This study explores the transformation of a city government led by a 311 program, which provides a consolidated channel for non-emergency services and information. The paper first discusses the concept of “smart city” as a foundation for the examination of the 311 non-emergency contact program as a practice of government innovation, and then presents the details of the 311 program as instantiated in the City of Philadelphia. In-depth interviews with Philadelphia City government officials and managers responsible for creating and operating the City's 311 non-emergency contact program (Philly311) offer practical insights into the contributions the program is making to a more efficient, effective, transparent, and collaborative city government. 相似文献

Newspapers are an invaluable primary source of information for any social scientist. Ethnic newspapers, especially, play a unique role in contributing material to the social and cultural history of Canada. The ethnic press is not new to Canadian publishing; the first ethnic newspaper appeared in the eighteenth century. Today, the ethnic press is still flourishing, and appears in almost every major city across Canada. This paper is a case study that critically analyzes the 1998 Nagano Winter Olympic Games. The Olympics are a gigantic global event, largely as a result of significant global media attention, particularly through television and corporate sponsors. However, these entities simultaneously need a specific locale in which to operate. Analytically, the paper focuses on interactions between the global media actors and the host city and its people. It argues that the commercialized nature of the Olympic Games controls not only the program, but also numerous aspects of the local host city to maximize benefit for the media. This paper reviews how historically and structurally the media were able to obtain such extensive control. Then, it argues how the media actually control the locale through the initial bid, the process of preparation, the Games, and even the aftermath. 相似文献

Readers with young children may have noticed the occasional Spanish language vignettes appearing from time to time on Sesame Street, the popular public television program for pre‐schoolers. The following article describes the development and audience impact of a program designed to reach a Spanish‐American audience in a Texas city. The study is presented primarily as a guide for other programmers desiring to evaluate audience effects of such content. This article is a summary of a longer report done under an Office of Education subcontract to the Center for Communication Research at the University of Texas. Dr. Williams is Director of the Center and professor in the school of communications, while Diana Natalicio is now an assistant professor of linguistics at the University of Texas at El Paso after having completed her doctorate in linguistics at the Austin campus in 1970. 相似文献

Kaleida Health Libraries, in partnership with the Buffalo and Erie County Public Library, presented "Seniors Connect: A Health Information Project." The program was funded by the Community Foundation for Greater Buffalo and the Kaleida Health Foundation. The purpose of the project was to teach African-American and Hispanic senior citizens or their caregivers residing in the city of Buffalo how to search the Internet to find quality, accurate, understandable health information. Attendees were taught to distinguish quality information from inaccurate, misleading, and fraudulent material. A total of fourteen training sessions were offered. The Seniors Connect program was initiated with health fair at each branch library, conducted by Kaleida Health staff, to provide an opportunity for participants to learn about health care services available in their community; observe demonstrations of health information searches on the Internet; learn about new treatment modalities for diseases such as diabetes, high cholesterol, thyroid abnormalities, and hypertension; and interact with area health care providers and library staff. The sessions were highly rated by attendees and many participants expressed their gratitude for a program geared specifically toward seniors. 相似文献

This experimental study tested localism's influence on listener first impressions of radio programs and stations. Subjects heard program excerpts manipulated to test ownership and locality of origination. Dependent variables were affective response and medium credibility. Respondents in a Southeastern U.S. city (n = 331) heard excerpts manipulated to sound either locally originated or national, on stations ranging from low-power FMs to national groups such as Clear Channel Worldwide. Results showed slight preferences for local origination and a marginal preference for local ownership. Combining the independent variables in a 2 × 2 test strengthened differences, but the interaction term was not significant. 相似文献

Governments across the world are experimenting with smart city technologies but recent studies suggest that not all citizens support this development. However, a comprehensive understanding of citizen discontent with the smart city is missing. This study systematically reviews academic research addressing citizen discontent with the smart city. Based on a set of 58 articles, two perspectives on citizens' discontent are identified. One perspective focuses on active discontent: citizens are dissatisfied with the technology, democratic process, and societal impact of the smart city and show different types of behavior to express their discontentment. The other perspective emphasizes passive discontent: citizen discontent does not manifest itself due to citizens' lack of awareness and skills and the absence of channels to express their discontentment. Both perspectives on discontent suggest different government responses respectively to overcome citizen discontent through ‘the right technologies’, ‘the right rules’, and ‘the right information’, or to stimulate critical citizenship through ‘the right to smart city education and empowerment’ and the ‘right to participate and challenge’. Based on our findings, a fine-grained understanding of attitudes and behavior, and government actions to address citizen discontent is developed. 相似文献

This article analyses two long-running gay and lesbian radio programs from the BBC from the 1990s to highlight different approaches to notions of identity and definition, based on items that focused on interactions with physical space, both public and private. The weekly program Gay and Lesbian London broadcast in London on BBC GLR94.9 contained items that constructed a different relationship between gay identity and locations, compared to Gaytalk on BBC GMR, and its relationship with Manchester. By exploring the significance of gay and lesbian radio in relation to ideas around community, and its relationship with the editorial narrative, the paper argues there is fluidity between community and identity. The subsequent analysis of the radio output in the two programs focuses on the intersection between spatial relationships and sexuality. Content from the Manchester program foregrounded the prominence of the city’s commercial area, the Gay Village, in queer lives, while in London, domesticity and dispersed community apart from the gay scene dominated the narrative. The way these two programs mediated the relationship between communities of listeners and their locations throws light on gay and lesbian experiences during an important period of social and political change. 相似文献

SUMMARY Since 2000, researchers and staff at the University of Washington have been developing a unified Geographic Information Systems database of Russian Federation socioeconomic, demographic, and political information at the raion and city (gorsovet) level. The Central Eurasian Interactive Atlas (CEIA) that has grown from this effort serves both to archive and to provide access to annual progressions of standardized geographic and tabular data covering the entire Russian Federation at a level of geographic detail not readily available elsewhere. As the CEIA grows, it will serve as a curricular and research focus of the UW's Russian, East European, and Central Asian Studies program. 相似文献

Abstract A pilot library liaison program was initiated with the College of Liberal Arts at Southern Illinois University at Carbon-dale. The goals were to facilitate communication with academic faculties, enhance collection development, and improve services. A uniform training program was implemented. Budgets were allocated, and negotiations for new moneys were held in a group setting. Following training, meetings were held with academic department chairs, library liaisons, and the library's Director of Reference Services and Collection Management to activate the program. The pilot program was assessed and then expanded to all sixty teaching departments on campus, using guidelines that had evolved during the pilot program. The centrality of the library as a service unit is affirmed in increased understanding and cooperation between librarians and teaching faculty. The program is continually monitored in an effort to keep the program flexible and responsive to changing needs. 相似文献
