The article examines the impact of social change, transformation and globalization on adult education and lifelong learning in post-communist Russia. It begins with a brief economic and historical background to adult education, followed by an analysis of policy and curriculum changes. Current issues and trends in adult education are also discussed and a new post-hegemonic paradigm is proposed.  相似文献

This article describes and discusses the development of lifelong learning policy in two EU member states, Denmark and Portugal. The purpose is to show how different societal and historical contexts shape the development and implementation of lifelong learning policies, even though these policies have significant common elements. As a basis for the discussion an inventory of policy elements is presented. Denmark and Portugal have been chosen as examples of smaller EU member states with different historical, social and cultural characteristics. Developments and policies in the two countries, including the links with EU education policy, are described. The discussion includes comparison drawing on the inventory of policy elements. A main conclusion is that the different historical trajectories of the two countries remain very important for present-day education and for the advancement of lifelong learning policy. Early development of public primary education and popular adult education has provided a strong foundation for lifelong learning policy in Denmark while in Portugal not only institutional provision but also popular demand for lifelong learning has had to be built up relatively recently. EU education policy has had much more impact on lifelong learning policy in Portugal than in Denmark, because Portugal has had to depend much more on economic support from the EU social fund.  相似文献

ABSTRACT:  This article explores the 'second chance' myth that surrounds the role of adult education in society. This myth apparently offers all citizens an equal chance to access educational opportunities to improve their life chances. I argue that recent developments in educational policy-making are increasingly shaped by neoliberal discourses that adapt adult education principles, such as lifelong learning and emancipation, for its own economic and political logic. This has important implications for adult education, especially equality of opportunity and social inclusion.  相似文献

This article examines an important and yet neglected aspect of the relationship between higher education and the labour market in contemporary China. It does this through a detailed case study of student motivations, quality and status in adult higher education (AHE) in the city of Taiyuan, Shanxi Province. This is a region which has seen major economic and social changes as China makes the transition from a centrally planned to a market‐oriented economy. The case study is placed in that context. Using the theoretical perspective of human capital theory, the article examines the role of education in labour markets. It then considers the relevance of lifelong learning to the research and provides an account of the methodological approach used in the study. The findings of the research are then presented according to the key research questions. These are that the utilitarianism which exists in AHE provision and demand in China has had an impact upon the quality of provision and learning in this sector. This will definitely not help to develop a lifelong‐learning‐based society and promote citizens’ all‐round development as suggested by government regulations on lifelong learning.  相似文献

This paper sets out to answer two questions ‘Given the policy settings for lifelong learning for adults in Europe and much of the western world, what are the policy settings and experiences in Aotearoa New Zealand?’ and ‘Will the future of adult lifelong education there be neoliberal or cosmopolitan?’ The article first examines some of the roots of post‐compulsory education policy in Aotearoa New Zealand over the last 30 years. In particular it considers trends in philosophies and practices about educating adults as well as some of the varied policy discourses prevailing over this period. Next it reviews the ever‐changing policy landscape, in particular unresolved tensions between social and economic goals, the acquisition of skills for learning for living and dialogic social purpose learning, and attainment of social cohesion and recognition of diversity. Finally the paper attempts to preview how these tensions may play out in an uncertain future.  相似文献

This article argues that adult education/lifelong learning policies in Greece, as these are expressed by law 3879/2010 "Development of Lifelong Learning and Other Provisions," have the characteristics of the "statist" model of lifelong learning in Europe, namely strong governmental control and centralization. However, there are also characteristics of the "social partnership" model: regulations through a legal framework and stronger involvement of social partners and local government. Finally, under the influences of European education policy, a special emphasis in Greek policies is placed on the issues of accreditation/quality assurance and the formation of a qualifications framework. These issues are dominant in the market-driven systems of lifelong learning, are consistent with the model of "voluntary partnership," and stress the individualization of the responsibility for learning.  相似文献

In this article, Ann Limb outlines the main elements of new Labour's emerging policy framework for adult, continuing and further education within the context of the debate about lifelong learning. The government has established its coherent purposes for further education and now expects successful implementation by the sector in return for significant funding. Raising standards and widening participation are the keystones of this policy and, as in other areas of government activity, ‘zero tolerance of failure’ and ‘social inclusion’ are at the heart of the agenda for further education. The article suggests that the diverse assumptions underlying the delivery of lifelong learning policies nonetheless remain largely unexplored and that it is too soon to make a sound judgment about the likely effectiveness of the new lifelong learning partnerships  相似文献

The paper's starting point is to consider adult education as embedded in the political, social, cultural and economic processes of society. The writers believe that it is necessary to develop an understanding of these contexts in order to understand the role of adult education in Southern Africa in the last 20 years. The paper then looks at adult education in the Southern African context in terms of three themes. These are: adult education for survival; for economic development and for political and cultural development. This paper argues that the driving force of social change in the contemporary world is economic globalisation, which has demanded and more highly educated work force. It discusses six major changes that are occurring in traditional university education, as a result, and notes that universities have now become a site where adults learn. Universities are becoming institutions of lifelong learning. There has been continued debate regarding educational policies and practices regarding the lifelong learning social order with significant focus upon the preparation of educators of children and youth for this global lifelong learning society. However, there has been limited discussion and research regarding the professional preparation of lifelong learning adult educators. This article investigates the current status of graduate professional programs to prepare lifelong learning adult educators (individuals who are prepared and credentialed through a professional graduate master's degree in adult education and human resource development). Because of differing international policies and structures of graduate education, this discussion will present a comparative examination of current structures and characteristics of master's degree programs at two institutional sites located in Denmark and the USA. Current objectives, characteristics, and understandings of graduate professional preparation programs will be delineated between these two case studies. Contextual issues and influences in the preparation of lifelong learning adult educators will be discussed, with comparative discussions of cultural norms and policies regarding graduate professional preparation, innovative programmatic and instructional efforts, engagement of theory and best practices in lifelong learning, and comparative cultural differences between program students and faculty.  相似文献

This essay examines adult learning in Canada and the USA (1945–1970). It explores this emergence in relation to moves to establish academic adult education as a cultural force that could help citizen learners to negotiate a way forward amid the collision of instrumental, social, and cultural change forces altering life, learning, and work in the emerging postindustrial society. In this regard, it focuses centrally on lifelong learning as an idea designed to have broad appeal in rapid-change postindustrial culture. In particular, it attempts to explicate a cultural politics of lifelong learning, which academic adult educators hoped would give the field a higher profile within what they perceived to be an emerging change culture of crisis and challenge. Two key factors are considered in these deliberations. First, this essay explores the relationship between public education (understood as schooling for children) and adult education. It takes up how this problematic relationship interfered with a post-war turn to lifelong learning. Second, it examines the shift in the meaning of the social in understanding adult education as social education in postindustrial society. It argues that the post-war discourse of democracy delimited this meaning, locating the social predominantly within a concern with preserving the dominant culture and society.  相似文献

The imperatives for lifelong learning in South Africa are driven by its reinsertion into the global economy and by the social and political necessities of equity and redress after the years of colonialism, segregation and apartheid. It is therefore not surprising to find the discourse of lifelong learning infused into new policy documents. Utilizing Belanger's framework, which argues that lifelong learning is not a norm to prescribe but an empirical reality to analyze and reconstruct, the contexts for lifelong learning in South Africa are surveyed by focusing in on the state of initial education, adult education, and the learning environments. The framework, which acknowledges the daily lived realities of women and men, is a helpful way of retaining an holistic and integrated vision of lifelong learning and its humanistic, democratic goals. For lifelong learning in South Africa to deepen for more than a small group of well-educated, mainly urban, formally employed people, the author concludes that initial education, adult education and the learning environments of all the people will have to be improved. If this does not happen, then at least two polarized 'lifelong educations' will result.  相似文献

Distinctively economic objectives for lifelong education, especially adult learning and education, feature prominently in policy-making agendas and educators’ practice in much of the world. Critics contend that humanistic and holistic visions of lifelong learning for all have been marginalised and neglected. The current turn of political attention to issues of planetary environmental sustainability and to global societal transformation and interconnectedness raises further questions and prospects. Two United Nations’ publications in 2015: UNESCO’s Rethinking Education: toward a global common good? and of the United Nations’ Transforming our world: the 2030 Agenda for Sustainable Development pose intersecting concerns for lifelong learning and environmental sustainability. This article engages with those questions in particular regard to the role of adult learning and education. It discusses a field study of non-formal adult education in Ghana. The field study contributes evidence that resiliently humanistic conceptions and practices of non-formal adult education practically succeed to foster transformation, development and human flourishing. That effective humanism gives credence to the ambitiousness of UNESCO and UN agenda for transformation and sustainability and informs international debates.  相似文献

There are a number of EU documents on the term and way of implementation of lifelong learning. However, the characteristics of learning from adult education perspectives are not sufficiently emphasized and are undertheorized in them. Numerous new, theoretical works have been published on adult learning in the related adult education literature since the millennium, which have not yet been integrated into the lifelong learning policy. This article analyses the documents of the European Union on lifelong learning from the aspect of how compatible they are with the most recent adult learning theories assisting the deeper understanding of the characteristics of adult learning. According to the recommendation of the author, the present transformation of Europe experiencing recession should be thought of as a learning process, of which the newest, innovation-oriented adult learning theories say a lot. These are, for example, the process-, biography- and change-oriented theories which contain the elements of transformative learning theory as well, and are also compatible with action-learning theories focusing on solving the tasks and problems of the workplace through learning. Further relevant theories can be the theories of innovation management and the flow theory. It would be worth integrating the relevant elements of these theories into a new, innovation-centred concept which would include the innovation indicators of adult learning/adult education.  相似文献

对2011年人大复印报刊资料《成人教育学刊》所转载论文进行统计分析,回顾这一年来,我国成人教育理论研究所呈现的特点是,一批学术期刊在本研究领域中的学术地位仍然保持稳定,其学术影响力有显著提升,所载论文采用的研究方法继续呈多元化趋势,研究领域进一步拓展和深化。成人教育理论研究着重从多视角探究成人教育的本质和内涵。成人教育作为构建终身教育体系和学习型社会的重要载体,适应我国社会经济发展的新形势,必须进行新的功能定位,成人教育转型发展势在必行。我国成人教育理论研究的未来走向:研究方法趋向多元,定性研究仍为主体;成人高教备受关注,转型发展成为焦点;开放大学成为热点,实践框架亟待构建;终身学习逐步升温,终身教育逐被取代;比较研究稳中有进,研究视域紧跟形势。  相似文献
