作为利益相关者组织的大学——在职工程硕士教育系统是一个集知识传授、科学研究和人才培养等诸多组织活动的联合,是一个包括政府、大学、生源单位和学生等利益相关者的"共同体"。在职工程硕士教育质量的利益相关者分为外部利益相关者和内部利益相关者。外部利益相关者包括政府管理部门、生源单位和社会各界等;内部利益相关者包括大学管理层、教职员工和工程硕士学员等。不同利益相关者对教育质量保障的期望、价值和利益诉求不尽相同。为了实现利益相关者整体利益的最大化,确保在职工程硕士教育质量,需要在工程硕士教育质量保障方面,权衡利益相关者的利益,建立利益相关者共同参与的治理机制。 相似文献

与企业相比,大学是一种典型的利益相关者组织,大学的决策必须权衡和兼顾各方利益相关者的利益。大学的利益相关者可以分为核心利益相关者、重要利益相关者、间接利益相关者和边缘利益相关者四个层次。为了维护各方利益相关者的利益,应重视大学利益相关者共同治理,加强大学外部利益相关者对大学的监督,强化大学内部利益相关者的权力制衡等,以推进我国大学管理体制的改革与创新。 相似文献

大学战略管理首先要解决的问题是进行利益相关者分析。根据利益相关者对大学战略的影响程度,可以将其分为外部利益相关者和内部利益相关者。外部利益相关者通过是否与大学合作、是否为其提供社会或政策支持从而改变大学的竞争环境、竞争优势和竞争标的来影响大学战略,内部利益相关者从大学战略的实施为各自价值最大化提供基础出发对大学战略进行影响。利益相关者通过政策法规、供求关系、参与学校决策三种形式影响大学战略管理过程。对利益相关者定位通常采用权力-动力矩阵和权力-利益矩阵法。根据利益相关者对大学战略的威胁和支持程度的高低,可以分别采取维持型、摇摆型、进攻型和防御性四种不同的管理策略来进行应对。 相似文献
