In Hong Kong, the concept of equity and subsequently inclusive education began to gain ground in the 1970s. Inclusive education has been made the goal of special education since 1977 and was finally implemented in 1997. Meanwhile, Hong Kong has been struggling to maintain its competitiveness in a global and knowledge-based economy. Elitism and marketisation of education battle against the force of equity and will continue to form strong forces in determining educational policies and directions. Therefore, this article examines Hong Kong's inclusive education agenda, the roles of government bodies and higher education institutions, and the progress achieved. In addition, salient issues that have emerged and affected inclusive education in Hong Kong as a result of the struggle among equity, elitism and marketisation forces are discussed.  相似文献

It has been a global trend, since the 1980s, that the process of marketisation has been influential in the decision making of social policies around the world, and that this tidal wave is now crossing over to the Asia-Pacific region as well. Education policy, as one of the important social policies for many developing countries, has been influential in the forefront of national development in terms of manpower training, as well as in other arenas of economic and social developments. In this way, these countries are trying to improve the quality of their educational services so that they can be more competitive in order to cater for the demands in the international markets. One of the outcomes of this global trend is the international quality assurance movement in streamlining the educational institutions as well as in using different coping strategies to promote quality education for all concerned. For the Chinese mainland, it seems that the central government is adopting a policy of decentralisation in getting local governments to use multiple channels of resources and other methods to provide for their own educational services. Hong Kong as a Special Administrative Region (SAR) of China, however, has adopted quite a different approach by employing the principle of managerialism in order to enhance its competitiveness in providing quality education to meet the increasing market demands. Hence, the present study is to compare and contrast the educational reforms and coping strategies that have been adopted by the socialist mainland, on the one hand, and the capitalist Hong Kong SAR, on the other hand, in order to face this new challenge of marketisation.  相似文献

Globalisation and the evolution of the knowledge-based economy have caused dramatic changes in the character and functions of higher education in most countries around the world. However, the impacts of globalisation on universities are not uniform even though similar business-like practices have been adopted to cope with competition in the global marketplace. The pressure for restructuring and reforming higher education is mainly derived from growing expectations and demands of different stakeholders in society. In the last decade, government bureaucracy, public service institutions and higher education institutions and universities have been significantly affected by the tidal wave of the public sector reform around the world. Apart from improving the efficiency and effectiveness of public services, universities are confronted with a situation in which the principles of financial accountability and responsiveness to stakeholders prevail amidst the massification stage under the condition of global economic retrenchment. In response to such pressing demands for change, policies and strategies of decentralisation, privatisation and marketisation are becoming increasingly popular measures in university governance. Reform strategies and measures like quality assurance, performance evaluation, financial audit, corporate management and market competition are adopted to reform and improve the performance of the higher education sector. This article examines the most recent higher education reforms and restructuring in Hong Kong, Taiwan and Mainland China, with particular reference to the issues related to globalisation of decentralisation and marketisation in higher education.  相似文献

This paper examines the ways in which the flourishing of the market economy has affected educational development in mainland China. Unlike the Mao era when educational development was entirely directed by the central government, there has been a strong trend of diversification and decentralization of education in the post-Mao period. In recent years, private schools and colleges have become more popular on the mainland, the development of which inevitably challenges the conventional public and private boundary. The principal goal of this paper is to examine how China's education has gone through a process of `marketization'. Based upon our field research conducted in mainland China, we argue that China's educational development has been significantly affected by emerging market forces. The core of the paper is confined to the discussion of four major issues: the emergence of private education, user charges and cost recovery in education, as well as the design of courses and curricula to meet emerging market needs in China. The main focus of this paper is thus concentrated on what strategies educational institutions have employed in response to the strong tide of marketization.  相似文献

Singapore and Hong Kong are vying to be the principal educational hub for the Asia-Pacific region and have begun to compete with Australia, Britain, Canada and the USA in providing cross-border education. Although these four Anglo-American countries still dominate cross-border education, Singapore and Hong Kong hope to make inroads into this export market and compete on the global stage. To create “world-class” universities, Singapore and Hong Kong have introduced quality assurance mechanisms, diversified funding sources, and restructured their university governance systems. This article compares the accountability measures introduced into Hong Kong and Singapore universities, and the responses of academics and administrators to these measures. The results indicate that both countries introduced greater autonomy as they augmented accountability for their universities, and the term “decentralised centralism” describes the kind of government control exerted in these Asian universities in the twenty-first century.  相似文献

Globalisation is a central concept in this paper but it is important to note that 'globalisation' is a highly contested term. Strong globalisation theory argues that the global economy is dominated by uncontrollable global forces in which nation states are structurally constrained and therefore the capacity of modern states eventually declines. Unlike strong globalists, other scholars believe even though there may be similar trends and patterns in public policy and public management domain along the line of privatisation, marketisation, commodification and corporatisation, different governments may use the similar strategies to serve their own political purposes. Hence, modern states may tactically make use of the globalisation discourse to justify their own political agendas or legitimise their inaction. The present paper sets out in this wider context to reflect upon globalisation effects on national policy, with particular reference to how the selected East Asian societies such as the four Tigers, Hong Kong, Singapore, Taiwan and South Korea as well as mainland China have transformed their higher education systems. More specifically, this paper discusses the theme of 'similar trends, diverse agendas' by examining how the selected East Asian governments have reformed their higher education systems to cope with the growing impact of the global tide of marketisation and decentralisation.  相似文献

University education is believed to be one of the most controversial public policies in Hong Kong. Numerous changes have also occurred in the university education sector since the 1990s when the rapid expansion of university places was put into force. The most notable changes may include the institutionalization of quality assurance mechanisms, the reform of university governance and staff remuneration systems, the adoption of role differentiation among the universities, the potential emergence of private universities and community colleges, and the trend of internationalizing university education. This article identifies major issues of university education policy and examines those factors that are affecting the development of university education, in Hong Kong.  相似文献

Roman Catholic schools represent an important sector in Hong Kong's education system, both in terms of number and historical significance. As in many colonies in other periods of history, the Roman Catholic Church, in addition to other Christian Churches, had a partnership relationship with the colonial government in the provision of education in Hong Kong. Was there any change in this relationship during the political transition to 1997? Did the prospective return of Hong Kong to the People's Republic of China (PRC) affect Catholic educational policies? This article examines these two questions in relation to the experience of other places in the world and in relation to the special nature of the Catholic Church in Hong Kong, namely its link with the Vatican and its relations with China where Church schools no longer exist.  相似文献

In China there has been a strong trend to diversification and decentralization of education in the post-Mao period. This paper examines how the policy of decentralization has affected the governance of universities in Guangdong. More specifically, the paper focuses on reform of the financing and management structure, the merging of universities, and joint development programmes to enhance competitiveness. Despite these changes, the state's role as a regulator and overall service coordinator has been strengthened rather than weakened under the policy of decentralization. This paper not only examines the recent developments in Guangdong's higher education but also analyses such developments in light of the global trend towards decentralization in educational governance.  相似文献

The decentralization of the power of school governance is one of the recent trends of educational development in a global society in which the notion of parents as stakeholders and partners of state education is being gradually recognized, albeit at different paces, in several Asian countries. This paper attempts to analyze the chronological development of parent empowerment in Hong Kong. By examining the education policy documents of Hong Kong in the last three decades and looking into related debates in education reforms, the author conceptualizes five phases of development of parent empowerment which include (1) the period of absolute quiescence and acquiescence; (2) the period of wakefulness of parents’ rights and responsibilities, (3) the period of enhancing communication; (4) the period of accountability; and (5) the period of parents as partners.  相似文献

Background:?Hong Kong is currently a Special Administrative Region of the People's Republic of China. It has autonomy over many policy areas, including finance and education. It is a community of seven million people, which has changed its focus and identity significantly over the last 25 years, from predominantly manufacturing to a service and knowledge economy with particular strengths in financial services.

Purpose:?This paper will consider the market for teacher education places and the market for teachers, and explore the career intention and commitment implications of high numbers of well qualified applicants applying for teaching in the context of reduced work opportunities elsewhere, an increasing higher education focus on intake scores and the challenge, for the teaching profession and the education system, of teaching becoming less secure work.

Sources of evidence:?Governmental and institutional publications and data, along with research and survey findings, together with comparative literature underpin the reactions to past, present and possible future effects on teacher education in Hong Kong.

Main argument:?Given its financial focus, Hong Kong would be expected to suffer significantly during the recent financial crisis and that this would impact across all its sectors including Education and Teacher Education. In addition to the financial crisis, other changes have affected teacher education in Hong Kong, including major reforms in curriculum and school and higher education structure and a significantly diminished birth rate reducing posts in teaching, and raising concerns about job security.

Conclusions:?Hong Kong is a very prudently managed economy with substantial reserves and a commitment to ‘small government’ and the impact has been different from many other systems. Places on teacher education programmes remained unchanged. Applications for teacher education programmes however increased significantly during the crisis.  相似文献

University education has been thrust into the limelight by policymakers in Hong Kong and Singapore in recent years. Reforming university education thus has become a norm for both city-states. This article reviews and compares some recent developments in the university reforms in both city-states. It argues university education, as a public policy area, is not immune from the profound influence of such concepts as accountability, performativity, quality assurance and market relevance, which prevail in a wider policy context of public sector reforms and governance changes. Hong Kong and Singapore's university reforms are similarly extensive, ranging from the admission mechanisms through to the governance and funding systems. This article has four main sections. The first sketches a paradigm shift in the policymaking process and the changing state-university relationships in the age of globalization. The second reviews and compares some recent developments of the university reforms in both city-states. The third turns to assess the impacts of the reforms on university stakeholders. Hong Kong Government policy is to promote Hong Kong as an international education hub for the region. This may be more rhetoric than reality. The article surveys the historical background of Hong Kong in terms of its role as a trading centre, a gateway to China and a meeting place for East and West for which interchange with European languages and cultures has been important. The development of education policy within Hong Kong as far as the European dimension is involved is also reviewed. In addition, the development of global trade in educational services is touched upon which thus far has been heavily Anglo-centric. In terms of Hong Kong itself, an analysis is presented of overseas educational programmes available in Hong Kong from Europe. The extent of European languages and studies provided in the school, university and lifelong learning sectors is surveyed. The work of European consulates in promoting languages and culture through such organisations as the Alliance Française, Goethe Instituta, etc. is another important part of provision. The article makes passing reference to the neighbouring territory of Macau and the importance there of Portuguese.
The article concludes that for European studies and languages, the role of Hong Kong as a trading and financial hub has been a more significant stimulant than the Hong Kong government's policy for Hong Kong to be an international education hub.  相似文献

This article examines the process of desegregation in historically white schools in South Africa. It is argued that reforms within these schools can be understood as an example of the marketisation of education. The article commences with a consideration of the relevance and scope of such an approach. Exponents of marketisation in South Africa (as elsewhere) have claimed that the introduction of market forces can help to increase "choice" for the consumers of education. It is also suggested that it can act as a means of redressing past inequalities. These arguments are critically considered in relation to the experiences of black pupils both within the schools themselves and within the wider educational system. It is argued that a marketised approach towards desegregation may have increased choice for whites and for a minority of blacks, but has not increased choice for blacks as a whole. Nor has it served as an efficient mechanism for the redistribution of educational resources. Although the article is critical of many aspects of the marketisation process, it is acknowledged that some of the policies associated with marketisation are compatible with the creation of a more equitable and efficient education system.  相似文献

Globalisation and the evolution of the knowledge-based economy have caused dramatic worldwide changes in the character and functions of education, particularly higher education. In the search for global competitiveness, many emerging economies have begun to expand their higher education systems, which has significantly affected the relationship between higher education and graduate employment. Recently, international comparative studies have suggested that increasing enrolment in higher education does not always promote upward social mobility, and can intensify inequality in education. This article critically examines the impact of the expansion of higher education in East Asia on graduate employment and social mobility in the context of an increasingly globalising economy and changing labour market needs. The article discusses emerging trends in the Greater China region, with a particular focus on Hong Kong, Guangzhou and Taipei, and argues that the massification of higher education has not necessarily led to more occupational opportunities for youth or opportunities for upward social movement, particularly since the significant changes in the global labour market after the 2008 global financial crisis. On the contrary, the intensification of ‘positional competition’ among college graduates seems to reflect growing social inequality.  相似文献
