The literature on sociotechnical transitions and their governance tends to concentrate on the introduction of new technologies and systems of supply. In this paper we seek to extend the scope of debate, introducing aspects of practice theory as a means of also conceptualising the dynamics of demand. Rather than treating ‘human need’ or ‘societal functions’ as given, we consider how variously sustainable practices come into existence, how they disappear and how interventions of different forms may be implicated in these dynamics. We use the two cases of daily showering and the congestion charging scheme in London to consider the distinctive challenges of understanding transitions in practice and of governing these so as to engender more sustainable ways of life.  相似文献

Science, technology and innovation have grown in importance over the last 50 years as we have moved towards a more knowledge-intensive society (the ‘knowledge society’). A number of new research fields have emerged in an effort to understand these developments and to offer advice to decision-makers in government, industry and elsewhere. This special issue focuses on studies of three relatively distinct though thematically related research fields (innovation studies, entrepreneurship studies, and science and technology studies). The first three articles use a particular methodology based on analysis of the references cited in the chapters to authoritative ‘handbooks’ to identify the core contributions in the three fields. A fourth article examines the relationship between the core literatures in three fields and how this has evolved over time. Other articles look at the evolution of innovation studies as reflected in highly cited papers, at the development of entrepreneurship as seen by a key ‘insider’, and at the creation of new centres in these fields and the difficulties they face. The last article in this special issue shows how interdisciplinary centres in innovation studies suffer from research assessment systems that are intrinsically biased against interdisciplinary research. This introduction presents a synthesis of the articles in this special issue, discusses similarities and differences between the three fields and their development over time, and considers challenges for policy and governance arising from the research presented here.  相似文献

This paper deals with information needs, seeking, searching, and uses within scholarly communities by introducing theory from the field of science and technology studies. In particular it contributes to the domain-analytic approach in information science by showing that Whitley’s theory of ‘mutual dependence’ and ‘task uncertainty’ can be used as an explanatory framework in understanding similarity and difference in information practices across intellectual fields. Based on qualitative case studies of three specialist scholarly communities across the physical sciences, applied sciences, social sciences and arts and humanities, this paper extends Whitley’s theory into the realm of information communication technologies. The paper adopts a holistic approach to information practices by recognising the interrelationship between the traditions of informal and formal scientific communication and how it shapes digital outcomes across intellectual fields. The findings show that communities inhabiting fields with a high degree of ‘mutual dependence’ coupled with a low degree of ‘task uncertainty’ are adept at coordinating and controlling channels of communication and will readily co-produce field-based digital information resources, whereas communities that inhabit fields characterised by the opposite cultural configuration, a low degree of ‘mutual dependence’ coupled with a high degree of ‘task uncertainty’, are less successful in commanding control over channels of communication and are less concerned with co-producing field-based digital resources and integrating them into their epistemic and social structures. These findings have implications for the culturally sensitive development and provision of academic digital resources such as digital libraries and web-based subject portals.  相似文献

In 1982, the Small Business Innovation Development Act established the small business innovation research (SBIR) program. This program reserves a percentage of federal agencies’ extramural R&D budgets for research projects conducted by small businesses. When this Act was reauthorized in 1992, the selection criteria for funding dramatically increased the likelihood of funding for projects that promised to lead to commercial success. Using data from a survey of the SBIR program award recipients at NASA Langley Research Center, we address three questions about this change: (i) was there a shift to projects with more commercial potential? (ii) did these projects experience higher rates of commercial success? and (iii) was there a reduction in basic research accompanying the increased commercial success? Our analysis suggests, the answer to all three of these questions is ‘yes’.  相似文献

This paper investigates the way in which certain institutions governing the common resources shared by academics and others are affected by the increase in communication facilities, disciplinary transgression and the value of knowledge. By taking its point of departure from concepts such as ‘tragedy of the commons’ and social dilemmas, the paper argues that institutions which have traditionally governed the so called ‘academic commons’ are now challenged by a number of factors pertinent to the evolution of knowledge society. As a result the governance principles for the academic commons must be further explicated and revised in the light of the new situation. A case in point from a recent on-line initiative by the US National Institute of Health (NIF) is presented to illustrate how such institutions can be built. Finally, a number of governance strategies are presented for an increasingly wired “virtual academic commons”.  相似文献

Outsourcing as a logical consequence of globalization has caused a shift towards the integration of labour forces where communications play a significant role in the success of outsourcing partnerships. Utilizing the lens of an outsourced telecommunications case study we examine how a problematic client-supplier relationship across global loci was transformed by implementing a stakeholder analysis. We discuss how ineffectual project communications caused confusion, disinterest and apathy of client stakeholders challenging the outsourcing partnership. Our insight evidences not only the necessity to transparently address cultural challenges but emphasizes a crucial need to explicitly validate the different audiences. From the increased clarity and purpose provided it proved possible to instigate solutions such that real benefits to the project were realised. We suggest a number of key learning points as ‘lessons learnt’ to enlighten current and future practice of outsourcing relationships across global projects.  相似文献

Entrepreneurship research has a long tradition and since the 1980s the field has grown significantly. In this study we identify the ‘knowledge producers’ who have shaped the field over time and their core entrepreneurship research works. A unique database consisting of all references in twelve entrepreneurship ‘handbooks’ (or state-of-the-art books) has been developed. The chapters in these handbooks were written by experts within the field, and it can be assumed that the most frequently cited references represent ‘core knowledge’ with relevance to entrepreneurship research.From our analysis, it appears that entrepreneurship is a rather changeable field of research, closely linked to disciplines such as ‘management studies’ and ‘economics’. Over time, the field has become more formalized with its own core knowledge, research specialities and an increasing number of ‘insider works’. However, it is still based on some fairly old theoretical frameworks imported from mainstream disciplines, although during the last decade we have seen the emergence of a number of new field-specific concepts and theories. We argue that to successfully develop entrepreneurship research in the future, we need to relate new research opportunities to earlier knowledge within the field, which calls for a stronger ‘knowledge-based’ focus. We would also like to see greater integration between the fields of entrepreneurship and innovation studies in the future.  相似文献

This article presents the results of a study into the factors governing success and failure in innovative projects in the area of sustainable transport. This can be regarded as an important example of ‘social learning by doing’. Data obtained through interviews with key players in eight ambitious innovation cases for the Netherlands are analysed. Common factors are identified and a statistical correlation analysis of success and failure factors is performed. We find that it is predominantly the political, process-related, socio-cultural and psychological factors that determine whether a project succeeds or fails. Technical/content-related and economic factors appear to be less important. Administrative/legal factors play an intermediate role.  相似文献

In this paper, we distinguish between firm-level learning effects that result from ‘first-order’ and ‘second-order’ additionalities in innovation policy interventions. ‘First-order’ additionalities represent direct firm-level R&D subsidies, whereas ‘second-order’ additionalities result from knowledge spill-overs, horizontal knowledge exchanges between firms, and from other meso- or community-level effects. Analyzing data from collaborative R&D programs in Finland, we show that enhancing identification with a community of practice among R&D program participants (proxy for second-order additionality) enhances firm-level learning outcomes beyond those resulting from direct R&D subsidy (proxy for first-order additionality). Learning effects facilitated by second-order additionality are not confined to technological learning alone, encompassing also business and market learning. We also show that aspects of program implementation enhance identification with a community of practice, which then mediate the relationship between program implementation and firm-level learning outcomes.  相似文献

This paper addresses the question of the part that regulation plays in processes of innovation in sectors of technology. The politico-economic phenomenon of ‘Europe’ is partly constituted by regulatory regime-building, and new technologies are one of the major sites of regime-building. A constructionist social theory perspective shows that study of the conflictual processes of regulatory policymaking affords insights into the formation of the rules of engagement that constitute technology domains. Adopting the concept of emergent ‘technological zone’ in preference to industrial ‘sector’ or technoscientific network, the paper presents, using empirical research, a detailed account of the case of the debate and development of regulatory policy for therapeutic tissue engineering in the European Union's policy institutions and stakeholder networks. It describes how the jurisdiction of an emergent zone has been formed through such negotiations, providing a counter-example to the common view that regulation ‘lags behind’ innovation. The analysis takes account particularly of the part played by the malleability of the definition of the material technology itself in such constructive governance processes, and it also suggests various consequences for the array of producers of the technology, for market structuring and for the innovation pathways taken by tissue engineering technology. Concluding, the paper argues that there is conceptual advance to be made by bringing together constructionist social theory with innovation studies approaches that highlight the part played by non-firm, public institutions in shaping innovation ecologies.  相似文献

This paper explores the growing power of states in transnational regulatory policies for nanotechnology risks and thereby their impact on research and technology trajectories. Decentralization of governance structure has been reported by scholars, yet the role of the state is evolving and still underexplored. We draw on a case study of nanomaterials and chemicals policies, by analyzing recent regulatory developments in the EU and US. Using data-reporting and market-entry regulations as examples, the evidence demonstrates the expansion of state-centric market-oversight rulemaking, and ‘stronger’ patterns of centralization in the EU. We argue for a significant increase in regulatory power exertion, countering predominant views on decentralization as the prevailing governance response. These findings suggest the adaptation and strengthening of state-based regulatory systems in the context of scientific uncertainty and complexity of global nanotechnology settings; despite these challenges for policy making, the EU and the US are increasing government role in technology regulatory policy.  相似文献

The non-rivalness of scientific knowledge has traditionally underpinned its status as a public good. In contrast we model science as a contribution game in which spillovers differentially benefit contributors over non-contributors. This turns the game of science from a prisoner's dilemma into a game of ‘pure coordination’, and from a ‘public good’ into a ‘contribution good’. It redirects attention from the ‘free riding’ problem to the ‘critical mass’ problem. The ‘contribution good’ specification suggests several areas for further research in the new economics of science and provides a modified analytical framework for approaching public policy.  相似文献

The governance of emerging science and innovation is a major challenge for contemporary democracies. In this paper we present a framework for understanding and supporting efforts aimed at ‘responsible innovation’. The framework was developed in part through work with one of the first major research projects in the controversial area of geoengineering, funded by the UK Research Councils. We describe this case study, and how this became a location to articulate and explore four integrated dimensions of responsible innovation: anticipation, reflexivity, inclusion and responsiveness. Although the framework for responsible innovation was designed for use by the UK Research Councils and the scientific communities they support, we argue that it has more general application and relevance.  相似文献

This paper asks two - relatively simple - questions: can cities shape socio-technical transitions? And how would we know if they were? There are three key objectives. The first of these is to set out emerging, and in our view, convincing evidence, that large world cities have political aspirations to develop purposive and managed change in the socio-technical organisation of infrastructure networks that can be characterised as ‘systemic’ transitions. The second objective is conceptual in orientation and seeks to address how we understand transitions at the scale of the city, the role of ‘the city’ in undertaking transitions, and review both the strengths and shortcomings of the multi-level perspective (MLP) on socio-technical transitions in addressing this. The third objective is to identify what an urban transition would look like, and then constructs a new framework to conceptualise and research urban transitions. The management of email remains a major challenge for organisations. In this article, we explore the extent of the perceptions of email as a business critical tool within an organisation and how the level of such perceptions may moderate the level of email overload experienced by individuals within the organisation. Data from a sample of 1100 employees of a multinational technology firm are analysed using multivariate techniques. The results suggest that without a clearly stated code of email practice within an organisation, there are likely to be large variations in what is perceived as ‘business-critical’ email and, as a result, a substantial amount of email generated within the organisation may not be ‘business-critical’, potentially increasing the level of ‘email-overload’ experienced by individuals within the organisation.  相似文献

The history of science shows a shift from single-investigator ‘little science’ to increasingly large, expensive, multinational, interdisciplinary and interdependent ‘big science’. In physics and allied fields this shift has been well documented, but the rise of collaboration in the life sciences and its effect on scientific work and knowledge has received little attention. Research in biology exhibits different historical trajectories and organisation of collaboration in field and laboratory – differences still visible in contemporary collaborations such as the Census of Marine Life and the Human Genome Project. We employ these case studies as strategic exemplars, supplemented with existing research on collaboration in biology, to expose the different motives, organisational forms and social dynamics underpinning contemporary large-scale collaborations in biology and their relations to historical patterns of collaboration in the life sciences. We find the interaction between research subject, research approach as well as research organisation influencing collaboration patterns and the work of scientists.  相似文献

We draw upon evolutionary economics and transaction cost economics to examine how alliance experience accumulation at the parent firm level and alliance features at the transaction level jointly and interactively shape the favorability of research alliances’ termination outcomes. Fifteen percent of the terminated alliances we examined were successful, 34% were failures, and 51% experienced an intermediate outcome in the form of contract expiration or unilateral withdrawal by a partner. We find that the effect of partner-specific experience on the favorability of termination outcomes is greater for non-equity alliances than for equity structures affording stronger formal governance mechanisms. Other forms of experience such as general alliance experience or prior alliances in the same technological area as the focal agreement have no such favorable consequences for alliance termination. The findings also indicate that alliance complexity adversely influences firms’ termination outcomes in alliances. We therefore find evidence in partial support of both evolutionary and transaction cost based arguments for the explanation of termination outcomes in research alliances.  相似文献

This paper examines institutional entrepreneurship as a form of internal agency within national innovation systems. In particular, we consider the entrepreneurship of Taiwanese IT firms over 1980-2007 in creating a new professionalized organizational form markedly different from the traditional Taiwanese model of family business. We compare two successful sectors - personal computers and semiconductors - and one failure - hard disk drives. We emphasize how entrepreneurial firms used strategies of framing, aggregating and networking (F.A.N.) to build legitimacy, mobilize local resources and reach out beyond the limitations of their immediate contexts. We discuss how F.A.N. strategies may evolve from ‘introversion’ to ‘extraversion’ and develop implications for policy-makers and further research.  相似文献

Efforts in IS research have long sought to bridge the gap between the information technology (IT) function and strategic business interests. People perceive affordances (possibilities for action) in information technology artifacts differently as cognitive structures (schema) which bias individual focus. This study explores how an individual's tendency to perceive the ‘trees’ in an IT ‘forest’ (artifact preference) affects their assessment of efforts to achieve more effective IT outcomes. The effect is demonstrated using a relatively simple IT success model. Further, in a sample of 120 survey responses supported by ten semi-structured interviews, we demonstrate that job role and organizational IT complexity systematically impact artifact perception. A better understanding of IT artifact bias promises to help organizations better assess information systems.  相似文献

Recent studies of US industrial modernisation programmes argue that difficulties of establishing long-term relationships with users prevent them from facilitating development of innovation capabilities. The paper supports this argument through a survey of Japanese research institutes the US programmes were modelled on. In view of information asymmetries in their use, it tests the hypothesis that small and medium-sized firms start using the research institutes with ‘low information gap’ services and gradually move on to ‘high information gap’ services that often require more absorptive capacity. This is demonstrated both under one-to-one relationships and between groups of firms and a research institute.  相似文献
