This study evaluates four growth prediction models—projection, student growth percentile, trajectory, and transition table—commonly used to forecast (and give schools credit for) middle school students' future proficiency. Analyses focused on vertically scaled summative mathematics assessments, and two performance standards conditions (high rigor and low rigor) were examined. Results suggest that, when “status plus growth” is the accountability metric a state uses to reward or sanction schools, growth prediction models offer value above and beyond status‐only accountability systems in most, but not all, circumstances. Predictive growth models offer little value beyond status‐only systems if the future target proficiency cut score is rigorous. Conversely, certain models (e.g., projection) provide substantial additional value when the future target cut score is relatively low. In general, growth prediction models' predictive value is limited by a lack of power to detect students who are truly on‐track. Limitations and policy implications are discussed, including the utility of growth projection models in assessment and accountability systems organized around ambitious college‐readiness goals.  相似文献

In recent years, many U.S. states have introduced growth models as part of their educational accountability systems. Although the validity of growth‐based accountability models has been evaluated for the general population, the impact of those models for English language learner (ELL) students, a growing segment of the student population, has not received sufficient attention. We evaluated three commonly used growth models: value tables or transition matrices, projection models, and student growth percentiles (SGP). The value table model identified more ELL students as on track to proficiency, but with lower accuracy for ELL students. The projection and SGP models were more accurate overall, but classified the fewest ELL students as on track and were less likely to identify ELL students who would later be proficient. We found that each model had significant trade‐offs in terms of the decisions made for ELL students. These findings should be replicated in additional state contexts and considered in the development of future growth‐based accountability policies.  相似文献

Recent test‐based accountability policy in the U.S. has involved annually assessing all students in core subjects and holding schools accountable for adequate progress of all students by implementing sanctions when adequate progress is not met. Despite its potential benefits, basing educational policy on assessments developed for a student population of White, middle‐ and upper‐class, and native speakers of English opens the door for numerous pitfalls when the assessments are applied to minority populations including students of color, low SES, and learning English as a new language. There exists a paradox; while minority students are a primary intended beneficiary of the test‐based accountability policy, the assessments used in the policy have been shown to have many shortcomings when applied to these students. This article weighs the benefits and pitfalls that test‐based accountability brings for minority students. Education reforms in England are increasingly justified by borrowing ‘best practices’ of high-performing East Asian societies, including Hong Kong, Singapore and Shanghai. However, taking the reforms of school accountability as an illustrative example, this article argues that there are serious variations between England and its East Asian sources of ‘borrowing’ with regard to the ways in which schools are held to be accountable. How school accountability is organised and operationalised in practice deeply depends on socio-political priorities of each society. Therefore, education policy borrowing from East Asia to England is potentially extremely difficult. Furthermore, this article remains alert to the possibility that the claim (about improving the education system in England through imitating East Asian models) is symbolic rather than practical – symbolic in the sense of producing legitimacy for pre-existing policy agendas.  相似文献

The present study examined the interactive effects of school norms, peer norms, and accountability on children's intergroup attitudes. Participants (= 229) aged 5–11 years, in a between‐subjects design, were randomly assigned to a peer group with an inclusion or exclusion norm, learned their school either had an inclusion norm or not, and were accountable to either their peer group, teachers, or nobody. Findings indicated, irrespective of age, that an inclusive school norm was less effective when the peer group had an exclusive norm and children were held accountable to their peers or teachers. These findings support social identity development theory (D. Nesdale, 2004, 2007), which expects both the in‐group peer and school norm to influence children's intergroup attitudes.  相似文献

Contemporary educational accountability systems, including state‐level systems prescribed under No Child Left Behind as well as those envisioned under the “Race to the Top” comprehensive assessment competition, rely on school‐level summaries of student test scores. The precision of these score summaries is almost always evaluated using models that ignore the classroom‐level clustering of students within schools. This paper reports balanced and unbalanced generalizability analyses investigating the consequences of ignoring variation at the level of classrooms within schools when analyzing the reliability of such school‐level accountability measures. Results show that the reliability of school means cannot be determined accurately when classroom‐level effects are ignored. Failure to take between‐classroom variance into account biases generalizability (G) coefficient estimates downward and standard errors (SEs) upward if classroom‐level effects are regarded as fixed, and biases G‐coefficient estimates upward and SEs downward if they are regarded as random. These biases become more severe as the difference between the school‐level intraclass correlation (ICC) and the class‐level ICC increases. School‐accountability systems should be designed so that classroom (or teacher) level variation can be taken into consideration when quantifying the precision of school rankings, and statistical models for school mean score reliability should incorporate this information.  相似文献

This paper explores the impact of external accountability on four mechanisms of network-internal quality control and the properties of (mandated) inter-organizational networks. An explorative case study approach examines the external accountability of a newly established educational network (MAT) and how schools and the Trust are held accountable by the English Inspectorate of Education, Ofsted and the Department for Education (DfE), through Regional Schools Commissioners (RSCs). Analysis of documents and interviews were used to reconstruct a sequence of events over a period of five and a half years. Our findings indicate that the combination of accountability activities led to more centralized control over, and monitoring of curriculum, assessment and school improvement. This was accompanied by a pause in the growth of the Trust and the establishment of a regional structure of school collaboration. As accountability is particularly organized around individual school performance (through Ofsted inspections), this limited development of internal mechanisms of quality control around network-level outcomes. A short-term focus dominated the allocation of resources to schools in special measures or with an upcoming inspection visit. In the discussion, an alternative model is presented for network-level accountability and a set of indicators for effective accountability of collaborative arrangements.  相似文献

States participating in the Growth Model Pilot Program reference individual student growth against “proficiency” cut scores that conform with the original No Child Left Behind Act (NCLB). Although achievement results from conventional NCLB models are also cut‐score dependent, the functional relationships between cut‐score location and growth results are more complex and are not currently well described. We apply cut‐score scenarios to longitudinal data to demonstrate the dependence of state‐ and school‐level growth results on cut‐score choice. This dependence is examined along three dimensions: 1) rigor, as states set cut scores largely at their discretion, 2) across‐grade articulation, as the rigor of proficiency standards may vary across grades, and 3) the time horizon chosen for growth to proficiency. Results show that the selection of plausible alternative cut scores within a growth model can change the percentage of students “on track to proficiency” by more than 20 percentage points and reverse accountability decisions for more than 40% of schools. We contribute a framework for predicting these dependencies, and we argue that the cut‐score dependence of large‐scale growth statistics must be made transparent, particularly for comparisons of growth results across states.  相似文献

For the past decade, the accountability model associated with No Child Left Behind (NCLB) emphasized proficiency on end of year tests; with Every Student Succeeds Act (ESSA) the emphasis on proficiency within statewide testing programs, though now integrated with other measures of student learning, nevertheless remains a primary metric for reporting achievement. We examine transition over categories across two years for three cohorts of middle school students as one means for evaluating change. We document school effects for seven models by analyzing relations among them and comparing them to the actual change in movement across categories. We report moderate to high correlations across the transition models though they differed vastly in the (a) assumptions behind them, and (b) ranking of schools with actual transitions. The findings, therefore, need to be considered in the context of assumptions embodied in each transition model to adequately understand their worth in reporting school effects.  相似文献

Research has often found that, when high school grades and SAT scores are used to predict first‐year college grade‐point average (FGPA) via regression analysis, African‐American and Latino students, are, on average, predicted to earn higher FGPAs than they actually do. Under various plausible models, this phenomenon can be explained in terms of the unreliability of predictor variables. Attributing overprediction to measurement error, however, is not fully satisfactory: Might the measurement errors in the predictor variables be systematic in part, and could they be reduced? The research hypothesis in the current study was that the overprediction of Latino and African‐American performance occurs, at least in part, because these students are more likely than White students to attend high schools with fewer resources. The study provided some support for this hypothesis and showed that the prediction of college grades can be improved using information about high school socioeconomic status. An interesting peripheral finding was that grades provided by students’ high schools were stronger predictors of FGPA than were students’ self‐reported high school grades. Correlations between the two types of high school grades (computed for each of 18 colleges) ranged from .59 to .85.  相似文献

School accountability is such a familiar concept in many education systems that questions about what it actually means and entails are rather uncommon, especially to busy practitioners on the ground. This paper reports a research that examines each of the questions of what and to whom Singapore schools are accountable, from the point of practitioners holding leadership positions in Singapore schools. This research was a qualitative study with a sample of 36 vice-principals. This analysis was enriched and interpreted with a literature-based discussion, which pointed out the implications of the research findings. According to the findings, the participants felt that Singapore schools were accountable for students’ holistic development; site, funding and staff management; national survival and nation building; and humanity and the future. Singapore schools were accountable to students, parents, country and citizens, and themselves. Interestingly, for a system that was reputed for its academic achievement, none of the participants mentioned examination results directly but referred to the importance of holistic education. The findings also suggested an inseparability of the concepts ‘accountability’ and ‘responsibility’ in the participants’ minds.  相似文献

In many countries school inspection is a major way in which schools are held accountable. This article sets out some of the limitations of inspection. The aims of inspection, the language of inspection and the inspection of standards, teaching and learning are examined critically. It is argued that school inspection does have its uses as an instrument of accountability but these are far more limited than governments or inspectorates themselves acknowledge.  相似文献

Many school accountability programs are built on the premise that the sanctions attached to failure will produce higher future student achievement. Furthermore, such programs often include subgroup achievement rules that attempt to hold schools accountable for the performance of all demographic classes of students. This paper looks at two issues: the degree to which such rules increase the likelihood of school failure, and the effect of failure to meet a performance standard on subsequent student achievement. Using data from California's state accountability program, I find that subgroup rules lead to otherwise similar schools having different probabilities of failure. I also find that subgroup induced failure leads to lower future student achievement under both the state's system and its’ implementation of No Child Left Behind. This implies that small demographic differences play a large role in how schools are judged and how they perform under current accountability systems.  相似文献

Value-added models and growth-based accountability aim to evaluate school??s performance based on student growth in learning. The current focus is on linking the results from value-added models to the ones from growth-based accountability systems including Adequate Yearly Progress decisions mandated by No Child Left Behind. We present a new statistical approach that extends the current value-added modeling possibilities and focuses on using latent longitudinal growth curves to estimate the probabilities of students reaching proficiency. The aim is to utilize time-series measures of student achievement scores to estimate latent growth curves and use them as predictors of a dichotomous outcome, such as proficiency or passing a high-stakes exam, within a single multilevel longitudinal model. We illustrated this method through analyzing a three-year data set of longitudinal achievement scores and California High School Exit Exam scores from a large urban school district. This latent variable growth logistic model is useful for (1) early identification of students at risk of failing or of those who are most in need; (2) a validation or/and adequacy of student growth over years with relation to distal outcome criteria; (3) evaluation of a longitudinal intervention study.  相似文献

This study examined out‐of‐school suspensions (OSS) in a large, ethnically diverse school district using both quantitative and qualitative procedures. Pearson product moment correlations and semi‐partial correlations were used to identify those school‐level variables that showed the strongest relationships to the duplicated OSS rate among elementary schools (n = 97) and secondary schools (n = 45). Additionally, interviews were conducted with administrators and student support personnel from the 24 schools in the district with the highest suspension rates and 24 demographically matched schools with significantly lower suspension rates. The majority of these schools served a high percentage of children from low socioeconomic backgrounds. Although the correlational analyses indicated that student demographic variables (e.g., percentage of White students, percentage of Black students, percentage of students receiving free or reduced price lunch) were strongly related to a school's suspension rate, the school comparisons showed that not all schools serving a high percentage of children placed at risk have high suspension rates. Estimating added value as an indicator of school effectiveness in the context of educational accountability often occurs using test or examination scores of students. This study investigates the possibilities for using scores of educational positions as an alternative indicator. A number of advantages of a value added indicator based on educational positions of students can be formulated, such as: (a) the societal significance of educational position as output measure; (b) the fact that a single indicator can be estimated for an entire school in a differentiated educational system, where not all schools provide education in all tracks; and (c) the expectation that value added based on educational positions leads to other incentives for schools than value added based on test scores. Empirical analysis of Dutch cohort data (VOCL'99) for secondary education showed considerable differences in effectiveness between schools in the positions of students. Furthermore, differential school effects were found for both socio‐economic status and prior achievement. The phenomena of differential school effects for socio‐economic status and prior achievement are linked to differences between schools in the kind of tracks in which the schools provide schooling.  相似文献

Increasing job duties and responsibilities associated with the changing role of school principals have prompted even greater accountability. As a result, principals are faced with competing demands and expectations in various forms of accountability from multiple stakeholders. This study examines principals’ perception of accountability in the context of work intensification with a particular focus on the question of “accountable to whom and why.” A total of 1434 practicing principals responded to an online survey that sought to determine the groups and individuals to whom principals feel accountable, and why principals feel accountable to those particular individuals or groups. The survey achieved a response rate of 52.68%. The research results show balancing competing accountabilities concerning students has become a daunting task for school principals. The competing if not conflicting expectations from (federal and state/provincial) educational authorities, teachers, parents, students, and various interest groups often pose significant challenges to principals’ work and add to the complexity of principals’ role. The unrealistic expectations imposed on principals make it imperative to critically examine the changing role of school principals and identify essential and legislatively mandated duties and responsibilities of principalship to better reflect and address their intensified work realities.

In March, 1991, the Hong Kong Government launched a scheme entitled the School Management Initiative. As suggested by the sub-title, “Setting the Framework for Quality in Hong Kong Schools,” the concern was for quality education. In September, 1991, 21 aided secondary schools took part in a pilot scheme. The schools were asked to set up a framework for accountability. This chapter reports how the teachers in the pilot schools responded to these changes. It was found that teachers who were involved in school administration were more favorably disposed to the changes. The remaining half of the teachers who were not involved in school administration were less enthusiastic. Both groups of teachers complained about the heavy increase of work load and reported that the accountability framework failed to make any impact on the quality of teaching.  相似文献

This study explored comprehension monitoring, use of reading strategies and reading comprehension of bilingual students at different levels of perceived proficiency in Italian. The participants were bilingual fifth to eighth‐grade elementary school students from four Italian schools in Rijeka, Croatia. Students' reading comprehension was assessed. Their comprehension monitoring skill was measured on the Metacomprehension test and through use of a cloze task. The Strategic Reading Questionnaire (SRQ) was used as a self‐report measure of strategic reading. A questionnaire investigating Italian language use and perceived proficiency in the Italian language was also administered. Perceived proficiency in Italian was not clearly determined by early or late preschool age of second language acquisition. Bilingual students with high perceived proficiency in Italian (high PP group) had better meta‐cognitive reading skills than those with low perceived proficiency in Italian (low PP group). Comprehension monitoring was the most important predictor of reading comprehension in all students.  相似文献

This study examined the extent to which the association between increased student absence and lower achievement outcomes varied by student and school‐level socioeconomic characteristics. Analyses were based on the enrolment, absence and achievement records of 89,365 Year 5, 7 and 9 students attending government schools in Western Australian between 2008 and 2012. Multivariate multi‐level modelling methods were used to estimate numeracy, writing and reading outcomes based on school absence, and interactions between levels of absence and school socioeconomic index (SEI), prior achievement, gender, ethnicity, language background, parent education and occupation status. While the effects of absence on achievement were greater for previously high‐achieving students, there were few significant interactions between absence and any of the socioeconomic measures on achievement outcomes. The results of first‐difference regression models indicated that the negative effect of an increase in absence was marginally larger for students attending more advantaged schools, though most effects were very small. While students from disadvantaged schools have, on average, more absences than their advantaged peers, there is very little evidence to suggest that the effects of absence are greater for those attending lower‐SEI schools. School attendance should therefore be a priority for all schools, and not just those with high rates of absence or low average achievement.  相似文献
