Abstract

This article consists of a report on a research project set up in the Federal Republic of Germany to look into the potential applications of new systems and technologies in the field of education. The various functions and possible uses of videodiscs are considered in some detail before conclusions are outlined concerning the current position of the integration of the videodisc into the education system.  相似文献

Because the reunification of Germany came suddenly in the form of the accession of the former German Democratic Republic (GDR) to the Federal Republic of Germany (FRG), the unification of the systems of higher education of the two parts of Germany came about in similar manner. As a result, the higher education institutions of the former GDR system assimilated many of the problems of the FRG system. It proved impossible to merge the systems slowly while both of them underwent reform. More than ten years after the reunification of Germany, it is time to bring about a reform of the higher education system of the whole country. Many reform proposals are on the table.  相似文献

Concentrating upon the pre-entry phase of vocational education and training for 16–19 year olds in the United Kingdom, Japan and the Federal Republic of Germany. Three models of the phase are identified before the system of each country is reviewed. Statistical indicators can be developed into an appropriate instrument for comparing national education and higher education systems. The present survey, which covers the four European Union countries of Germany, France, the United Kingdom, and the Netherlands, picks up certain of the topics included in the International Education Indicators (INES) project of OECD, and goes on to expand and to examine them in greater depth with special reference to higher education. Quantitative and other data show that the expansion of higher education is typical not only of the Federal Republic of Germany, but also of its western European neighbours. Regulations governing entry into higher education vary substantially among the four countries. Close coordination between school and higher education, rigorous selection procedures, along with intensive monitoring and supervision at the higher education institution explain not only the high success rate of British university students but also ‐ in conjunction with clearly defined curricula ‐ the relatively short period which British students spend there. The higher expenditure on supervision at British and Dutch higher education institutions is reflected in the burden on public finances. However, given the shorter period of study and the higher student success rate in the United Kingdom, one student completing higher education probably costs the British state less than one student completing higher education in Germany.

This paper follows the publication in 1974 of the brochure of information about the education of engineers in the Federal Republic of Germany and in France (published in this Journal, Autumn 1977). The arrangement of this new contribution is similar to the latter work. It is hoped that a comparison of procedures in the three countries may be of value to all concerned with the long-term organization of education.  相似文献

In the Federal Republic of Germany — as in many other industrialized countries higher education has, under the influence of social, economic and political forces, developed from a relatively small, selective and elite-oriented to a large system of mass education. The increasing number of students and university teachers, and the expansion of scientific and technological methods and knowledge has brought about claims for genuine organizational transformations and for massive financial resources. This development has created a number of severe problems in the relationship of the respective socio-economic and political sub-systems; in particular, the relationship between higher education and the labour market has to be considered as a vital but unresolved problem.This article gives a short account of the quantitative development of the German universities and the labour market in the last two decades. It also describes the organizational transformations which followed the federal framework law on higher education (Hochschulrahmengesetz) of January 1976, and deals with some aspects of research in relation to such problems.  相似文献

Few of today's reforms in higher education are not, in one way or another, justified by invoking the need to be more responsive to 'the market'. But what is understood by this term, as too the policies which result from it, vary widely across countries. This article, which examines current developments in France and in the Federal Republic of Germany, suggests that the concept of the market and of competition is interpreted in very different ways and is perceived by academia with similar variety. It concludes that the policies developed in Britain are far more radical in their undiluted application of ideologically-driven measures than their two major European partners.  相似文献

Initiatives taken to democratize secondary education, business and industrial demands for manpower with sophisticated technological training, and the hope on the part of large numbers of citizens from the more modest levels of society for upward social mobility have placed new and serious strains upon the traditional structure of higher education in the Federal Republic of Germany. The Draft Plan for a Comprehensive System of Higher Education is considered by many observers to be a significant official response to the university crisis. In this study, Dr. Eilsberger, a staff member of the Federal Ministry of Education and Science, analyzes the Draft Plan and compares it to similar strategies in several other countries. This study attempts to establish the extent to which study programmes and study conditions within selected fields of study vary among institutions of higher education in the Federal Republic of Germany and the extent to which diversification has an impact on the careers and work assignments of graduates. All persons who graduated during the 1983‐1984 and 1984‐1985 academic years in mechanical engineering, economics/business, and social work from seven institutions of higher education were surveyed during their final year of study, again in a longitudinal study two years after graduation, and finally, four to five years after graduation. The authors come to the conclusion that the vertical diversification of higher education in the Federal Republic of Germany has had a less pronounced effect on the careers of graduates, over the last few years, than had been expected. No dominant elements of study programmes and study conditions could be identified which might explain study outcomes, careers, and job assignments.  相似文献

Abstract

This paper describes in detail the arrangements for planning in higher education in the Federal Republic of Germany. The current problems in higher education are defined and their historical evolution is alluded to. The various planning agencies are described and the work of the Bund‐Lander‐Kommission fur Bildungsplanung und Forschungsforderung (BLK) is given particular emphasis. Planning issues are then related closely to current problems and the continuing work of the BLK is outlined. Conclusions on the efficacy of planning are reached.  相似文献

The 1972 DIDACTA was the 11th of these bi-European Educational Materials Fairs. It was held in the Hanover Fairgounds in the Federal Republic of Germany from 14 to 18 March. Four of the many halls in the Fairgrounds were used for the exhibition which brought in over 900 exhibitors. Just over half of the exhibitors were from the Federal Republic, with the largest foreign representation being from Great Britain. Other well represented countries were USA, Switzerland and France. For six long years the Hochschulrahmengesetz has been the main point of discussion on educational policy in the Federal Republic of Germany. There are three major reasons for this: an attempt was made for the first time to provide legislation for all universities in the Federal Republic; only by amending the Constitution in 1969 was the federal government empowered to establish a "framework" within which the Länder (federal states), who are directly responsible for the universities, both legislatively and executively, are to operate in the future. Furthermore, the Federal Coalition Government and its supporting parties (Social Democratic Party or SPD, and Liberal Democratic Party or FDP) are anxious to push ahead with higher education reform. And then, of course, the regulations introduced for university entrance have also become more and more an important topic of discussion over the past few years.  相似文献

Using data collected by the Organization for Economic Co-operation and Development (OECD), a multivariate analysis of 13 measures for 16 countries is carried out with the aim of identifying similarities and differences between national systems of higher education. The results support the view that the North American systems of higher education are distinctive in terms of their high participation rates. They suggest that there are significant variations within Europe, particularly in terms of demographic structures, participation and expenditure rates. Three possible sub-groups are identified, focused on (i) Austria, Ireland, Italy and Spain; (ii) Belgium, France, Germany and the United Kingdom; and (iii) Denmark, the Netherlands and Switzerland. Japan, the only Asian country included in the analysis, appears to be more similar to Finland than any other country.  相似文献

德国北莱茵-威斯特法伦州去年颁布的《高校自治法》于今年1月1日正式实施.本文通过对德国当今高等教育与科研的现状梳理及其相关政策的分析,对此法进行深入解读.作者认为,高校作为一类特殊的社会组织,即学术共同体,其自治的特殊性以联邦德国《基本法》所规制的"学术自由、科研自由、教学自由"为表征.上述三大自由是高校成员社会化的根本要素.任何以牺牲这些要素的高校自治诉求最终只能是一场泡影.  相似文献
