This paper addresses the value of the Bologna Process in placing the European Higher Education Area (EHEA) on a solid institutional footing. How far has Bologna contributed to firming up the views academia, management and students have of the EHEA? The article is based on a survey administered across four systems of higher education in 2008. It underlines the importance for those active in shaping policy both at national and at European level to take fully into account the views of the different interests in higher education, difficult and at times non committal though these latter might be.  相似文献

This article examines the role of the European Union's Commission in weaving together the Bologna Process and the Lisbon research strategy with its existing educational initiatives to define and disseminate an influential vision of European higher education. The article begins by outlining the Commission's activities in relation to EU education programmes, the Lisbon research agenda and the Bologna Process. It goes on to examine, in a variety of policy texts, the discourse of European higher education that is supported by, and supporting, these large-scale policy developments. Whilst the overall coherence and cohesiveness of this emerging discourse can be queried, the article argues that the Commission is drawing effectively on both Bologna and Lisbon to firmly constitute — and reconstitute — higher education as a European policy domain. The article concludes with an analysis of how different educational stakeholders are supported and restricted by the Commission's views of higher education, as articulated through its 'hybrid' Bologna/Lisbon agenda.  相似文献

ABSTRACT

This paper examines how initial proposals for grant‐maintained (GM) schools were developed by the Department of Education and Science (DES) as it took them forward into legislation. Drawing on interviews conducted with officials involved in creating a statutory framework for GM schools, the paper addresses wider issues of policy generation including the extent to which civil servants influence the content of education policy. In the case of GM schools policy, this study suggests that the DES developed the original policy proposals in ways unforeseen by its early advocates. It concludes by reviewing the significance of recent changes to the policy and argues that these have to be interpreted in light of the government's ideological commitment to bring ‘market principles’ to the education service.  相似文献

对目前高等教育界流行的主要的质量观进行分析和概括,认为,大众高等教育必然出现多样的高等教育质量观,否则高等教育只能停留在精英阶段而不能发展.而这些不同的质量观,都是在一定程度上、一个侧面反映人们对高等教育质量的认识,它们是辩证统一体.在高等教育大众化发展过程中,应以多样高等教育质量观为指导,建立多样化的评价系统,促进高校的多样化发展.并进一步指出,树立多样高等教育质量观,绝非不要关注当前高等教育存在的质量问题,高等教育质量始终是高等教育的生命线.  相似文献

Various studies have investigated the views of higher education staff and students about sustainability, yet educational developer perspectives are under-represented in the research. This project gathered educational developer perspectives about sustainability in the curriculum. It sought to capture their views about a national sustainability policy; about the relationship between educational development and sustainability curriculum change; and whether sustainability should form part of their own roles. It was informed by the ‘theory of the second-best’ and involved nine interviews. Educational developers raised concerns about the policy, whilst opinions about their own involvement varied. It is argued that policy should provide clearer statements about curriculum, and educational developers should be involved in its development.  相似文献

In the 10 years since 1978 there has been an explosion of courses aimed at widening access to higher education. This paper reviews the development of those courses and the issues surrounding them. In general the courses developed in an ad hoc fashion determined at local level. However as the DES draws access provision into the centre of educational policy that local diversity may be threatened. If DES policy on widening access is to succeed then it will have to move beyond exhortation to face major policy issues such as the reallocation of resources: but if it does this then the initial emphasis of practitioners on directing resources at disadvantaged groups may itself be constrained. A coherent strategy is necessary if the original aims of access provision are to be realised.  相似文献

This article is based on an ESRC/DFID funded research project on Widening Participation in Higher Education in Ghana and Tanzania: Developing an Equity Scorecard (http://www.sussex.ac.uk/education/wideningparticipation). There are questions about whether widening participation in higher education is a force for democratisation or differentiation. While participation rates are increasing globally, there has been scant research or socio-cultural theorisation of how different structures of inequality intersect in the developing world. Questions also need to be posed about how higher education relates to policy discourses of poverty reduction and the Millennium Development Goals. The article explores participation in higher education, utilising statistical data and life history interviews with students in two public and two private universities. It focuses on how gender and socio-economic status intersect and constrain or facilitate participation in higher education. Findings to date suggest that opportunity structures reflect social inequalities.  相似文献

Due to the fact that the outcomes of education for most school leavers who are deaf in Northern Ireland are weak literacy skills and below average reading ages, a study was undertaken to investigate this situation. The views and experiences of teachers of children who are deaf, and of young people who are deaf in Northern Ireland, where oral and total communication forms of instruction are employed in their education were compared with those of Sweden where a sign bilingual is used in education, in the context of current policy and practice. The aim of the study was to find out if there are elements of Swedish policy and practice that could help resolve the situation for Northern Irish learners who are deaf. A qualitative approach was adopted via interviews with teachers of deaf and young people who were deaf in both countries. Findings are reported in relation to policy and practice in education, attitudes to deafness, status of sign language and other factors.  相似文献

Public debate on higher education reform today is dominated by competing views about what higher education institutions, particularly universities, are or should become. To a surprising extent, these views are based upon highly simplified characterisations of university history. The claims in question have been repeated so often that they have become clichés. Historical research has challenged all these conventional claims. The article aims to acquaint readers with the most important of these challenging results. Central here is an analysis of The Humboldt Myth about the rise of the modern research university in Germany and its alleged export to the US, and of the reasons why that myth remains so powerful, even though it has very little relation to realities on the ground. A second goal is to try to bring out some of the implications that a revision of standard views of higher education history might have for current policy debates, focusing in particular on the Bologna process.  相似文献

Attempts to make higher education more equitable more readily succeed at the aggregate (sector) level than at the institutional, with students from disadvantaged groups being overrepresented in low-status institutions. It is suggested that this is because policies of ‘fairness’ (i.e. proportional representation) dominate the contemporary policy framework and are strongly resisted by elite universities. However, using the Australian higher education sector as an example, this paper argues that equity policy is actually a mix of ‘proportional fairness’ and ‘inclusion’ and elite institutions resist not because the policy is deficient but because it might actually work. An alternative approach to higher education equity policy is proposed; one which requires elite institutions to engage meaningfully with disadvantaged students but allows them to retain their status advantage.  相似文献

The study investigated the stakeholders’ perceptions of South Korea’s higher education internationalization policy. Based on the research framework that defines four policy values—propriety, effectiveness, diversity, and engagement, the convergence model was employed with a concurrent mixed method sampling strategy to analyze the stakeholders’ perceptions. According to the findings, the stakeholders perceived that the government’s internationalization policy to date has contributed to the international competitiveness of Korean universities by and large in a quantitative manner. Their views however signaled that the government should consider the quality and identity of Korean higher education institutions when designing and implementing internationalization policy. Based on the implications that the findings have in the policy context, this study suggested two points for future policy research into Korean higher education internationalization: (1) develop a glonacal definition of world-classness for Korean universities and (2) build up a mixture model of centralization and decentralization for the government-university relations, which encourages internal self-governance of Korean universities.  相似文献

Government policies are central factors shaping the environment of higher education institutions. European governments have included in their higher education political strategies the principal goal of implementing the European Higher Education Area (EHEA). The perceptions that key actors of higher education institutions (HEIs) have about political developments are important as they may influence the achievement of government policy. The Bologna Process is at the heart of policy coordination, the instrument selected at European and national levels to establish EHEA. This article seeks to discuss empirically the views of institutional actors about the Bologna Process, taking into consideration the achievement of EHEA. The discussion is based on the analysis of the EHEA implementation in seven HEIs located in four higher education systems — Germany, Italy, Norway and Portugal. This paper draws on the theoretic-methodological approach of the policy cycle to analyse the perceptions of HEIs' constituencies about Bologna.  相似文献
