Understandings of young children as active and capable citizens, while evident in discourses of early childhood education and research, are not widely reflected in the policy for the early years of schooling in Australia. This paper makes an analysis of the gaps and tensions between discourses of young children as active citizens and policy for citizenship education at the national level in Australia and at the Queensland State level. There is a widespread discourse within early childhood that regards young children as citizens and democratic participants in their own lives, as a reflection of the oft-cited Article 12 in the UN Convention on the Rights of the Child. However, educational policy and curriculum for citizenship in Australia, by and large, adheres to age and stage understandings of children that deem young children unable to conceptualise and/or articulate ideas of what it means to ‘be a good citizen’. We ask which discourses are being harnessed in educational policy for citizenship in Australia, what discourses are silenced or ignored and what this tells us about how young children are thought about in Australian politics and education.  相似文献

How is citizenship understood in South Africa, a new democracy with a deeply divided past? This paper describes the approach to citizenship education in recent educational policy, and in curriculum developments. It does so against the background of a conceptualisation of citizenship based on both the participatory vision of the anti-apartheid struggle and on the citizen as presented in the new Constitution. The shifting nature of the divisions that still deeply divide this society is explored, together with tensions between what can be called the official conceptualisation of citizenship and a more popular interpretation of citizenship as access to socio economic rights. This tension poses potential problems in the democratic polity, as well as a challenge for citizenship education.  相似文献

Dutch society and educational policy see citizenship education as being an important task of education. The first section of this paper discusses the concept of citizenship and citizenship education, and analyses educational developments in the Netherlands. Following on from this introduction the second part of the paper puts forward a critical democratic pedagogy of citizenship education. With this proposed democratic pedagogy in mind, the third and final part of the paper goes on to analyse the discourses and developing practices of citizenship education in the Netherlands, and proposes a number of new possibilities.  相似文献

Assigning teachers to a position for which they are not suitably qualified influences effective educational leadership. The paper reveals assumptions and misconceptions about the lived experiences of teachers in out-of-field positions and what it means for effective educational leadership. The multilayered meaning of out-of-field teaching for quality education is an international concern which includes countries such as Australia, USA, UK, Korea, Europe, Turkey and South Africa. The paper reports on a transnational qualitative investigation conducted in Australia and South Africa at seven schools in different educational environments. The meaning of lived experiences in relation to out-of-field teaching and educational leadership is explored through the lenses of educational directors, principals, specialist and out-of-field teachers and parents. An in-depth discussion of the practical and social implications unveils taken-for-granted traditions and cultures in relation to out-of-field teaching. The paper concludes with an in-depth discussion of the meaning out-of-field teaching has for educational leadership, while it underlines specific complexities for decision-making and policy development. The need for further research in relation to educational leadership training and professional development in relation to the out-of-field situation is revealed.  相似文献

Nowadays education in the madrassahs (Muslim schools) is constantly being placed under the spotlight, such as being considered as seedbeds for terrorism. This article takes a critical look at some South African madrassahs with the aim to find out what these educational institutions do and whether or not the possibility for radicalisation and extremism exists. This paper considers the role of teacher education in England and South Africa in relation to education for democratic citizenship. It argues that teacher education should play a positive role in this respect but there has often been a contradiction between the structures and practices of teacher education and democratic forms of education. The paper analyses teacher education policy in both countries in the light of these arguments. It then goes on to discuss the practice of teacher education in both countries in relation to existing literature and evidence and interviews with student teachers at two universities in England and two in South Africa.  相似文献

In the last two decades, calls to place citizenship education (CE) at the top of national and European educational policy and research agendas have been gaining in prominence. Large‐scale comparative studies, such as the International Civic and Citizenship Education Study (ICCS), are often considered the main evidence base for setting these agendas and improving CE policies and practices. This article therefore considers the ICCS study as an inherent part of the process of translating general, educational aims into curricular policies and practices of CE. However, while critical voices about comparative educational studies have become paramount, a detailed analysis of their contents, of what and how they measure and what they promote as the aims of education is often lacking. This article aims to fill this gap by analysing the main research documents, design and items of the 2009 ICCS study. To find out what ICCS promotes as the goals of citizenship education, we examined its normative assumptions in terms of qualification, socialisation and/or subjectification. Our analysis shows that the qualification and socialisation functions are dominantly validated in all aspects of the study, whilst there is only marginal attention to subjectification. This implies that ICCS misses an important potential to document and/or promote pupils becoming autonomous and critical democratic citizens, whilst this is often considered a central aim of citizenship education by policymakers, practitioners and teachers.  相似文献

Post-1994 South Africa adopted a new education system that would seemingly break with the past practices of the apartheid education system (Naicker, 1999) and produce citizens prepared for a democratic dispensation in South Africa. Accordingly, the new system of outcomes-based education was introduced in order to create the critical mass needed for the transformation of society. Thus, schools would become the sites where democratic practices for democratic citizenship would be fostered. Government duly promulgated the applicable policy documents (55 and 67).  相似文献

This article examines the development of South Korean special education policy and suggests that different strategies of policy diffusion influenced the design of the policy at different times. Historically, South Korea relied on external pressures and influences, particularly US law and UN guidelines, to develop much of its human rights law, including special education. This article suggests that development of democratic infrastructure in South Korea led to improvements in the legislative development process in relation to current special education law, and this led to legislation that better identifies and addresses the needs of children with disabilities.  相似文献

In this article we address the issue of why democratic citizenship education should be incorporated more meaningfully into Islamic education discourses in formal institutions in the Arab and Muslim world. In the Arab and Muslim world civic and national education seem to be the dominant discourses. We argue that the latter discourses are inadequate to address some of the dystopias in the Arab and Muslim world such as the perpetuation of patriarchy, uncritical obedience to the state (often dictatorships), and blind patriotism. Consequently we posit that unless a culture of acceptance and hospitality (i.e. cosmopolitanism) is cultivated at Islamic educational institutions the possibility of democratic citizenship education unfolding is quite remote. That is, the future of Islamic education can only be re‐envisioned if an amended version of democratic citizenship education can inform Islamic education discourses in institutions—one constituted by a culture of acceptance and hospitality.  相似文献

This study explores how citizenship education in South Africa is guided by liberal and communitarian concepts of citizenship. Its contention is that citizenship education, as it has evolved through policy discourses on Values, Education and Democracy, is heavily influenced by liberal and communitarian concepts of citizenship. Nonetheless, the liberal-communitarian concept of citizenship education is not sufficient on its own to bring about educational transformation in institutions. Instead, citizenship education initiatives in South Africa need to promote a sense of compassion, motivating learners to take seriously the suffering of others. Civics education in Australia has experienced a dramatic transformation in the past few years. This change has been driven by several educational policy initiatives at both federal and state levels in response to a perceived need for a more active, participatory citizenry. A key feature of the new policies has been the deliberate inclusion of a set of values based on concepts of democratic citizenship. This article examines these developments in Australia, with particular emphasis upon values initiatives, as a new form of civics emerges.

Drawing on empirical data from two recent research studies in post-Apartheid South Africa, this paper asks what it means to be poor, young and black, and belong in a society that has suffered debilitating and dehumanising racial subjugation, actively excluding people from citizenship, and how poverty serves to perpetuate this exclusion. It examines the notions of citizenship and belonging and asks what are the meanings and markers of both in a country like South Africa. It focuses on alternative modes of belonging adopted by young people – in this case dreaming and adopting what they term ikasi style. The paper then shows how structural and symbolic violence are complicit in silencing the dreams and aspirations of poor youth, before expanding Ramphele and Brown's notion of ‘woundedness’ to consider its implications for citizenship and belonging. It concludes with modest recommendations regarding how this state of affairs might be redressed within educational and policy contexts.  相似文献

The 10‐year anniversary of the first democratic elections in South Africa in 2004 provoked much reflection and fuelled new policy debates on both the progress and failures of educational reform. While a myriad of achievements have been touted and are well‐known to international audiences, a swelling critique from inside South Africa shows that much work remains to be done. By glancing backward as a way to understand how to move forward, we review several important recently published books on post‐apartheid education policy to learn how policies were conceived, what went well and what went seriously wrong. In engaging this extended analysis we provide a glimpse into the unique set of circumstances and challenges faced by the South African government over the last 15 years (namely the tensions between equity and redress and global competitiveness), while offering a sustained critique of the resulting policy outcomes through a social justice lens.  相似文献

This paper suggests that the dominant discourse of lifelong learning is a political rather than an educational discourse. On this view, lifelong learning enables the deconstruction of welfare to be effected through the reconstruction of citizenship. Democratic citizenship properly understood, on the other hand, depends on determined progress towards a more equitable distribution of material and cultural resources among citizens. Education on its own can do little to ensure that such structural change takes place. It is, nevertheless, the task of critical adult education, as distinct from economistic models of lifelong learning, to raise such questions as urgent issues for democratic deliberation and debate, and to expand our notions of what it means to be active citizens in a democratic society. In this paper I critically examine the changing nature of teacher professionalism in relation to educational policy-making, specifically, the new national policy for values education in Australian schools, and a newly endorsedCultural Understandings syllabus for teaching in New South Wales' secondary schools. I argue that these policy changes connect teachers' work to a broad citizenship agenda, where values formation is increasingly seen as a core responsibility of teachers, and intercultural education is proposed as a domestic strategy for social cohesion.  相似文献

Decentralization of educational governance is characterized by the recent education reform in Korea. With the election of progressive superintendents and local council members, educational policy conflicts have often occurred and deepened in the process of decision-making and implementation of policies such as School Violence Prevention, National Assessment of Education Achievement, Autonomous Private High School, and Teacher Appraisal for Professional Development. This paper examined what were key issues related to these conflicts, what caused these conflicts, and how they progressed by analyzing recent legal cases during the last 5 years (2010–2014) between central and local governments. Findings showed that three factors might be associated with policy conflicts in educational governance: Ambiguous authority and responsibility of educational administration, tensions of political and educational ideas and ideologies, and inadequacy of conflict prevention and coordination. Final findings of the study will provide valuable information to enhance cooperation between central and local educational governance.  相似文献

This paper advances the idea that ‘education for the social inclusion of children’ is similar but different to ‘inclusive education’ as it has come to be understood and used by some authors and UK government documents. ‘Inclusive education’ tends to carry an inward emphasis on the participation of children in the education system (with discussions on school culture, transitions, truancy, exclusion rates, underachievement, and school leaving age). In contrast, education for the promotion of children's social inclusion requires an outward emphasis on children's participation in ‘mainstream’ society while they are still children. The latter emphasis is seen to be lacking in educational policy discourse in Scotland though a recent shift in policy towards education for active citizenship is noted. Examples are provided to show how many policy statements enact a limitation on the scope for education to promote children's social inclusion by emphasizing children's deficits as social actors and focussing on the ‘condition’ of social exclusion. The paper draws on an empirical study of children's participation in changing school grounds in Scotland. The analysis shows how the enclosure of learning in books, classrooms and normative curricula was challenged. Learning from school grounds developments was constructed relationally and spatially, but the scope of what was to be learned was often delineated by adults. The paper closes with a discussion of how education that promotes the social inclusion of children will benefit from seeing both children and adults as current though partial citizens and using socio-spatial opportunities for the generation of uncertain curricula through their shared and/or differentiated participation.  相似文献
