Reforms such as technology-enhanced instruction require principal leadership. Yet, many principals report that they need help to guide implementation of science and technology reforms. We identify strategies for helping principals provide this leadership. A two-phase design is employed. In the first phase we elicit principals’ varied ideas about the Technology-enhanced Learning in Science (TELS) curriculum materials being implemented by teachers in their schools, and in the second phase we engage principals in a leadership workshop designed based on the ideas they generated. Analysis uses an emergent coding scheme to categorize principals’ ideas, and a knowledge integration framework to capture the development of these ideas. The analysis suggests that principals frame their thinking about the implementation of TELS in terms of: principal leadership, curriculum, educational policy, teacher learning, student outcomes and financial resources. They seek to improve their own knowledge to support this reform. The principals organize their ideas around individual school goals and current political issues. Principals prefer professional development activities that engage them in reviewing curricula and student work with other principals. Based on the analysis, this study offers guidelines for creating learning opportunities that enhance principals’ leadership abilities in technology and science reform.  相似文献

The purpose of this study was to identify principals’ instructional leadership actions within a comprehensive teacher evaluation system in successful schools rated as recognized or exemplary by the accountability measures in place. The study followed a multiple case study approach. Participants included six school administrators within the same school district. From these three were principals and three assistant principals, representing all three schools levels—elementary school, middle school, and high school. The main data sources consisted of interviews, observations and journaling. Data were analyzed inductively to discern emerging themes. Findings of the study revealed that principals’ instructional leadership actions at all three levels included setting clear expectations, monitoring instruction through walk-through observations, and providing professional development opportunities according teachers’ needs. Furthermore, the cross site analysis revealed that principals tend to rely on instructional leadership actions that are pertinent to each grade level’s needs. Findings also suggest that principals, indeed, apply the teacher performance appraisal system as a basis to enhance instruction and improve student achievement. This article attempts to use Andy Hargreaves’ theoretical framework of emotional geographies to analyze teachers’ perceptions of their interactions with parents in Taiwan. Based on the qualitative interviews with three primary teachers, the research findings show that teachers’ emotional distances from parents were intertwined with parents’ sociocultural status, teachers’ moral purposes, teachers’ notions of professionalism, teachers’ political pretense, and the frequency to contact parents. Thus, Hargreaves’ framework could be a useful tool to explore teacher–parent interactions. The paper closes with suggestions for policy considerations.  相似文献

Education policy documents recently have placed great emphasis on teacher quality in the belief that ‘education of the highest quality requires teachers of the highest quality’ (Department of Employment Education Training and Youth Affairs 2000). This paper traces the discourses on teachers constructed in policy documents in order to establish what is meant by ‘teachers of the highest quality’. It employs Critical Discourse Analysis to investigate the discursive construction of teachers’ professional identities in three policy documents released over the last decade. This analysis finds that, despite recognition being given to the importance of teachers in all three documents, teachers’ professional autonomy is effectively curtailed as they are increasingly being ‘taken out of the equation’ in education policy decision-making. The paper concludes with suggestions for ways in which teachers may challenge these constructions and work to reconstruct teachers as active voices in the policy-making process.  相似文献

This study examines the perceptions of public school principals in New Orleans, Louisiana during the period of extensive decentralization in the aftermath of Hurricane Katrina. Using the frameworks of systems theory and chaos/complexity theories, iterative interviews with 10 school principals form the core data which examines leaders’ experiences in an increasingly market-oriented urban school system. The following themes emerged during constant comparative analysis: (1) the omnipresence of storm recovery in principals’ lives, (2) the lingering presence of the pre-Katrina school system, and (3) the emerging inequalities of the post-Katrina system. The analysis also identifies several broader system change concepts including: the strange attractor of inequality, differential perturbance, requisite stability, and a need for system leadership to counteract inequality.  相似文献

This study addresses the screening decisions for a national random sample of high school principals as viewed from the attraction-similarity theory of interpersonal perceptions. Independent variables are the sex of principals, sex of applicants, and the type of focal positions sought by hypothetical job applicants (teacher or counselor). Dependent variables are principals’ assessments of job candidates’ skills on specific job related criteria and the perceived probability of extending job candidates an interview opportunity. Principals’ assessments of hypothetical applicants were cast into a 2×2×2 completely crossed factorial design and were analyzed through a stepdown analysis of variance procedure. By approaching selection as a process, these results fit within the tenets as suggested by the attraction-similarity paradigm. Similar sex pairings between principals and applicants were more likely to be extended interview offers than dissimilar sex pairings regardless of the focal position under consideration.This research was supported in part by the University of California Educational Research Center (UCERC). Positive attitudes of key stakeholders, such as school principals, towards a new policy are considered a necessary pre-requisite to implement any such policy. Hong Kong has recently formulated a policy that supports the integration of students with disabilities into regular schools. This study investigated the attitudes of Hong Kong primary school principals toward integration, with a view to determining if these school leaders are prepared to implement integrated education practices in their schools. A modified version of the School Principals’ Attitudes toward Inclusion scale (Bailey, 2004) was used to collect data from participants. Based on the responses of 130 primary school principals, it was found that their attitudes toward integration were slightly negative. Principals who had less teaching experience and who were administering schools with smaller student enrolment were found to hold more positive attitudes toward integration. The variable of “having a family member or close friend with a disability” had a significant and positive effect on the principals’ attitudes toward integration.  相似文献

This case study of school district educational reform in the United States adds to the knowledge base of macropolitics of federal, state and local governing bodies and private sector agencies in formulating educational policies: It also contributes to our understanding the microplitics of policy implementation. Middle managers’ political acquiescence and resistance to district-wide decentralization and distributive leadership initiatives were studied using a longitudinal, ten-year (1998–2008) case study method. Middle managers were faced with a dilemma when the school district implemented a state sponsored decentralization policy that included adoption of distributed leadership and Total Quality Management (TQM). On the one hand, middle managers risked termination if they failed to implement legislated reform policies and the superintendent’s directives. On the other hand, if they succesfully implemented such policies their positions would become redundant. Initially responses of middle managers ranged along a continuum from acquiescence to resistance however as implementation of the decentralization initiative accelerated, middle managers’ political resistance increased in scope and intensity. Findings from the case study discussed in this article that superintendent’s success at implementation of district-wide decentralization policies is related to the nature and structure of microplolitics at the middle management level of the organization. In addition, findings suggest that internal evaluation processes used to assess the success of the district change process were compromised by miropolitics. Understanding that those who implement policy have the capacity to reshape and even prevent implementation as intended by officials at higher levels may contribute to reframing program evaluation methods as well as enhancing understanding of the politics of the superintendency.  相似文献

The supra-national level has become increasingly important in educational policy formulation. This paper describes and compares two settings in which growth in these supra-national policies is evident—in Europe and in Africa. Key themes arising in policy documents in each context are examined. A distinction is drawn in analysis between themes classified as ‘global means’, such as qualification frameworks and quality assurance mechanisms, which are becoming international norms and which show close similarity across contexts, and regional goals or ‘themes’ in supra-national policy. The paper argues that although there are apparent similarities between the policy goals espoused in ‘regional themes’, context plays an important part in understanding the meanings of these policy goals. In closer analysis, there are differences both in the underlying problems which the policy goals are intended to address, and in the prioritisation given to these goals. This finding is examined in the light of debates regarding policy convergence, specifically drawing on Vaira’s (2004) framework for institutional analysis.  相似文献

According to theories of students’ test preparation, students may optimize their test performance by paying special attention to important information and processing this information in ways that are appropriate to the type of questions included in the forthcoming test. However, research is unclear about the conditions under which students adapt study strategies to the demands of test preparation tasks. Moreover, little is known about the processes and abilities involved. In this article, we present a theoretical model that integrates various factors that seem relevant to strategy adaptation in test preparation, including the teacher’s intended task demands, students’ perceptions of these demands, students’ personal goals for studying, and their ability to adapt and implement strategies. The aim of our model is to stimulate further research on strategy adaptation, which may eventually provide evidence-based guidelines that could help teachers support the development of students’ strategy adaptability and use tests as learning tools.  相似文献

This pilot study documents the design and evaluation results of an innovative teaching approach with the use of ICT regarding the optics concepts of light reflection and diffusion, and vision in Greek primary school. First there was a survey of 140 students to ascertain their initial ideas regarding these concepts. On the basis of the results of that survey, a range of ICT tools were developed, including a multimedia software application and a piece of Greek physics educational software. They were then used in the classroom together with an applet on the Web and printed students’ worksheets, and their effectiveness was evaluated. Teaching was implemented in four Greek primary school classes with 81 students. Another 59 students were taught the subject traditionally. Before and after instruction all students answered a written questionnaire. Data analysis revealed that students of the experimental group achieved statistically better performance and manifested conceptual change whereas students in the control group students presented only a minimal evolution in their initial ideas.  相似文献

Intervention at scale with the aim of improving student participation, engagement and outcomes in mathematics education is a challenge for educational policy makers and reformers. This article argues that an iterative annual cycle of policy formulation, implementation and evaluation enabled ongoing adjustments to the strategic focus, the professional development model and the system infrastructure as the New Zealand Numeracy Development Project was taken to scale. The analysis draws on the project’s evaluation data over a 6-year period to demonstrate how adjustments were made over time to the pedagogical tools and to the professional development processes. The ongoing development of knowledge supported the management of strategic risks in taking the project to scale: the ongoing appropriation of adequate levels of resourcing to support the school-based professional development model and the availability of system-wide expertise for effective implementation. The analysis suggests that conceptualising implementation as an interdependent and interrelated component of an iterative policy process and as an opportunity for knowledge building ensured a continuing focus on student outcomes. The dynamic approach to the policy process appeared central to building this intervention’s effectiveness and feasibility at scale.  相似文献

Today, organizations are increasingly implementing assessment tools such as Personal Development Plans. Although the true power of the tool lies in supporting the employee’s continuing professional development, organizations implement the tool for various different purposes, professional development purposes on the one hand and promotion/salary raise/selection/accountability purposes on the other (Smith and Tillema 2001). The study presented here aims at a better understanding of how the purpose of the Personal Development Plan (PDP), as perceived by the employee, influences the extent to which s/he undertakes learning activities and consequently leads to improved performance. Data were collected from 286 employees working in a regional Dutch governmental office and 81 experts from an international organization that is specialized in medical technology (N = 367). Data were analyzed by conducting hierarchical regression analyses. Results indicate that perceiving the PDP either as a learning and development tool or as a promotion and selection tool, positively predicts the undertaking of learning activities and the employee’s performance. Follow-up regression analysis indicated that the most powerful predictor of undertaking learning activities and a high-quality performance is the extent to which employees perceive PDPs as serving learning and development purposes. The results of this study suggest that if an organization wants their employees to learn by undertaking learning activities and in turn perform better, the tool should in the first place be introduced and used as a learning and development tool.  相似文献

There are few available instruments that assess students’ perceptions of university teaching and learning environments and can be used to provide diagnostic feedback, at the degree or program level, on the quality of the environment. This article describes the development, testing and application, for quality assurance purposes, of a suitable instrument. The final version of the questionnaire includes scales seeking students’ feedback on nine facets of the teaching and learning environment. There are also scales seeking students’ perceptions of the influence of the environment on the development of eight generic capabilities. The 17 scales have been shown to be reliable. Validity has been established by the use of faculty panels to select appropriate generic capabilities and by testing, by structural equation modelling, of an underlying model of the nurturing of capabilities by the environment. The questionnaire has proved to be highly diagnostic when used for quality assurance purposes. A case is given showing how the questionnaire identifies strengths and weaknesses, which can lead to action plans for quality improvement.  相似文献

The paper is a theoretical reflection on a research study of ‘Create-A-Scape’, a software resource for making mediascapes to support learning in the primary and secondary school curriculum. Mediascapes are collections of location-sensitive texts, sounds and images that are geo-tagged or ‘attached to’ the local landscape, and learners use mobile technologies, such as PDAs, to roam in a space or landscape to detect and respond to these multimedia tags. The study, commissioned by Futurelab, was conducted in the summer of 2007 in England. Its aims were to investigate the Create-A-Scape resource and present insights into its use, perceptions of use, and the implications and potential of mediascape tools for learning, teaching and pedagogy. A survey of all who had downloaded the software outlined early perceptions and use of the resource. Five selected case studies were developed through visits, observations and interviews with teachers and pupils using the resources to create mediascape activities. A cross-case analysis articulated three distinctive theoretical perspectives, namely creativity, teacher knowledge and a sense of place. The paper presents the conduct and findings of the study, develops the discussion of the theoretical framework, and considers the potential of such resources for mobile technologies in curriculum integration, and supporting learning in meaningful physical places.  相似文献

According to self-determination theory, when teachers establish an autonomy supportive climate in the classroom, students demonstrate high levels of self-determination and are intrinsically motivated. The aim of this study was to identify factors leading teachers (N=336) to report that they create such a climate. We conducted a path analysis in order to examine the respective roles of teachers’ implicit theories, their seniority, and their perceptions of pressures at work. We also attempted to find out whether these personal and contextual variables have a direct influence or are mediated by teachers’ self-efficacy. Our first finding was that a theory of academic ability as a fixed trait caused a drop in the teachers’ reported support for autonomy. On the other hand, the belief that academic abilities can be improved through students’ own efforts indirectly favored an autonomy supportive climate by acting positively on the teachers’ self-efficacy. Also, seniority had a significant positive effect on autonomy support that was direct, but was also mediated by self-efficacy. Finally, perceived pressures had a negative impact on reported autonomy support, but their influence was also mediated by self-efficacy.  相似文献

We compared effects of tutoring by students and by staff. In four courses in each of two consecutive first years of an undergraduate problem-based law curriculum we examined the achievements and perceptions of tutors of students taught by student and staff tutors. Achievements were measured by the results on the regular end-of-course tests. After the end-of-course tests students’ perceptions were obtained by an online questionnaire and by a semi-structured focus group interview. The aim of the focus groups was to gain more in-depth insight into students’ perceptions. No significant differences in achievement and perceptions of tutors were found. Students’ perceptions of both staff and student tutors were generally positive. The results suggest that students that are carefully selected and well trained can be effective as tutors in the first year of an undergraduate problem-based curriculum.  相似文献

The present study examines teachers’ perceptions of organizational changes in their elementary schools. These changes occurred following the implementation of a long-term comprehensive school improvement project (CSIP). One hundred and seventy one teachers who taught in six elementary schools located in two different school districts in Israel responded to a questionnaire both before and after a period of 3 years during which they participated in a CSIP. The teachers, assisted by six professional consultants, one in each school, studied cooperative learning as well as new forms of collaborative staff work. The study addressed two primary research questions: What changes in teachers’ perceptions of their schools’ organizational culture emerged from teachers’ participation in the project? How were the professional relationships between the schools’ supervisors and the teachers in the two districts reflected in the teachers’ perception of school organizational changes? Results indicated that teachers in three schools from one district recorded a significant improvement in their perceptions of their schools’ organizational culture at the end of the project, whereas the teachers from the other district indicated either no change, or a significant decline in their evaluation of their schools’ organizational culture. A cross-validation of the teachers’ data was performed through a content analysis of 500 reports written over the course of 2 years, submitted by six external consultants. The analysis yielded four categories: general difficulties to work with the school’s staff, problems implementing the project, teacher resistance, and cancellations of planned meetings. The analysis provided valuable information as to why the teachers from the two districts differed in their reactions to the project.  相似文献
