统计制度改革是发展统计生产力、改进统计生产方式的关键。只有在统计制度方法改革方面提出简单明确、具有可操作性的目标模式,才能逐步解决目前的诸多问题与弊端,促进统计工作整体水平的提高,进而提高企业管理水平。这是因为统计工作是通过搜集、汇总、计算统计数据来反映事物的面貌与发展规律。统计信息有两个鲜明的特点:一是数量性,二是综合性。鉴于统计的以上特性,如果一个企业建立或完善了一套既科学合理又行之有效的统计工作制度,那么,这套制度将具有五个方面的作用。  相似文献

Evidence has been accumulating for some time about the impact of standards-based education reforms on schools and schooling, but there has been little research investigating the influence of these reforms on university-based initial teacher education (ITE). This article critically inquiries into the effects of these reforms on an ITE co-teaching project where a secondary English teacher in a school was seconded to work for a year as a teacher educator in an Australian university in a praxis-based partnership. Using Cavarero’s framing of ‘who’ and ‘what’ narratives, and Bakhtinian discourse theory, the authors present three autobiographical narratives exploring different perspectives on their experiences in the co-teaching partnership. The article affirms the value of school–university praxis partnerships for speaking back to standards-based reforms, but acknowledges that this speaking back involves complex relational and dialogic work in grappling with institutional and system-wide policies and practices.  相似文献

In the last 15 years, New Zealand has experienced a range of educational “reforms” driven by a neo-liberal agenda which has insisted that the education system serve the goal of enhancing the nation's economic performance and its competitive edge through the inculcation in learners of the skills requisite to the pursuit of this goal. Fuelled by a perception that the education system needed quality management and greater accountability to its clientele, a series of administrative reforms were put in place in the late 1980s and were followed by a series of radical, state-dictated curriculum and assessment reforms. The subsequent reshaping of curriculum and assessment has had a profound impact on the nature of teachers’ work and their identity as professionals. Using research undertaken in New Zealand in the later 1990s, this article examines ways in which 1990s reforms in New Zealand have worked to reconstruct the professional knowledge (including pedagogical knowledge) of secondary English teachers. It further examines the implications of these changes in teachers’ work for professional identity and discusses some of the implications of these “reforms” for pre-service teacher education.  相似文献

Science teaching in Indonesia has undergone major reforms since independence. This paper examines the role of practical activities in secondary science from an international perspective and contrasts this with a developing country perspective. In examining major curriculum and teacher training reforms in Indonesia, continuing influences on science education from industrialised countries are acknowledged; however, nlike many other developing countries, Indonesia has essentially implemented curriculum and teacher training reforms using a pool of overseas trained senior teachers and locally trained personnel. A number of research studies on biology practical work in Indonesia suggest that practical activities in biology are more effective in enhancing student cognitive achievement, science process skills and problem solving abilities than traditional didactic classroom approaches.  相似文献

In recent years, many teachers suffered different kinds of negative emotions in the context of education reforms. A typical explanation was that the education reforms disempowered teachers in teaching, so teachers were forced to do much non-instructional work. Teachers considered their work meaningless but were powerless to change it, and eventually indulged themselves in negative emotions. However, the present research suggested that this explanation had neglected teacher agency and might be incomplete. Arguing from the perspective of social constructionism, the research showed that teachers in Hong Kong experienced negative emotions in education reforms because, on top of the disempowerment, the reforms structurally displaced teachers’ educational goals with administrative goals. The goal displacement impeded teachers’ evaluation of the instructional values of their work. Thus, teachers perceived their work as inconsistent with their major purpose of teaching (i.e. making a difference) and they felt negative towards work.  相似文献

ABSTRACT

Two major education system reforms were introduced by Israel’s government in collaboration with the teachers’ unions. These reforms redefine principals’ and teachers’ roles, increasing teachers’ work hours, and the scope of their work. School principals absent from the reform negotiations, are expected to apply the reform, although their work conditions were harmed. This research examines how principals cope with those reforms, and why they sometimes apply them in ways that seem to contradict their interests? Semi-structured interviews with 30 school principals, and 10 schoolteachers, indicated that the reforms have encumbered school principals’ complex tasks. They have little time or ability to thoroughly apply the reforms, responding to multiple stakeholders, political pressures, the exam regime, human resource management, etc. They often ignore policy directives, delegating authority to others, refrain from using certain resources provided by the reforms and allow internal forces to lead, while remaining uninvolved. In an attempt to raise China’s international competitiveness, the Chinese government has instituted a series of sweeping reforms in recent years, all with the aim of rapidly expanding the number of higher education places within tertiary institutions. However, this rapid rate of expansion has led to a new set of problems, most notably a scarcity of resources, a drop in educational quality, and a weak international academic standing. In recent years, the Ministry of Education has attempted to alleviate these problems by initiating a series of employment reforms. However, the new reforms have posed a new set of challenges for university academics. Based on the data reported in this study, we can see an increased implementation of managerial measures into the university employment system. The new employment system was viewed by university academics with a great deal of scepticism and disagreement. Ultimately, after serious consideration, the academics we interviewed chose to sacrifice their standards of living in order to maintain a focus on producing serious academic work. However, they also urged the state and university to offer a more agreeable environment in which professors could concentrate on authentic academic endeavors without having to sacrifice work stability.  相似文献
