This article examines academic administrators’ attitudes towards the academic evaluation process in the US and those factors that are utilised to improve teaching. We use path regressions to examine satisfaction with evaluation procedures, as well as the direct and indirect effects of these factors on perceptions of whether the evaluation process facilitates quality instruction. With increased pressure for accountability being placed on higher education, it is important to ensure that we are meeting both public and academic expectations. The evaluation process is an important tool to ensure the university’s goals and values are articulated and that academics can be successful in their individual career paths. The problem is most research finds flaws with the current method of evaluation, and academics and academic administrators are sceptical about the process and results. We find there are environmental factors that influence academic administrators’ perceptions of academic evaluations and the ability to improve classroom instruction.  相似文献

Declining trust in public services has led to increasing calls for higher education to be ‘accountable’ for the quality of its teaching and learning provision. However, increasing levels of quality evaluation have led academics to feel that their professionalism is under attack. Reflecting on this history and various dimensions of accountability, this paper seeks to interpret accountability by addressing two questions: What is accountability in higher education? How can it be related to academic professionalism? The paper argues that professionalism and accountability appear to be contradictory terms, but can exist simultaneously. If academics' moral and social responsibility becomes requisite to an enhanced social accounting for the quality of university teaching and learning, there could be less perceived tension between academic professionalism and accountability.  相似文献

For many UK higher education business schools, the continued recruitment of UK, EU and international students is crucial for financial stability, viability and independence. Due to increasingly competitive funding models across the sector, many institutional leaders and administrators are making decisions typical of highly marketised consumer environments. Thus, this paper explores academics’ perceptions of the impact of consumerisation in UK higher education business schools. To achieve this, 22 business school academics were interviewed within three UK higher education institutions (HEIs) in the North of England. Participants had a minimum of three years teaching experience. Data was analysed using template analysis taking an interpretive approach. The findings indicate that academics perceived the introduction of tuition fees to have been the catalyst for students increasing demonstration of customer-like behaviour: viewing the education process as transactional, with the HEI providing a ‘paid for’ service. It is argued that these changes in UK higher education have created tensions between university leaders and academics, creating genuine dilemmas for those with decision-making responsibilities who must balance academic integrity and long-term institutional financial viability.  相似文献

Abstract

Recent studies of academic work have identified increasing pressures on universities and academics throughout the world. These pressures relate to such factors as diminishing resources available to the higher education sector, widening diversity of the student clientele, moves for increased accountability and tensions between the research and teaching goals of academic work. Among the pressures being placed on the teaching component of academic work are the need for increased accountability of teaching performance and the need to update professional competence related to teaching. This paper reports a study of a selected group of academics — relatively junior staff who have participated in significant professional development activities related to their teaching. The data provided by the interviews with these academics allow a glimpse at their academic lives and how they fit teaching and professional development related to teaching into their working lives. The study highlights how these academics structure their work around their teaching commitments and how, although they make time available for professional development related to their teaching, this is done in response to the activities offered rather than as a proactive component of their career planning.  相似文献

Abstract

The academic workplace is experiencing numerous changes in South Africa and around the world, including increasing managerialism, declining governmental funding and massification of university systems. Global trends have impacted South Africa, and additional local contextual factors combine to create a situation in which the pool of prospective academics is limited, particularly with regard to individuals from diverse backgrounds, at the same time as vacancies for academic staff are expected to increase. In order to address the question of who will become the next generation of academics in South Africa, the author investigates potential barriers to developing academics through qualitative research conducted with postgraduate students, academic staff and administrators at two higher education institutions. Two central thematic categories are explored—induction into postgraduate studies and induction into the academic profession. The author posits that systematic socialization, both into postgraduate studies and into the academic profession, is a vital link toward cultivating emerging academics to fill academic positions for an equitable workplace in South African higher education institutions.  相似文献

The aim of the study is to demonstrate, via the use of the discipline of Education, a procedure to identify and weight the importance of various indicators of research productivity which in turn have become significant components in determining quality within and between universities. The methodology allows for the identification of indicators that are most important, and ascertains if there are differences among academics as to the relative weighting of the various research indicators.Highly valued indicators of research productivity amongst the Education academics were refereed journal articles, peer reviewed books, and major competitive research grants. Refereeing was critical in the determination of quality in research productivity, and the findings generalized across many academics regardless of their own personal productivity. It is recommended that the methodology can serve to determine the tacit weights that academics within and across disciplines attach to various research products. At least, this method makes academics and administrators aware of the weightings they are actually using when making decisions about the quality of academic departments.  相似文献

Neo-liberal reforms in higher education have resulted in corporate managerial practices in universities and a drive for efficiency and productivity in teaching and research. As a result, there has been an intensification of academic work, increased stress for academics and an emphasis on accountability and performativity in universities. The paper proposes that while managerialism in modern universities is now the norm, corporate approaches have disempowered academics in their institutions and reduced productivity because they ignore the nature of academic work. Using Foucault’s conception of power relations in institutions, policies that directly affect academic work such as workload allocation and performance management are identified as key ways in which power is exercised in universities. The paper reports on a case study in one university which explored the relationship between the academic workload allocation and performance management policies and concludes that a more balanced power relationship is needed in which academics can have more influence over these key processes which control their work so they preserve the self-managed aspects of academic work and the intrinsic motivations driving their careers.  相似文献

In this paper we review the current debate regarding the work of academic developers in higher education and their rightful “place” in higher education, particularly with regard to notions of the discipline, research and scholarship of teaching. We describe and compare the work of discipline academics and academic developers and argue that the two are more similar to each other than different. We acknowledge the challenges and tensions that exist in the overlap between the domains of expertise of discipline academics and academic developers, and attempt to articulate sources of these tensions in a conceptual model. Ultimately we defend two propositions: (1) that academic developers are, by the nature of their work, academics, and (2) that the discipline that academic development is a part of, namely the discipline of higher education, is a legitimate academic discipline in its own right. This paper analyzes a significant but virtually unexplored recent development within Canadian higher education, namely the growing importance of research grants to universities and academics. It addresses three main questions. First, the paper examines why and how research grants are becoming more important to Canadian universities and academics, focusing in particular on the role played by federal higher education policy. Next, it explores how the growing importance of research grants is transforming relations between and among the key players in Canadian higher education and academic research, including university administrators, academics, government, and the broader community. The paper’s final section takes up some of the actual and potential implications of these changes and raises concerns about detrimental effects on Canada’s universities and citizens. Enquiries into the governance, structure and management of higher education institutions across the globe have stimulated changes to the legislative and policy frameworks within which universities operate and to their organizational structures and processes. These changes have subsequently brought into question the proper role of academics in relation to the leadership and management of their departments/institutions. While mainstream academic staff conceive of academic leadership as being strictly associated with teaching, research and community outreach, university administrators and policy makers conceptualize it more broadly. Their definitions often include the management of change, quality, information, finance, and physical and human resources - functions that many mainstream academics perceive as being the responsibility of departmental/institutional administrative or support staff. Such differences create major challenges for academic development units. What type of training should they provide? Should they embrace activities that support these new conceptions of leadership and management? These are among the central issues explored in this paper.  相似文献

Research agendas are understudied, despite being key to academic knowledge creation. The literature suggests that the ways that academics determine their research agendas are conditioned by individual, organisational and environmental characteristics. This study explores the cognitive aspects of academics' research agendas in the social sciences by using a theory on thinking styles as an analytical framework. The results suggest that the research agendas of academics in the social sciences are significantly associated with their thinking styles. These findings aid understanding of how academics set their research agendas. This study also represents an important landmark in research on thinking styles, focusing on academic research work as a potential venue for further studies. The findings are relevant for policymakers, research funding agencies, university administrators and academics because they have implications for academic research development processes, outcomes, and for research and academic identity socialisation during doctoral studies.  相似文献

In Europe, national quality assurance systems of higher education have begun to be established. In Finland, this development has had the consequence of forcing universities to take notice of assessment procedures. However, little is known about the procedures taking place in individual academic departments as a result of this pan‐European trend. This article describes how academics currently comprehend quality assessment, paying particular attention to self‐evaluations and quality assurance systems. In order to raise the international reputation and quality of higher education in China, the Ministry of Education initiated new university employment reform, which pressed academics to produce more research. Recent employment reform has aggravated the conflict between teaching and research. This study uses mixed methods to investigate how academics perceived the employment reform and how they employed various strategies to handle teaching and research. Our study indicates a trend of deprofessionalization in academic work and an increasing tension between teaching and research. Handling teaching and research required a strong and conscientious effort on the part of academics. Concerted efforts should be made to offer a more supportive environment for academics to balance teaching and research.  相似文献

This paper critically examines these developments in institutions and draws on evidence from universities across the sector and a detailed case study in one university to identify the impacts of these changes on academic work. Given its ubiquity and the link of academic productivity to institutional experience, the paper argues that assumptions underpinning academic performance management need to be rethought to recognise the fundamentally intrinsic motivational nature of academic work. The paper explores the effects of performance management on individual academics as a case study in one institution and proposes a re-design of academic performance management to improve productivity based on the evidence.  相似文献

The paper considers whether, and if so how, research evidence can permeate the world of higher education (HE) management in publicly funded institutions. The paper explores the author's experience of two recent research projects (1998–2000 and 2004) on aspects of managing UK HE institutions and issues arising from the preparation of the HE element of a third study of leadership and public service change agendas in education and health during 2004. Despite the topicality in education and other public services of debates about evidence‐based practice, there is little indication that this debate has permeated HE management qua management. The paper utilises Bourdieu's work on academics and social and cultural capital to explore why manager‐academics may resist taking the findings of research seriously in relation to their own work. It is suggested that, where there is reluctance to learn from research, this may reflect the changing nature of HE, the status of HE research as an academic field and form of academic capital and the relative paucity until recently of training in management for most UK manager‐academics.  相似文献

This paper examines the involvement of academic staff in the management and administration of Australian higher education institutions, particularly universities.

An early focus is on the maelstrom of change from 1960 until the mid 1970s when change was generally equated with expansion and growth often without integrative forward planning. Three positive outcomes of this period of change are identified: an expansion of the passive concept of administration to include management and entrepreneurship as legitimate activities in the operation of universities and colleges; a greater involvement by academics in institutional management because, among other reasons, of the availability of enlarged data bases and heightened competition for diminishing resources; and the increasingly definitive forms of professionalisation among career administrators.

The deficient preparation of academics for management roles in Australian universities and colleges is contrasted with evidence of increased participation by administrators in management development activities including graduate programmes. Trigger films which are designed to provoke opportunities for learning in a peer group situation are presented as a particularly powerful remedy for this deficiency.

An evaluation of the TERC trigger film, “Decisions in Academic Departments”, by a small group of professional administrators from eight countries is then analysed. Such trigger films provide a stimulating and easily used resource for the improvement of management and administration in higher education.  相似文献

This paper describes formal procedures for the promotion of academics in Australian universities within the general context of economic constraints and increasing pressures on promotion to higher categories. Government statistics show that, over the last decade, tertiary education in Australia has become more expensive to maintain. In the universities the major reason for this has been the rising cost of the academic staff establishment, a trend which has come under increasing public scrutiny. Financial restrictions have resulted in a lack of recruitment and a consequent lack of staff mobility. With annual progression within the staff categories, there is now a concentration of academics at the top of the respective salary scales and the problem is compounded by a naturally rising age factor. Promotion opportunities and a system of tenure have led to a situation in which more than half of academic staff are in the senior categories. Recent studies show that academics themselves are becoming more concerned about promotion issues.A comparison is made of formal promotion procedures before the passing of recent federal legislation on equal opportunity in employment. Although there are differences in detail, procedures for promotion to senior lecturer and reader/associate professor reveal a very high level of consensus on what constitutes rewardable academic performance. Nevertheless, promotion opportunities for academic staff are of necessity becoming more restricted, a trend which has far-reaching implications for the Australian university system.  相似文献

This paper reviews recent culture-change in British higher education (HE) and an increasing emphasis on academics evidencing, in meaningful and measurable ways, the value and contribution of their work to national societies. Discussion focuses on what is purported to be a shift from a focus on academics rationalizing the benefits of their work in terms of public engagement to a more contentious signifier of research worth, “impact”. The primary argument herein is that an impact agenda, framed in terms of assessment and by the upcoming Research Excellence Framework 2014, has not eclipsed an engagement initiative for HE in the UK but actually provided greater credence and tacit momentum. Where public engagement “pre-impact” was viewed by sections of the academic community as frivolous, faddish and tokenistic, it is now elevated as an integral component of impact-capture work and in plotting the pathways between research producer and research intermediary/end-user/collaborator. Where “impact” is a statement of the value of academic work, engagement is the method of its articulation and the means by which impacts are mobilized.
