure the "financial pulse" of an education system, answering 4 key questions: Who is financing education? How much do they spend? How are funds distributed across different education providers, levels and activities? Who benefits from or receives the services? NEAs gather information on all spending from public, private and donor sources, and provide a snap-shot of all expenditures on education in the state or country. While not an auditing tool, it provides real time information on the flow of funds that can be used for evidence-based decision-making. It provides information to policy-makers, enabling them to discern systcm-wide inequities and identify areas that require changes in policy. In addition, the use of a standard classification of expenditures allows for data from NEAs to be comparable between and within countries. This paper provides an assessment of accountability and efficiency in the use of public and private resources in the education sector in 2 states of Nigeria. Using comparative data from implementation of education accounts in 2 states of Nigeria, it presents a breakdown of education spending by public and private sources as well as donor agencies, by types of providers, by geographical regions and by category of expenditures. It analyzes educational expenditures for the 2 states in the context of state government priorities for education, and proposes a novel way of tracking trends in education spending as a means for policy-makers to organize a strategic vision supported by resources and to evaluate the outcome of policies.  相似文献

Why is Norway, the first nation in the world defining digital literacy, as the fifth basic competence in the national curriculum? How has epistemological and ontological issues influenced educational technology and how has this influenced discourse of educational technology in curricula which have led to today's "technology friendly curriculum"? These are central questions in this paper and one of the main aims within the paper is to analyze what kind of impacts, such underlying epistemological and ontological aspect, has been given in Norwegian curricula throughout the last decades in light of Koschmann's (1996) technological paradigms. As consequence of this, the paper will highlight the most relevant discourses about educational technology in different curricula as an entry point to ask, if the increased ICT (Information and Communication Technology) status in the new national curriculum has established new discourses and got any impact in the practice field yet.  相似文献

The females' relatively low participation in higher education is discussed within the Nigerian society in a way that such issues are discursively placed in often contradictory, as well as extremely complicated contexts. Dominant discussions draw on the interplay between gender and students' performance across subjects, as well as on the influences of the often patriarchal school environment on students' overall performance, which with little or no attention given to parental and domestic agencies. This paper is an account of the stories of the experiences of schooling about some Nigerian school girls from the perspective of their families. The larger study from which this paper derives, examined the gendered perception of schooling amongst some senior secondary school students in a Nigerian suburb. A number of discussions among the 25 girls (and 25 boys) who participated in the study were analyzed to understand how gender played in their perceptions of schooling influences upon their lives. As this project was grounded in the interpretivist qualitative research paradigm, discursive interpretivist approach was employed to interrogate how parental and domestic agencies, can play upon the aspirations of young girls for higher education in both complex and subtle ways. Recommendations for changes in policy and practice are made.  相似文献

Culture and language are both products of hum an society. This paper concerns the close relationship betweelanguage and culture. Some social scientists consider that language is the keystone of culture. Language is a media of communicationwhich is culturally conditioned. Culture, as a significant feature of human society and the soil for language emergence as well abackground for language use, is closely knitted together with language. However, current teaching syllabus in China does noprovide a system of the specific cultural contents to be included in any teaching program. Culture as a set of traits is by and largeneglected area and has drawn little attention. According to a famous professor Hu Wenzhongs paper, more than 90% students admithat there is a cultural gap between native English speakers and Chinese English learners and all of them think that awareness ocultural difference should be made a goal in language learning and teaching. In intercultural communication, culturamisunderstanding is often worse than linguistic one and tend to create ill feeling between native speakers and Chinese speakers oEnglish. The CAST (content area specialized training) model of professional development enables sustainable teacher leadership and is responsive to the need for culturally relevant educational practices. The purpose of this paper is to share the background, methods, findings and recommendations of a case study on the CAST initiative in Guam. It is becoming more and more apparent that globalization processes represent, theoretically as well as practically, a challenge for educational sciences and therefore, it must be addressed within the sphere of education. Accordingly, educational conceptions have to adapt to globafization phenomena and focus more on alternative and innovative educational concepts. The observable phenomena that appear as part of globalization then lead to the following question: Is there still space for educational concepts like emancipation, self-determination, equal opportunities and fairness in distribution, democracy and common sense? The most indispensable tools for the development of equitable and peaceful contemporary education perspectives are a differentiated reflection on globalization phenomena and consequences, an intensive analysis and disclosure to address (global) conflict lines, the questioning of well-established concepts, the formation and embodiment of visions of the global future and the articulation of innovative education concepts. Modern social and political structures and practices have to be reoriented to combat the negative effects of globalization processes through the incorporation of more humane, socially fair and ecological principles. The leakages in secondary level education brought forward the necessity to restructure the educational system so as to address the social and individual needs and meet the requirements of Turkey; therefore, a "reformation" study became an obligation. The formal education in Turkey starts at the age of 6, when the individual is shaped within the system. Determination of the characteristics of an ideal future citizen of a country should be apprehended at all levels of education and individuals should attain these appreciated characteristics. The reformed science education programs in Turkey aim to guide the individuals to be scientifically and technologically literate. Through enabling an individual, who is in a technological media, to attain the required knowledge, skills and attitudes, the individual should have the "science and technology literacy and creative thinking" skills. Individuals should recognize the technological environment they live in as well as the dimensions and facilities of technology, and should be aware of the fact that they could make use of these opportunities. In the light of this aim, this study involves the teaching of "separating mixtures" to 9th grade students in relation with science, technology, society and environment and the examination of its possible effects on students' achievement as well as their career choices. The Chemistry Achievement Test and the Career Choice Questionnaire were administered as pre- and post-test to serve as data collection tools. The study concluded that chemistry education in relation with science, technology, society and environment would lead students to choosing different fields for their future careers by changing their perspectives towards science. A significant increase in students' chemistry achievement levels was also observed.  相似文献

Second Language Acquisition(SLA) education in China suffers from an imbalance between language input and output.Reading and listening are the dominate methods used in the classroom,while speaking and writing are used far less.This paper examines the results that are caused by this imbalanced development of comprehensible output and input.Alternative solutions are examined.The results show the limitations in students’ abilities that are commonly based on the current methods of teaching.The implications are that policy makers,curriculum developers and teachers should strive to balance the amount of comprehensible input and output through various means.  相似文献

Over the long process of history,education has always been considered as the reflection of civilization in any society.The first Chinese educational monograph On Learning states that "building a country,teaching for the first".In recent years,Chinese leaders even put forward the idea of "developing the country through science and education".It is clear that education is important for a country’s development.It plays a more strategically vital role in a world superpower like the United States.Chinese and American education,to some extent,represent eastern and western education.Under which,there are many different talents coming out.In 2008 Beijing Summer Olympics,his unprecedented achievement of eight gold medals makes Michael Phelps one of them.As an American legend,his education is a typical case,but also an epitome of American education.Based on Michael Phelps’s story and education,the thesis concentrates on differences between Chinese and American education.From his childhood education,performance before competitions,and his night life,the thesis analyses characteristics of American education,compares differences in Chinese and American primary and family education,educational essence and curriculums,and probes the causes and effects of those differences.In the end,the thesis puts forward some constructive advice for the reform of Chinese education under current condition in China.  相似文献

Educable mental retardation is a delay in acquiring basic reading, writing and counting skills emerging through late speaking and linguistic development along with social, emotional or behavioral problems. It is pointed out that such children have intelligence in the 45-74 range, and that they are incompetent in terms of language skills, perception power, memory capacity, imagination and creativeness. Primary school curriculum for educable mentally retarded children was adopted so as to implement beginning in 2001-2002 academic year. The curriculum was designed so as to apply in primary education schools where educable mentally retarded children attend or in private classes included in the body of primary education schools. It was designed in order for such children to improve their skills of understanding themselves, establishing positive social relations, adjusting to the social, technological and physical environment, and surviving independently. This current study is based on a qualitative method, and is focused on educable mentally retarded children who are at primary school age in Turkey. Having described the characteristics of such children, their needs are explained, the curriculum developed for such children is described, and teachers' views concerning the implementation of the curriculum are presented in this research.  相似文献

The paper analyzes the nature of the basic education, and points out that the scarcity, disparity and exclusiveness to a certain degree form the inner reasons of school choice in China. In review of the policy evolution of governing the school choice problems, and analyzing the policy framework of the current stage, the paper holds that expanding public expenditure is the basis of providing adequate, fair and quality compulsory education and high school education, and the role of social forces should be brought into full play so as to promote the diverse ways of delivering educational services. In reality, the significant institutional guarantee to govern the problem of school choice in China is to transform the government function and build the government more public service oriented, implement the government accountability system and build transparent public debate sphere.  相似文献
