The major serials collections in Australia have been seriously affected by adverse economic trends and changing collection development policies. The university libraries now have a crucial role to play in preserving and improving the quality of Australia's serials resources. In the midst of major changes to higher education encouraging competition among universities and emphasizing specific national priorities in research, the university libraries must promote a national perspective on serials collections, if Australia's resources are not to deteriorate further.

Abstract The author surveyed four university libraries in southwest Nigeria regarding access to their serials collections. It was found that in the libraries surveyed, undergraduates not in their final year often had at most limited access to the collections. This can be attributed to a variety of reasons including security and a lack of space; however, of more importance still is the fact that the collections are intended to cater mainly to researchers. In addition, it was found that the libraries usually provide open access to their serials collections, the collections are generally understaffed and suffer from a shortage of current, relvant journals.

The paper discusses the impact of colonialism on knowledge production and library resources in post-colonial Africa. The discussion concentrates on university libraries in Africa and on the decline of monograph and serials collections and donor dependency in accessing online academic resources and information technology. The limited circulation of Africa-based journals in the industrialized world and within Africa is another concern. Examples are provided from authors listed in the African Journals Online and searched in the Web of Science database. The paper concludes with a brief discussion on non-dependent libraries in selected African countries.

A study is made of developments in serials librarianship in Nigeria during the past decade. Evidence shows that serials collections in Nigerian acadamic and special libraries are generally small. However there was considerable growth in the collections during the period. Efforts are made through current awareness services to assist users to exploit the collections. There is adequate arrangement for bibliographic control of serials though this is impaired by the ignorance of publishers. Various efforts at interlibrary cooperation, production of union lists of serials and automation have not yielded very fruitful results.

The second annual survey of serial resources indicates that growth of serial collections in university libraries is negligible. College libraries attempted to maintain "steady state" collections. Public libraries seemed to fare somewhat better, there were few cancellations. Only the two national institutions, Canada Institute for Scientific and Technical Information and the National Library of Canada, achieved a systematic growth in their serial resources. Both are the largest lenders in the country.

Newspapers in university libraries have never fared well as a basic information resource. They are used rather to supplement an enlightened patron’s daily dose of gossip. It is the writer’s contention that newspapers provide more than this. They popularize knowledge and make it more accessible. They are important to research, fundamental to language and area studies as well as to scientific, legal and historical study. They are documents of history. The result of this survey is organized in five parts: controlling, delivery of services, development, size and methods of handling, and display. The findings indicate that newspapers are treated as serials and receive handling similar to that of serials. It also reveals one of the great distinctions libraries make between serials and newspapers: newspapers for the most part are not classified and therefore have not been fully integrated into the service provisions of the library. Therefore the university libraries’ newspaper collections should be organized for maximum use.

Abstract An overview of traditional methods of evaluating serials collections and serial titles is presented and applied to electronic resources. Traditional methods such as holdings, checklist, conspectus, availability studies, document delivery studies, citation studies and use studies used for the evaluation of serials collections in print can be modified for the evaluation of electronic serials collections. Issues, problems and challenges associated with electronic serials evaluation are then outlined, and conclusions that emphasize the continuing importance of serials evaluation in the electronic environment are drawn.

Librarians are often fond of proclaiming that they are developing digital libraries. The clear evidence however is that the better strategy is to design services to “deliver digitally.” A brief overview of current, past, and future publishing trends will reveal data key to any understanding of evolving policies for preservation of a nation's intellectual output. These data highlight that academic libraries, at least, are presenting homogeneous collections of digital serials. Together with the budget pressures to maintain serial collections, the result is a lack of collecting diversity of the intellectual publishing of interest to academe. Presently, academic libraries in Australia are committing between 30% and 40% of their acquisitions budgets to digital resources. Yet, this cannot buy more than 10% of the published serials output. The availability of serial information will become more and more constrained in the very near future as the range of print serial titles shrinks in accordance with institutional buying power.CAVAL Collaborative Solutions is a consortium of Victorian university libraries and the State Library of Victoria. Established 25 years ago, it enables libraries to pursue projects together. CAVAL created the CARM Centre in 1997 to house one million volumes in state-of-the-art environmental conditions and fire suppression. The CARM Centre is unique in that it is a true collaborative collection of little used research materials. Ownership of materials is relegated to the CARM Centre. Simultaneously, each member takes on ownership of the CARM Centre's total collection. This results in a collection with no duplication, a no-discard policy, and an expectation for 250 or more years or functional service. Moreover, it provides individual libraries with a means of rationalizing collections and the ability to avoid capital expenditures. There are many implications for the member libraries as well as to the library system in Victoria and beyond.

Many libraries have significant backlogs of uncataloged microforms. As attention has shifted toward digitized serials in recent years, unique holdings with high research value may be languishing untapped in the older, often overlooked formats of microfilm and microfiche. Libraries that devote resources to surveying and cataloging hidden collections of microforms greatly facilitate discovery of valuable resources for research. The current effort to survey, organize, process, and catalog more than 10,000 reels of microfilm in the Tamiment Library at New York University has vastly improved access to a multitude of uncommon serials that have been used by researchers, both onsite and via interlibrary loan.
