This article examines how consortia can engage commercial publishers' hybrid open access (OA) publication programs. The article argues that it is appropriate and necessary for consortia to demonstrate leadership in influencing the information marketplace. Two models for negotiations are examined: 1) “market determinative” strategy, and 2) “consortium discount” strategy, comprised of three variations on existing consortia practices. An examination of the advantages and challenges indicates that the latter would have a greater chance for success. Keys to this conclusion include: establishing linkages between consortium licensing and hybrid titles, cost containment/alignment, and engaging publishers through an integrated model approach. 相似文献

This paper summarizes the presentations made at the “Academic Journal Publishing” session of the 2007 NASIG conference. The session was conducted by four publishers from a variety of academic publishing companies who made presentations (specifically tailored to a librarian audience) which provided a broad stroke overview of their industry and how they go about the process of publishing and distributing academic journals in the 21st century. Through each of their presentations they spoke to the questions of “what they do, how they do it, and why they do it.” Topics covered included the launch and acquisition of journals, the peer review process, the tools and services supplied to authors and editors, the production processes employed, special legal and copyright issues, marketing and distribution strategies, and usage. 相似文献

In May and June 2011, separate surveys were undertaken of scholarly journal publishers and academic librarians, designed to obtain a better understanding of the issues they face when journal titles move between publishers. In addition, the survey aimed to establish the extent to which both groups were aware of the Transfer Code of Practice and, if they were, whether its existence had helped improve the situation. Similar to a study by Nelson and Huffman on the presence of predatory journals in aggregator databases, this study presents the results of a comparison between Jeffrey Beall’s List of Standalone Journals and a group of six commercial publisher and open access journal packages. A subject analysis of the predatory journals listed on Beall’s standalone journal list was also conducted along with an analysis of the trend in predatory publisher and journal growth. In the end, only a small number of predatory journals were found to exist within the publisher packages. The subject analysis of the journals on Beall’s standalone journal list revealed that most of the journals on his list were either multidisciplinary in nature or allied with science, medicine/health, and technology subjects. However, because the number of predatory journals discovered in the publisher packages was too small, a meaningful statement about the predominant subject areas of the predatory content found in the publisher packages could not be made. Finally, within the context of the publishing world at large, based on the historical development of predatory publishers and their journals, a dramatic increase in their growth is forecast. Because Beall’s lists of predatory publishers and standalone journals were often used by authors for guidance but are no longer available, several tools for evaluation of publisher and journal quality are summarized. 相似文献

TRANSFER is an initiative of the UK Serials Group (UKSG) that seeks to address the issues that can arise when journals change publishers. The TRANSFER Code of Practice, first released in 2008, has made some important strides in improving the process by which journals transfer from one publisher to another. There is still much work to be done, and the TRANSFER Working Group is committed to continuing to develop and disseminate procedures and policies surrounding the transfer of journals between publishers so that the annual movement of journals causes less disruption for all parties involved. 相似文献

Much of the recent library literature related to scholarly communication and predatory publishers has focused on faculty concerns regarding publishing in questionable journals for tenure or promotion purposes. However, little attention has been paid to predatory publishers in the context of student research and library instruction. The presence of predatory journals in library databases may put students at risk of including questionable content in their academic output. While the results of this study reveal that the number of predatory publishers and their associated journals are fairly small in the three article database packages and one directory that were examined, predatory journal content was more prevalent in one particular resource and in certain subject areas. 相似文献

Background: Open Access (OA) to scientific information is an important step forward in communication patterns, yet we still need to reinforce OA principles to promote a cultural change of traditional publishing practices. The advantages of free access to scientific information are even more evident in public health where knowledge is directly associated with human wellbeing. Objectives: An OA ‘consolidation’ initiative in public health is presented to show how the involvement of people and institutions is fundamental to create awareness on OA and promote a cultural change. This initiative is developed within the project NEtwork of COllaboration Between Europe and Latin American Caribbean countries (NECOBELAC), financed by the European Commission. Methods: Three actions are envisaged: Capacity building through a flexible and sustainable training programme on scientific writing and OA publishing; creation of training tools based on semantic web technologies; development of a network of supporting institutions. Results: In 2010–2011, 23 training initiatives were performed involving 856 participants from 15 countries; topic maps on scientific publication and OA were produced; 195 institutions are included in the network. Conclusions: Cultural change in scientific dissemination practices is a long process requiring a flexible approach and strong commitment by all stakeholders. 相似文献
