Abstract

The modern careers service has its origins in the post‐war world of full employment. Unlike its inter‐war counterpart, which concentrated on finding jobs for young people, the post‐war service has been preoccupied with giving them vocational guidance. With a professional rationale resting on an assumption of genuine occupational choice for young people, high unemployment could have generated serious professional challenges to those occupationally socialised during a period of full employment Yet most of the careers officers interviewed in a Midlands conurbation maintained that though their day‐to‐day work had changed and become more difficult, their professional role, far from being diminished, had been unchanged or even extended by high unemployment. It would seem that they, like their clients, had been ‘rescued’ from unemployment by YTS. 1 1. The Youth Training Scheme (YTS) was introduced in 1983 as a replacement for the Youth Opportunities Programme. One key element in the new scheme was that on‐the‐job training had to be complemented by the equivalent of 13 weeks off‐the‐job training. Initially, schemes lasted for one year. However, in 1985 it was announced that in future they were to be two years in duration. In 1990, YTS gave way to Youth Training (YT). Under YT, only those training providers who offered courses leading to at least National Vocational Qualification Level II or its equivalent would be able to run schemes. The newly created TECs were to be responsible for ensuring the quality of the training.

This paper identifies the need for careers guidance agencies to work together with secure units for young offenders and young offenders’ institutions, in order to provide a holistic and rehabilitative experience for young offenders. The process of involvement should be to encourage the young people to engage in positive ways with a world from which they may have felt alienated; to prepare for transitions; to recognize and achieve ambitions, and improve self‐image whilst still in detention. This paper seeks to promote the concept and practice of programmes of treatment for young offenders, and to outline the part that careers education and guidance can play in that whole process.  相似文献

ABSTRACT

This article addresses the labour market effects of two rather different forms of vocational education, full‐time education with practice periods that have no employment status versus dualized education with an emphasis on continuous on‐the‐job/in‐service training and employee status for the apprentice. Although most developed countries know both forms of vocational education, these usually have clearly different positions in a qualitative (standardization of curricula and degrees) and a quantitative (cohort shares) sense. The Netherlands present an interesting case, because in this country both systems coexist and contribute largely to the vocational training of each new generation. That provides a good opportunity for investigating differences in the labour market effects of these ‘treatments’ in vocational education. In this article, differences in labour market careers (i.e. the chances of getting promoted or getting unemployed) between graduates from full‐time vocational education and from the dual system are explored, using event history analysis. The results show that graduates from full‐time tracks have higher chances of getting promoted. However, the period of transition to the labour market is very unstable, involving job shifts and periods of unemployment. Graduates from the dual system on the other hand experience a more stable period of labour market entry. At the same time their careers often involve many dead‐end jobs, from which no promotion takes place. Moreover, they have difficulty in transfering their skills to other sectors than the sector for which they are trained.  相似文献

The primary aim of this study, funded by the Department for Education and Skills, was to identify the nature and influence of school‐based factors in the choices of young people about their post‐16 education, training and career pathways. The study also contributes to the wider understanding of ‘choice’, and identifies implications for the development of careers education and guidance and decision‐making awareness amongst pupils and students in schools. It also further enhances the modelling of pupil decision making in education and training markets, and in labour markets. The research is based on a series of qualitative interviews in 24 schools across nine local education authorities. Focus groups were undertaken with young people in years 10, 11 and 12. Interviews were also conducted with head teachers, heads of year and heads of careers. A postal survey of parents was also undertaken. Four key school‐based factors were found to have a very strong influence in the choices and decisions of young people about their post‐16 education, training and career pathways. These were: whether the school had a sixth form or not; the characteristics of school leadership, ethos and values; the socio‐economic status (SES) of the schools' catchment; and the organisation and delivery of careers education and guidance at the school level. In the main, high SES schools see themselves as developing pupils for academic university careers, while low SES schools maintain a rather stronger commitment to vocational pathways. The academic ethos of schools offers a very powerful influence on post‐16 choices and decisions of pupils. The usual interventions put in place to influence choices and decisions appear to have greater impact in schools with a less robust academic vision.  相似文献

Abstract

This article provides some insight into the biographies of young adults undertaking a Youth Training (YT) caring course in both National Health Service (NHS) hospitals and non‐NHS settings in England. The data form part of a wider ethnographic account of the personal narratives of young people on government‐sponsored vocational schemes. In general, the study explores aspects of their world of work, but in particular this article looks critically at the trainees’ experiences of their practical placements during their first year on the programme.  相似文献

Summary The present situation of high unemployment raises serious questions about the purpose and value of careers guidance. Uncertainties about carrers guidance have, however, always existed. There have been doubts as to whether it is effective, what its purpose is, whether it is of any value in situations where choice is limited, and how it should see its function in relation to that of parents. These continuing uncertainties have been emphasised by the increase in youth unemployment.One way for those involved in careers guidance to respond to this situation is by re-examining the importance of personal relationships with young people. Real personal relationships are not only a prerequisite of good guidance, but an important part of the guidance activity itself. The three main tasks of vocational guidance — helping young people to understand themselves, helping them to make decisions wisely, and helping them to understand the world of occupations and opportunities — all require such relationships if they are to be done adequately. Furthermore, by making and maintaining real relationships the guidance worker may be engaging in vocational guidance in a real sense even when he is not consciously or directly performing these tasks. This form of guidance is risky for the counsellor because it is invisible and leads to no identifiable outcomes. It is also very difficult to implement in our large impersonal institutions. But an attempt to establish genuine relationships may provide both an appropriate response to the present situation of high unemployment and also an effective means of vocational guidance in all circumstances.Previously did research into apprenticeships and apprentice training. Abstract

Changes in the social structuring of of the life‐phase ‘youth’ and high rates of youth unemployment during the eighties have opened discussion over posited shifts in young people's work orientations and a weakening of the gender‐specificity of youth transitions. Using data from The Netherlands, this paper argues that changes in educational participation, patterns of family life, and work orientations have certainly taken place, but that these cannot be straightforwardly interpreted in terms of individualisation processes and their consequences. Young people remain firmly attached to paid work as a central component of their identities and life plans, and this is increasingly so for young women. Nevertheless, youth transitions remain highly gendered in character, frames of meaning, and implications for the course of adult life.  相似文献

The strength of specialist careers advisory services in United Kingdom universities is linked to the in loco parentis tradition and also to the tradition of occupational flexibility on graduation. The evolution of such services from appointments boards to careers services is traced in terms of three sequential changes: the impact of counselling, the growth of careers education, and the move towards an open‐access style of delivery. The overlap of roles between careers services and teaching departments is analyzed in relation to individual guidance and placement, and particularly in relation to careers education. The extent of overlap tends to vary between vocational, semi‐vocational, and non‐vocational courses. The emergence of the concept of personal transferable skills has encouraged new forms of partnership between careers services and teaching departments. This development raises questions about where careers services should be located organizationally within higher education institutions. Should they, for example, be aligned to other student services, to academic services, or to marketing services? What organizational benefits do institutions seek from such services? Are they part of the core offer made to students, or additional.services which are open to. review in terms of their specific costs and benefits?  相似文献

Abstract

The benefits of reading for pleasure and positive reader identities have been well established in previous research. However, much discussion regarding young people’s reading is underpinned by a discourse of deficit, placing emphasis on what young people should be reading. In an attempt to move away from this discourse, this article considers reading in the context of young people’s broader social and cultural worlds, exploring the role of the peer group in young people’s development of a reader identity. The article argues that the reading practices young people engage in are part of their broader social and cultural participation and, consequently, part of a broader project of identity formation. By highlighting the complexity of young people’s development of a reader identity and the meaning ascribed to specific reading practices, the findings challenge deficit models of young people’s reading lives, which underpin attempts to redistribute cultural capital through educational and cultural policy.  相似文献

ABSTRACT

The role of education and training historically was to prepare men and women for different roles beyond schooling. Despite equality legislation in 1975, designed to secure wider opportunities for women in society and in the workplace, progress towards achieving equality in employment–with the exception of entry into the lower levels of some professions–has been slow and traditional patterns of occu‐ pational segregation remain. Traditional attitudes and expectations have proved diffi‐ cult to change. This is reflected in the participation rates of men and women in vocational education and training programmes currently on offer to young people.

The compulsory education system has seen the removal of structural barriers to equality and access to all subjects has provided girls with the opportunity to achieve well and outperform boys even in non‐traditional subjects such as maths, science and technology. Disappointingly, however, academic gains have not been marked by wider vocational choice within and beyond schooling where stereotyping in option, subject, training and employment decisions is still overt.

In this article, we use the examples of Part 1 GNVQs, further education, Modern Apprenticeships and National Traineeships to illustrate the current extent of stereo‐ typing and segregation in vocational education and training. We argue that it is of par‐ ticular concern that these recent policy initiatives reinforce rather than challenge stereotyping and that 25 years after the Sex Discrimination Act (SDA), vocational education and training provide young people with narrow and segregated routeways while delivering to industry limited and gender‐based pools of talent. We recognize that young people, women particularly, are disadvantaged as a result, and their poten‐ tial for career development and economic independence is reduced.

We argue that gender stereotyping is a barrier to equality which should be addressed in all new education and training policy development, such as the review of the National Curriculum, and should be included in government policy direction to vocational education and training providers. We use the example of TVEI to show how good practice can be promoted in education and training in schools and we identify and recommend the use of good practice strategies in vocational education and training, particularly the positive action provisions of the SDA.  相似文献

Neil Duncan suggests that because of the theoretical perspectives of many of the main researchers involved in investigating bullying, important aspects of this phenomenon have been neglected. Based on findings from research into sexual bullying, it is suggested that the sexual identities formed during adolescence play an important part in producing the kinds of behaviour which are involved in bullying in general. The research findings reported here were the result of structured interviews (themselves developed from earlier work) undertaken with single‐sex groups of boys and girls. The data that these interviews generated have important implications for both researchers and those working with young people in secondary schools.  相似文献

Abstract

This article outlines the innovative methodology I have developed for a study of young women, classed‐hybrid‐subjectivities and Australian government policies of ‘mutual obligation’. This methodology further develops and disturbs existing notions of research methods involving young people. I argue that in order for research involving young people to be inclusive it needs to attend to issues of ‘sameness, difference and diversity’. Central to this study are the notions of feminst praxis (Lather 1; Weiner 2) where the feminist‐researcher as feminist‐teacher grapples with issues of classism, racism, sexism, reflexivity and self‐reflexivity whilst attempting to take on and fulfill the roles of teacher‐researcher, researcher‐teacher in an ‘inclusive’ classroom.  相似文献

ABSTRACT

This paper examines the employment status of 10 young men 10 years after leaving classes for the socially maladjusted. On the basis of their work careers, they were placed in one of 4 labour market sectors using the criteria (1) employed/unemployed at the time of the interview, and (2) history of long‐term/short‐term employment. Half of the young men were unemployed, 4 were working and 1 in prison. The large percentage of unemployed respondents was due to the exceptionally difficult economic situation prevailing in Finland at the time the interviews were carried out, as a result of which the national unemployment rate approached almost 20 per cent. Despite a lack of vocational education, all the young men but one had a positive attitude towards work, and those unemployed were actively seeking a job. There was almost no relation between the young men's school career and their work career, since those who had the longest‐lasting jobs were those young men who had had the most difficulties in school. When measured in terms of length of employment, the attachment of these young men to working life differed greatly: one had been for the entire postschool period (almost 10 years) in the service of the same employer, while another had had several jobs of a few months’ duration interspersed with periods of unemployment.  相似文献

Abstract

State residential schools specializing in mathematics and science are schools of choice for gifted young people who are interested in pursuing careers in science, technology, engineering, and mathematics. Fourteen states have such schools supported by state funding. These schools offer educational opportunities for high school young people who are ready for more advanced learning opportunities than are available in their home high schools. These specialized schools provide learning environments for engaging in high-level study and research. This article highlights policies establishing these schools and that guided their implementation as schools of choice.  相似文献

Little work on the significance and implications of decision-making has been undertaken since that led by Hodkinson in the 1990s, and the experiences of young people on vocational programmes and their reasons for undertaking them remain under-theorised and poorly understood. Drawing on two narratives from a study exploring young people’s motivations for undertaking vocational programmes, this article explores the relationship between their positioning in fields and career decision-making. The article argues that social positioning is significant in its relationship to decision-making, to the way in which young people perceive and construct their careers and to the influence of serendipity on their transitions. Drawing on a range of international studies, the article explores the implications of these findings in terms of young people’s future engagement with the global labour market, giving consideration to (dissonant) perceptions of vocational education and training as contributing to economic growth whilst addressing issues of social exclusion and promoting social justice.  相似文献

ABSTRACT

A key theme in science education research concerns the decline in young peoples’ interest in science and the need for professionals in hard science. Goal Congruity Theory posits that an important aspect of the decision whether to pursue hard science for study or as a career is the perception that hard science careers do not fulfil social (working with people) and societal (serving or helping others) interests. In this qualitative study, we explore grade 12 students’ perceptions about the social and societal orientation of hard science careers. Furthermore, we investigate the variation in students’ social and societal interests. Six focus groups were conducted with 58 grade 12 students in Flanders. Our results indicate that a number of students hold stereotypical views about hard science careers’ social orientation, while others believe cooperation with others is an important aspect of hard science careers nowadays. Furthermore, our results show that students believe hard science careers can be societally oriented in the sense that they often associate them with innovation or societal progress. Finally, our results indicate that students may differentiate direct versus indirect societal orientation. These findings contribute to literature regarding social and societal interests and students’ perceptions of hard science careers.  相似文献

ABSTRACT

This paper suggests that, while there is a wealth of work on the economic benefits of training, relatively little attention is being given to relationships between vocational training and broader social structures and trends. The focus here is on social processes within vocational training. The paper is based on ethnographic research into training for employment in the field of institutional care. This study documented dramatic adjustments in young people's attitudes towards work which occurred in the course of training. The paper explores ways in which training contributed to these adjustments. Two fundamental inter‐related processes are identified, which may also have wider relevance: screening for social and cultural attributes and discipline. The analysis of the discipline of training draws upon the work of Foucault in order to highlight the importance of current trends towards increased ‘surveillance’ and accountability at work. Through such processes, it is suggested, training may both serve to reinforce links between class, gender and occupational destinations and may also reinforce the control of labour within occupations.  相似文献

Despite reported increasing levels of teenage pregnancy, and sexually transmitted infection among African-Caribbean young people in the UK, young Black women express sexual identities that are both over- and non-sexualised and exclude themselves from reference to sexual desire and experience. This article will argue that through engaging in complex processes of denigrating the sexual activity of other peers, young Black women attempt to portray themselves as sexually respectable. In doing so, they become entangled in the tensions created by such positions within school-based discourses of heterosexism. This discussion will explore the processes and implications of hiding/silencing Black female sexuality both for the emerging identities of Black girls and the sex educational discourses which attempt to engage with them.  相似文献

Young people’s participation in science, technology, engineering and mathematics (STEM) is a matter of international concern. Studies and careers that require physical sciences and advanced mathematics are most affected by the problem and women in particular are under‐represented in many STEM fields. This article views international research about young people’s relationships to, and participation in, STEM subjects and careers through the lens of an expectancy‐value model of achievement‐related choices. In addition it draws on sociological theories of late‐modernity and identity, which situate decision‐making in a cultural context. The article examines how these frameworks are useful in explaining the decisions of young people – and young women in particular – about participating in STEM and proposes possible strategies for removing barriers to participation.  相似文献

Two increasingly important strands in current educational thinking are reflected in growing interest amongst researchers, policy‐makers and qualification designers in formative assessment strategies that motivate learners and enhance their educational attainment. In addition, a body of research suggests that learners develop ‘learning careers’ from primary education, through the National Curriculum into post‐compulsory education and beyond. This article engages with this work in order to highlight some key factors in ‘learning careers’, particularly in relation to the impact of formative assessment practices. It aims to relate findings from research on formative assessment in primary and further education, carried out by the authors, to studies which use Bourdieu's notions of ‘habitus’, ‘field’, ‘cultural capital’ and ‘social capital’ to explore learning careers and learning identities in different sectors of education. The article evaluates whether the concept of ‘assessment careers’ illuminates a specific strand within young people's ‘learning careers’. In particular, it asks whether the concept might offer more precise insights about how practices produced by different assessment systems, particularly those purporting to promote formative assessment, affect learners' identities and dispositions for learning.  相似文献
