Most of this article consists of the reproduction of Recommendation No. R (95) 7 of the Committee of Ministers [of the Council of Europe] to Member States on Brain Drain in the Sectors of Higher Education and Research, adopted by the Ministers’ Deputies on 2 March 1995 and of its Annex consisting of a set of concrete measures to be taken in order to enact and to support the Recommendation. The Recommendation and Annex statements are preceded by two background statements, one suggesting ways in which the Council of Europe might aid the development of science and science policy in the countries of central and eastern Europe undergoing transition, the other, giving the background to Recommendation No. R (95) 7.  相似文献

In the light of the Children's Television Workshop research‐guided productions of Sesame Street and The Electric Company, relatively inexpensive production styles such as camera in the back of a classroom and the simple studio set with the camera on the teacher have drawn harsh criticism. A theoretical basis for this criticism has been that the available audiovisual message capacity is not being used to its full potential, particularly the visual portion, in the simpler, teacher‐centred styles.

Recent programming by TV College of the City Colleges of Chicago presented an opportunity to conduct an evaluation of two distinctly different instructional television production styles for adult open learning students. In this research a Miami‐Dade (Florida) Community College documentary film program which was part of the 30‐program series Man and Environment (M&E;) was compared with a program locally produced by TV College (TVC) which was broadcast back‐to‐back with the M&E program. This programing was part of the Miami‐Dade instructional design for the television course in Environmental Science

The M&E program. Individual Maladjustment, contains a wide variety of filmed sequences ‐‐ dramatic sequences, animated filmographs combining old photographs and newsreels, and man‐in‐the‐street interviews ‐‐ including specially filmed as well as stock footage from a variety of locations in the United States and the world. The voice‐over narration was professionally done and designed to integrate with the accompanying textbook. Some sequences contained synchronized sound. Music and sound effects combined with the picture to form a high quality documentary format program. The cost was estimated at S1,000 per minute  相似文献

This paper examines policy formation on education in the European Economic Community during the early 1970s surrounding the 1973 report For a Community Policy on Education, known as the Janne Report. It examines Community policy-making processes that gave rise to the Janne Report. The text of the Janne Report is analysed with regard to permanent education, paid educational leave, and de-schooling as the fundamental principles for the harmonisation of educational policies. Reception of the Janne Report is examined in the context of expansion of the Community from the six original to nine Member States. The Community’s failure to engage in agreements on paid educational leave as envisaged in the Janne Report is discussed in relation to public debates in some Member States at the time.  相似文献

The last 15 years has seen a new player on the field of early years policy ‐‐ the European Union. Originating in the Treaty of Rome in 1956, which founded the six country European Economic Community, the EU now consists of 15 member states and has its own institutions, including the European Commission, the European Parliament, the Court of Justice and the Council of Ministers. While economic objectives have always been at the heart of this enterprise, the EU also has a social dimension with social goals, set out in broad terms in the Maastricht Treaty on European Union:

The Community shall have as its task.. to promote throughout the Community a harmonious and balanced development of economic activities, sustainable and non‐inflationary growth respecting the environment, a high degree of convergence of economic performance, a high level of employment and of social protection, the raising of the standard of living and quality of life, and economic and social cohesion and solidarity among Member States (my emphasis) (Article 2)

In this paper I shall review the development of early years policy as part of this European social agenda, and consider some of the issues raised for policy making by this new and unique involvement of an international political entity.  相似文献

This paper examines the role of mediating organizations in helping schools engage in whole school change as part of a school district's reform agenda. Specifically, it examines the Learning Community Program in Los Angeles, a programme designed by an external school reform organization, to assist schools in planning and implementing LEARN (Los Angeles Educational Alliance for Restructuring Now). The programme's success is shaped by the district and school contexts in which it operates. As mediating agent, the Learning Community Program must balance the challenges facing the schools ‐‐ particularly their readiness to engage in reform ‐‐ with the demands of the district for scale, accountability and resources. As it does so, it faces the challenges of maintaining program flexibility, building sustainable changes, and preserving its organizational independence. These pressures generate three central dilemmas and threaten to undermine the success of the district's reform and the Learning Community Program ‐‐ scale versus sustainability, district mandates versus site autonomy, and organizational independence versus survival. It concludes that mediating agencies can be constrained by their dependence on policymakers for critical resources.  相似文献

This paper was delivered to the Association of Commonwealth Universities’ Congress at Penang, August 1986. It commences with a discussion of the purposes of universities, and emphasizes the tension between the internal mission of the university ‐‐ the preservation, transmission and extension of knowledge, implying scholarly autonomy in academic decision‐making ‐‐ and the external forces requiring a responsiveness to community requirements and national objectives. This tension is never fully resolved, but a variable point of balance between opposing forces results. The polarity of the internal mission of universities and the external forces acting on them is mirrored in the debate about research management. Five major issues in research management are considered: selectivity in supporting individuals, the role of national objectives, single versus pluralist funding, pure versus applied research, concentration versus dispersion. Finally, the importance of universities maintaining priority in undertaking disinterested fundamental research is stressed.  相似文献

Abstract

The study aims at revealing the dynamics of processes of socialization of university faculty members to university culture and norms. As a first step in this endeavor a group of eight university faculty members ‐‐ novice and senior ‐‐ affiliated with the department of education at an Israeli research university were interviewed in depth. The interviews were protocolled verbatim and content‐analyzed. The content‐analysis yielded several themes of reference: isolation and loneliness; expectations; professional identity; conflicts and dilemmas; and tenure. These themes were analyzed and discussed, followed by practical implications for policy makers and academic staff.  相似文献

The development of key competences for lifelong learning has been an important policy imperative for EU Member States. The European Reference Framework of key competences (2006) built on previous developments by the OECD, UNESCO and Member States themselves. It defined key competences as knowledge, skills and attitudes applied appropriately to contexts. Now most Member States have incorporated key competences, or similarly broad learning outcomes, into their school curriculum frameworks. This is a necessary but insufficient step towards implementation; for the effective development of learners' key competences, assessment must also change. This article focuses on the challenge of assessing cross-curricular key competences in primary and secondary education. It is based on a major study for the European Commission (Gordon, et al., 2009), which drew on information gathered and validated with the help of experts in each of the 27 EU Member States. The study's typology of assessment provides a basis for reviewing some recent developments in Member States. Present challenges and innovative responses are addressed, including ‘unpacking’ key competences, ‘mapping’ them to contexts and ‘accessment’ of their full scope and range. Policy developments are considered in the context of the author's work with the European Commission's Thematic Working Group on the assessment of key competences. ABSTRACT

Community colleges produce large numbers of high quality graduates from career and technical programs. These programs are often of high academic rigor and quality. However, most universities view these Applied Associates of Science (AAS) as being terminal associate's degrees that are not appropriate for transfer. Regional accrediting standards are often cited as the reason for this differentiation. The reality is that institutional policies often simply dismiss AAS courses by their prefix to simplify the process. This study and presentation will explore the reality of what is allowed by accrediting bodies in transferring AAS courses and best practices for facilitating the maximum allowable course transfer.  相似文献

One of postmodernism's major lines of development collapses the boundaries and hierarchical distinctions between elite or academic culture and popular culture, giving us new opportunities to cross boundaries separating history from literature and the arts, the “academic” from the “popular”, the archival from the imaginative. I embrace the freedom that postmodernism offers to entertain new ideas, play different kinds of language games, challenge established “ways of seeing”.

I propose here that we extend the range of what we regard as historical “source” to include film, and that film be accepted by historians of education as a legitimate form of textual representation and important evidentiary “source” for our exploration and interpre‐ tation of culture and of education. What follows is an attempt at integrating film into the historiography of education. For illustrative purposes, I've chosen Peter Weir's “Dead Poets Society” ("DPS”, 1989) for my text. I don't presume to give “the” meaning of “DPS” for understanding recent American educational history, but to suggest some of its possible meanings, which, given the problematic nature of “meaning” in our postmodern epoch, is about all we can hope for, but which may be enough to continue the conversation about movies after the movie is over.  相似文献

This paper focuses on the internal degeneration of the Marxist educational theory flowing from Bowles & Gintis (1976) and Willis (1977). It explores five interlinked ‘debilitating problematics’ ‐‐ the base/superstructure metaphor, Left functionalism, relative autonomy, resistance theory and the education for autonomy/revolution dilemma ‐‐ which have simultaneously formed the backbone of Marxist educational theory and constituted the roots of its theoretical weaknesses. The general argument is that these weaknesses are so deep‐seated that Marxists interested in theorising capitalist schooling need to start afresh. The paper points towards some possible starting points for new Marxist thinking on capitalist schooling, the preferred option being an analysis of labour‐power. One consequence of taking labour‐power as the starting point for a Marxist analysis of education is that it entails the dissolution of Marxist educational theory’. Instead, educational theory and politics become subordinated to a concern with the social production of labour‐power in capitalism.  相似文献

The origins and development of the Dip H.E. at Middlesex Polytechnic are described. The location of a multidisciplinary modular course in a departmentally organised institution requires a particular level of commitment from academic government and from individual members of staff. Resource allocation must be assured. Given these, a flexible response to pressures arising from student needs and the pressure exerted by departmental interests becomes possible.  相似文献

It is shown that it is as necessary to gauge a student's interest in and respect for what he is learning as it is to examine his skills and knowledge. Definitions of beliefs, attitudes, disposition and motivation are given in an attempt to determine what it is that should be measured, and finally two measurement methods are proposed ‐‐ systematic observation and the Consequences Questionnaire. The uses of each are discussed and it is argued that the latter, while not yet a refined instrument, is worthy of further development.  相似文献

Abstract

Phase III of the Louisiana School Effectiveness Study (LSES‐III) was designed to provide rich, qualitative and quantitative data on the characteristics of more and less effective schools. Data were gathered on eight matched outlier pairs of schools. Unbeknownst to the authors at the beginning of LSES‐III, four of the eight historically ineffective schools were engaged in school improvement efforts. None of these efforts was guided from the state or district. This serendipity provided an opportunity to observe improvement efforts which were of the “naturally occurring” ‐‐ as opposed to externally developed, mandated or otherwise offered ‐‐ variety. The four projects are described, complete with five year follow‐up data. The efforts are seen as falling along two dimensions: technical changes designed to raise achievement test scores; and efforts focused on a point along a continuum ranging from orderliness to excellence, and designed to raise students’ academic achievement. Comparisons are made to more formally planned school improvement efforts.  相似文献

为了占据21世纪科技发展的制高点,美国加州政府推动成立了美国加州纳米研究院,其英文全称为California NanoSystems Institute(以下简称CNSI).CNSI以加州大学洛杉矶分校(UCLA)和加州大学圣芭芭拉分校(UCSB)为技术支撑,依靠其独特的运营模式,紧密地将研究界、产业界和投资界联系到一起,促进了技术研究、成果转化和产业投资的协调发展.CNSI运营模式对我国科技的发展、技术的创新以及高科技成果的产业化具有一定的借鉴作用.  相似文献
