In June 1996, the Government Printing Office (GPO) published a plan for its transition to a more electronic Federal Depository Library Program (FDLP). This plan assumes that federal information policy requires that the FDLP provide permanent public access to remotely-accessible electronic government information products and indicates that such access will be provided through a network of partnerships comprised of the GPO, the National Archives and Records Administration (NARA), federal agencies, and FDLP libraries. GPO has established its first library partnership in this FDLP network with the University of Chicago at Illinois' Richard J. Daley Library and the Department of State (DOS) to ensure that DOS materials will be available for permanent public access through the FDLP. To extend the partnership network to publishing agencies, a partnership has been arranged with the Department of Energy (DOE) to ensure direct FDLP access to technical reports maintained on a DOE World Wide Web site.  相似文献

Abstract

Over the last ten years the Government Printing Office has made a massive shift from print to electronic media as the preferred distribution medium for government documents. Federal agencies over the same period have created large numbers of electronic records that require long-term preservation under the law. This article examines how the National Archives and the Government Printing Office are responding to the technical, financial, legal, and political challenges of providing permanent public access to electronic government information. NARA efforts to collect, appraise, and preserve records following the mandates of the courts in the wake of the PROFS litigation in Armstrong v. Executive Office of the President are discussed. The work of the GPO to develop an electronic archive and develop electronic partnerships with depository libraries and federal agencies is also examined.  相似文献

The Association of Southeastern Research Libraries is exploring options for collaborative services and collection analysis for federal government publications in order to improve public access to those collections. The Collaborative Federal Depository Program has developed “Centers of Excellence” (COE), representing multiple complete collections of publications for each federal agency. Working together to create a distributed print retention program, southeastern depository libraries agreed to collect, maintain, and provide access to publications for specific government agencies. The authors discuss the development of the COE model and the expected impact of a regionally based distributed print archive for government documents, and provide an implementation case study.  相似文献

Abstract

The National Commission on Libraries and Information Science published recommendations for a national information policy in 1976, and concerns regarding the protection of privacy and equal public access to online information were introduced. From the mid 1970s to the early 1990s, federal government agencies were beginning to publish materials and maintain records electronically. Most current U.S. government information was available on the Internet by the late 1990s, and depository libraries were required to provide workstations that would facilitate access to documents. Documents librarians, already concerned with the lack of attention to archiving online federal information, were provided with an example of the vulnerability of online publications in the early 2000s when federal agency Web sites were made inaccessible-quickly and easily. The possibility that too much government information was available to anyone with access to the Internet was becoming a national concern. Using government documents as resources, this article retraces the events that were occurring in federal government agencies during the movement of government information to the Internet.  相似文献

As part of the National Information Infrastructure, the U.S. federal government is establishing a Government Information Locator Service (GILS). GILS will identify and describe public information resources throughout the federal government and provide assistance in obtaining the information. It will be decentralized and will supplement other agency and commercial information dissemination mechanisms. The public will use GILS directly or through intermediaries, including the Government Printing Office and the National Technical Information Service, as well as federal depository libraries, other public libraries, and private sector information services. Direct users will have access to a GILS Core accessible on the Internet without charge. Intermediate access may include kiosks, 800 numbers, electronic mail, bulletin boards, FAX, and offline media such as floppy disks, CD-ROM, and printed works. GILS will use network technology and the American National Standards Institute Z39.50 standard for information search and retrieval so that information can be retrieved in a variety of ways. Direct users may have access to many other major federal and nonfederal information resources, linkages to data systems, and electronic delivery of information products. An Office of Management and Budget Bulletin in 1994 will provide implementing guidance to agencies. The National Institute of Standards and Technology will also establish a Federal Information Processing Standard specifying a GILS Profile and its application for agencies establishing information locators.  相似文献

One networked resource federal agencies are increasingly using is the World Wide Web (Web). As government use of the Web rises, so too does the need for assessing the extent and nature of public use of agency Web sites. One means of Web use evaluation is through the analysis of Web server-generated log files. Abstract

World Wide Web technology has reached the highest levels of U.S. government. Many changes are taking place at the federal level of government. Every cabinet level agency has a homepage and subordinate agencies are making gains in this new technology on a daily basis. This article highlights the web sites of the executive, legislative, and judicial branches of government. Well known government publications which are found in any traditional government documents reference collection are noted and recommended for both bookmarking and local web site development. This article presents several key issues facing federal agencies with regards to electronic records management practices. The article identifies selected management, technology, implementation, and definitional barriers that agencies encounter when considering how to create and maintain an electronic records management process. A key question for federal agency technology managers is: If an enterprise creates and manages virtually all of its information in an automated information technology systems environment, does it make any sense to manage its records in a manual environment? Based on research conducted by the author, the article reviews various federal agency electronic records management processes and the implications for those practices.  相似文献

It is estimated that the majority of federal information is born digital. To that end, the U.S. Government Printing Office is transforming into a 21st century electronic information agency. As part of this effort, the Federal Depository Library Program (FDLP) has been investigating new options for the dissemination of Federal information that incorporate digitization, preservation, electronic metadata, and information retrieval. The FDLP's efforts to find new solutions will improve acquisitions, information access, and collection development for depository libraries. Social media is being adopted at a rapid pace by governments around world and across different levels of government. In Canada, federal, provincial and municipal governments created social media accounts in 2000s and are now using them to interact with the public. Studies to date, however, focus primarily on social media strategies and practices of government agencies while government social media users' behaviors and perspectives remain understudied. This study analyzes experiences of government social media users and how they interact on Twitter and Facebook accounts maintained by a Canadian federal government agency – Immigration, Refugees and Citizenship Canada (IRCC). It also explores why users chose to interact on social media as well as their perspectives. The findings suggest that Canadian immigration agencies are using social media as a customer services tool, and migrant social media users are turning to government social media to hear directly from the government agencies and are expecting personalized answers.  相似文献

The National Technical Information Service’s development of the FedWorld Internet site, the Library of Congress’s development of THOMAS, and the Government Printing Office’s development of CBDnet illustrate the many forces impacting federal government information dissemination in the 1990s. These forces include budgeting, congressional inconsistency, technology, political agendas, and competition. While information dissemination policy discussion and legislation, including the American Technology Preeminence Act of 1991 (the foundation for FedWorld) and the Government Printing Office Electronic Information Access Enhancement Act of 1993 (the foundation for GPO Access) aim to provide comprehensiveness and single point access to government information, the actual products developed show little coordination or cooperation among agencies. The products are agency driven, and provide multiple points of access. This highly decentralized information reality reflects the decentralized nature of the federal government itself. The reality is removed, however, from the goals of a singularly consistent federal government information dissemination policy.  相似文献

This paper describes a comparative case study of the capture and selection practices used to populate electronic depositories of born-digital state government publications. The three case sites illustrate differences in collection building approaches, technological infrastructures, and statutory contexts. The findings reveal two basic modes of selection practices—active selection and passive selection, and three selection models based on the loci of selection control—library selection, liaison selection, and creator selection. Also, the findings suggest the power of defining and selecting government publications for state depositories is shifting from government agencies to state libraries in the active selection model. The authors argue for the need to attend to Web publications in non-traditional formats (e.g., an interactive HTML document) and to include common publications produced for lay citizens (e.g., brochures, fact sheets, FAQs, etc.) in the permanent collections in order to fully document government activities for the historical record.  相似文献

In 2009, the Obama administration issued the Open Government Initiative that directed Executive agencies to improve transparency, openness in government, and public participation with government. The Obama administration views transparency and openness in government as a cost-effective and efficient process capable of improving public participation with government and public access to government information. To address the initiative in part, many agencies adopt social media as the means to disseminate information out to the public and to increase public participation with agency website content and activities. This exploratory study examines Executive agency use of social media and public participation with the media. Findings indicate that most agencies reviewed do use social media. The public does interact with the media and some agencies experience high overall participation levels; however, there are some issues with agency use of social media and public participation with the media.  相似文献

Electronic signatures, a means of verifying the identity of the user of a computer system to control access or authorize a transaction, are increasingly being used in electronic commerce. Several technologies can be used to produce electronic signatures, the most prominent being digital signatures, which use cryptographic techniques to provide data integrity and nonrepudiation. Legislation enacted in the 106th Congress enables the legal recognition of electronic signatures in interstate commerce. Other legislation introduced would promote federal agency use of electronic signatures to enable electronic filing of information.  相似文献

This article presents a comprehensive survey of the U.S. federal government's documentation of the single most important American military action of the second half of the twentieth century. Included is an essay on resources and an accompanying bibliography pertaining to U.S. government documents related to the Vietnam conflict. Most of the materials noted are derived from archival sources. Major historical works published by federal government historical agencies are also included. The decline in federal support of educational programs has made it difficult for libraries to apply new technologies to improve practices and services. While federal support has declined in constant dollars, there has been a modest increase in grants from private foundations. Current U.S. policies require federal agencies to recover full costs of rendering services (Circular A-25) and require the transfer of many federal service-oriented activities to the commercial sector (Circular A-76). Additionally, the Paperwork Reduction Act of 1980 is inhibiting the production and dissemination of federal publications. Government pursuit of these policies adds a heavy economic burden to libraries and threatens to reduce access to the scholarly and scientific record.  相似文献

For more than 150 years, the United States Government Printing Office (GPO), along with its Federal Depository Library Program (FDLP), has supported an informed citizenry and democracy by ensuring access and preservation to a broad swath of federal government information. This collaborative national public information program between local libraries and the national government, if it is to survive beyond its second century of service, must overcome profound challenges within a rapidly evolving complex of e-government policies and principles. The FDLP can (and must) find a way to serve its traditional values – permanent and public access to government information – that allows for growth and change within the demands of a dynamic electronic environment between the governors and the governed.  相似文献

Collaboration is a necessity in the current library environment where time, money, and resources are limited. This is particularly noticeable for institutions housing federal government documents. In addition to keeping up with the influx of current publications, federal depository libraries must address historical documents for which bibliographic records are not readily available. This report discusses how the United States Government Printing Office and the University of Montana Maureen and Mike Mansfield Library are working together to increase access to pre-1976 United States Forest Service publications and gray literature within the same subject area.  相似文献

Web information systems are having a profound effect on the way information is being disseminated today. Current technological advances have caused many government agencies to re-evaluate their practice of contracting with private sector vendors who have traditionally repackaged and marketed the agency's raw data. These new opportunities for government agencies wishing to make information publicly accessible have blurred the traditional distinctions between public and private dissemination activities. Low-cost public dissemination of information has resulted in private sector vendors arguing that public electronic distribution and publication creates unfair competition. New partnerships, such as the recent venture between the National Technical Information Service (NTIS) and the commercial search engine, Northern Light, in developing the “usgovsearch” product are also being explored. From another viewpoint, library associations are strongly supporting legislation that would broaden, strengthen, and enhance public access to electronic government information. Key issues to be discussed are: (1) the debate concerning public vs. private access to government information; (2) Does electronic access to government information eliminate the need for printed documents? and (3) Joint efforts — when should the government team up with private sector allies to charge for information services and access?  相似文献
