Decreasing levels of civic participation and political engagement are generating an interest in citizenship and citizenship education. New forms of citizenship education which go beyond traditional instruction on political institutions are being sought, such as “democratic citizenship education”, “education of, for and through democracy” and “teaching democracy”. One area which has been little investigated is primary school teachers and citizenship education. This article reports on questionnaire‐based research among Slovak teachers that shows great variety in the focus of citizenship education. Teachers emphasised national pride as well as multicultural, global, regional and human rights aspects and the common good of an entity. The connections between teacher focus on citizenship education, the curricular framework, models of citizenship education and generational differences are all discussed.  相似文献

This paper investigates the extent to which civic education is achieving its goals of teaching democracy and producing responsible democratic citizenship in Lesotho. This is done by analysing the conceptions of civic education, democracy, public participation, human rights, freedoms and responsibilities that appear in Lesotho’s documents that are used to teach people about democracy through formal, non-formal and informal education. I therefore argue that in the current Lesotho’s political history, these conceptions do not provide enough conditions for the cultivation of active democratic citizenship. Instead the materials dwell too much on teaching citizens about the systems and structures of government, preoccupied with inconsistent definitions and characteristics of democracy and with informing citizens of the importance of knowing how to vote and abide by the laws of the country; without showing how democracy should operate in a democratic country. The findings reveal that civic education for adults in Lesotho is offered informally, through the civil society organisations and politicians that are largely based in urban parts of Lesotho. This suggest that civic education should be tailored for the rural and urban citizens in a context of democratic transition in a country that still embraces strong traditional ties to communitarian living.  相似文献

A necessary condition for a functioning democracy is the participation of its citizens, including its youth. This is particularly true for political participation in environmental decisions, because these decisions can have intergenerational consequences. In this article we examine young people’s beliefs about one form of political participation—protest—in the context of communities affected by fracking and associated anti-fracking protest, and discuss the implications of these representations for education. Drawing on focus groups with 121 young people (aged 15–19) in five schools and colleges near sites which have experienced anti-fracking protest in England and Northern Ireland, we find young people well-informed about avenues for formal and non-formal political participation against a background of disillusionment with formal political processes and varying levels of support for protest. We find representations of protest as disruptive, divisive, extreme, less desirable than other forms of participation and ineffective in bringing about change but effective in awareness-raising. These representations are challenging, not least because the way protest is interpreted is critical to the way people think and act in the world. These representations of environmental protest must be challenged through formal education in order to safeguard the UN Convention on the Rights of the Child and ensure that the spirit of Article 11 of the UK Human Rights Act is protected.  相似文献

Research on political education in schools suggests that an emphasis on formal structure, constitutional principles, formal citizen rights, and debates on current issues is common. The Norwegian national curriculum on political education envisions a different political education emphasizing that students should be critical of political life and social structures, that they should be familiar with democratic ideals, learn how they may influence by means of various forms of political participation, and be motivated to do so. I examine whether these ambitions are realized at the classroom level. Based on qualitative interviews and classroom observations I conclude that Norwegian political education is centred on political parties and on an attempt to help students find out which party is closest to their preferences. Political education takes the form of voter training for competitive élite democracy.  相似文献

Youth councils are examined as spaces of citizenship education where young people are educated as political subjects. At a time of political and economic instability data were collected in a Catalan city through tests and focus groups involving 112 students, three teachers and two youth council managers during one academic year. Students’ political trust decreased and their cynicism towards politics increased; there were no changes in students’ anticipated future participation. The article avoids drawing simplistic causal links between students’ involvement in a council and the expression of their views. The participants also discuss the councils as performance sites. It is speculated whether, in students’ views, this metaphor of performance applies not only to the councils but to the wider political context in which they live. It is argued that youth councils are, in some ways, potentially valuable for promoting participation and recommendations are made in light of the findings.  相似文献

Abstract

In 1999 the South African Department of Education issued guides for the Representative Councils for Learners established in terms of the South African Schools Act, 1996 (Act 84 of 1996). This article examines the usefulness of these guides in promoting democracy and education for citizenship in South African schools. The guides are located in the context of theories of participatory democracy, representation, and education for citizenship, and of the democratic strengths of the People's Education Movement of the 1980s. In this context, it is argued that the main tendency of the guides is to undermine democratic participation, and that their favoured conception of education for citizenship is minimalist. The article emphasises the need for a more maximalist approach to citizenship education, and for more scope for participatory democracy in schools.  相似文献

Hong Kong underwent tremendous changes after the transfer of its sovereignty to China in 1997. This study attempts to explore the changing role of schools in preparing students for future democratic citizenship in the post-colonial era. Different researchers have postulated that schools play a crucial role in the political socialization process in meeting the developmental needs of adolescents. A mixed-method sequential explanatory research design was adopted to assess the effectiveness of Hong Kong schools in promoting civic learning. The significance of the present study was to analyse the school context by using the assessment framework from the International Association for the Evaluation of Educational Achievement (IEA) Civic Education Study (CivEd) to generate citizenship education studies. An extensive review of research related to the role of schools through formal and informal curricula was conducted. This process helped extend the current understanding of the effectiveness of the political socialization in secondary schools in Hong Kong and contributed to the further development of the research on political socialization in the Chinese context. The findings from this study would help educators or policy makers rethink the future role of schools in citizenship education.  相似文献

ABSTRACT

In this article, we draw from the Civic Lessons and Immigrant Youth study to present key issues and implications related to teachers' work with immigrant youth. This synthesis draws on data and analyses from over six years of work examining the experiences, skills, and roles of teachers of immigrant youth as they navigated the complex terrain of teaching topics of citizenship in settings when not all youth had formal citizenship rights. Major themes include: the significance of building trusting relationships with immigrant students; the importance of approaches to teachers' knowledge building and legitimization of their immigrant students; and, finally, the prevalence of teachers' concern with the safety of their undocumented students. Subsequently, we pose questions for the field of teacher education in an era when immigration, education, and citizenship are intersecting in complex ways. Amid over-generalized conceptions of teaching for diversity, this article contributes to understanding how experienced teachers who supported immigrant rights practiced their craft, creating affirming environments in schools.  相似文献

Can democracy be expanded beyond borders? For many years, it was taken for granted that the norms and values of democracy could be applied within the boundaries of a state only. But over the last 20 years, it has been increasingly argued that democracy can also inform international organizations and global politics. This article recapitulates the foundations of cosmopolitan democracy, a project of normative political theory developed since the early 1990s. The article also explores the possibility of moving towards cosmopolitan democracy in specific domains such as: (1) the development of a global rule of law; (2) the direct participation of stake-holders in trans-border political decisions; and (3) the possibility of giving voice to citizens through a World Parliamentary Assembly. The paper finally explores how citizenship education can use cosmopolitan democracy and, at the same time, provides a model of it.  相似文献

Governments, international organizations and academics have, in recent decades, expressed a sense of crisis in the practice of democracy based largely upon increasing levels of disengagement by citizens from even the most basic elements of civic life. One response has been to devise civics and citizenship education curricula for schools with the concomitant expectations of enhanced civic practice. Our examination of citizenship education programs has revealed considerable variation from country to country in the degree of success achieved in the design, development and implementation of programs. This paper examines recent developments in citizenship education in four leading Western democracies – Australia, Canada, England and the USA; each one with its own particular successes and shortcomings. It identifies several factors associated with the successful building of curriculum capacity for citizenship education and argues that these are fundamental for countries wishing to move beyond rhetoric and toward substance in citizenship education.  相似文献

This article discusses the types of citizenship education that are included in a sample of Japanese junior high school civics textbooks. Seven civics textbooks that have been authorized by the Ministry of Education for use in junior high school from the 2012 academic year were analysed in the context of fundamental issues in citizenship education and the national curriculum guidelines in Japan. In contrast to some previously published research, it is argued that the textbooks encourage, to a limited extent, active, participatory approaches by students with exercises and practical tasks to help students develop skills and gain the understanding required to live in contemporary society. It is suggested that the textbooks place some limitations on active learning especially in relation to students' political participation and that they reflect the struggle Japan is experiencing in the search for an inclusive national identity. Further work may serve to clarify the nature of potential contributions to citizenship education including that associated with students' involvement in whole school issues.  相似文献

Abstract

Both direct and indirect influences have been assumed to impact the transmission of political orientations within families. A lower socioeconomic status is related to lower intended political participation of adolescents. Within this context, schools play a crucial role in political socialisation, as citizenship education is assumed to either equalise or maintain these social disparities. We analyse a sub-dataset of the International Civic and Citizenship Education Study 2016 which includes 14-year-old students in four European countries: Belgium (Flanders), Denmark, Germany (North Rhine-Westphalia) and the Netherlands. Multi-level regression analyses reveal that formal citizenship education compensates the relationship between students’ socioeconomic status and intended electoral participation in Denmark, Germany (NRW) and the Netherlands, but not in Belgium (FL). Further, the composition of school classes is related to the perception of an open classroom climate in each of the four countries and to participation in civic activities at school in three countries.  相似文献

As distinguished from the formal, political science-oriented citizenship curriculum studied exclusively in secondary schools, civic education-learning develops throughout the young-mature citizen's life in Israel. The analysis of the role and learning of two primary civic myths--'Israel is a Jewish and a democratic state' and 'Israelis are Jews'--demonstrates how this learning takes place through 'formations' of hegemony such as the family, the media, civic militarism as well as through schools' statist and social curricula. Successes of civic education enable the civic myths to be vibrant, gestalt worlds of meaning for Jewish Israelis, and sites of resistance for ultra-orthodox Jewish as well as Palestinian citizens of Israel. On the other hand, as an ethnocracy, democracy in civic Israel is not a meaningful world of value but rather a means to manage political processes. Therefore, the Israel case study is insightful for understanding the limitations of civic and citizenship education that seeks to advance democratic-oriented values such as human rights, liberty, justice, tolerance, civility, coexistence, pluralism and an alternative concept of Israel as a civil society.  相似文献

Recent contributions have argued about the depoliticisation of citizenship education (CE), mainly through theoretical and documentary analyses, and based on the European context. Nonetheless, there is a lack of field studies which can provide empirical evidence about how does the depoliticisation of CE actually operate. Based on a mixed-method research in Mexico City’s secondary schools, this paper shows how the contemporary approach to CE, instead of looking at nurturing children’s and adolescents’ politicity, contributes to pupils’ depoliticisation. Among different potential characterisations of political participation (PP), the curriculum of CE circumscribes it within the arena of formal politics, from which students are largely excluded in the present. Additionally, CE promotes a range of practices of participation which are deprived from a political meaning. Students appropriate them discursively, but perceive limited opportunities for perform them, especially in school. Through the depoliticisation of CE, adolescents mostly learn that PP is a promise of inclusion in the future, while the idea of active citizenship becomes reduced to a correct discourse about largely imperceptible practices in students’ everyday life. The article stresses the need of shifting the priority of CE in Mexico from the formal curriculum to the transformation of school practices, in order to develop students’ politicity through participation.  相似文献
