The Droit de Suite, known in the UK as Artists’ Resale Rights, provides an artist with the inalienable right to receive a royalty based on the resale price of an original work of art. This paper provides an empirical analysis of actual changes in the UK auction market for art that is newly subject to the Droit de Suite (DDS) because of a change in law. All changes are measured relative to changes for art not subject to the DDS and relative to changes in the auction markets for art in countries where there has been no change in law. We do a difference-in-difference analysis, differencing price growth and sales growth across market segments and across countries over the period 1993–2007. Our results suggest that the introduction of the DDS has not had a consistent negative impact on the UK art auction market during the period of study.  相似文献

Alvin Weinberg’s classic and much debated two articles in Minerva, “Criteria for Scientific Choice” (1963) and “Criteria for Scientific Choice II – The Two Cultures” (1964), represent two of the first and most important attempts to create a meta-discourse about priority setting in science policy, and many of the points advanced remain relevant. The goal of this paper is to elaborate on the relevance of some of Weinberg’s original arguments to priority setting today. We have singled out four issues for attention: The tension between scientific and institutional choice, the assumptions behind the triad of scientific, technological and social merit, the elusive ‘externality from size’ argument for funding promoted by Weinberg, and finally the problems involved in the idea of basic science as an ‘overhead cost’ for applied science, and applied science as an ‘overhead’ on a sectoral mission. These four issues will be elaborated from a policy perspective and connected to present day challenges for science and technology policy.  相似文献

Previous studies of the movie industry have raised questions concerning the problematic relationship between the success-related aspects of artistic excellence and commercial appeal. The present article proposes that—when the former is measured by industry recognition (Oscars and other awards) and the latter by market performance (box office and video rentals) and when the former hinges on the evaluative judgments of reviewers and consumers (ratings of excellence) and the latter on the level of buzz among these audience members (amount of attention, word of mouth, or click of mouse)—the two phenomena are essentially separable as independent paths to conceptually distinct and empirically uncorrelated aspects of motion-picture success. An analysis of data for 190 movies from the year 2003 shows that reviewer-and-consumer evaluations and buzz respond differently to a film’s marketing clout (production budget, opening screens, and opening box office) and that these audience responses contribute independently to a film’s industry recognition and market performance along two separable paths. These findings suggest various implications for movie marketers, film producers, actors or actresses, and other members of the motion-picture industry.

Here we present the framework of a new approach to assessing the capacity of research programs to achieve social goals. Research evaluation has made great strides in addressing questions of scientific and economic impacts. It has largely avoided, however, a more important challenge: assessing (prospectively or retrospectively) the impacts of a given research endeavor on the non-scientific, non-economic goals—what we here term “public values”—that often are the core public rationale for the endeavor. Research programs are typically justified in terms of their capacity to achieve public values, and that articulation of public values is pervasive in science policy-making. We outline the elements of a case-based approach to “public value mapping” of science policy, with a particular focus on developing useful criteria and methods for assessing “public value failure,” with an intent to provide an alternative to “market failure” thinking that has been so powerful in science policy-making. So long as research evaluation avoids the problem of public values, science policy decision makers will have little help from social science in making choices among competing paths to desired social outcomes.  相似文献

The “free access” policy designed by the British Government has encouraged interest in museum financial issues. We define a principal-agent model for museum administration where there are two income sources: public grants and ticket revenues. This model allows us to define the optimal contract determining public grants, ticket prices, budget and managerial effort. We find a theoretical explanation for the inelastic pricing strategy commonly adopted in cultural economics. We further find that museum manager should never have any control over the price of tickets. The model can also be applied to other institutions, such as schools or NGOs, which are able to raise funds directly from private (e.g., ticket revenues or membership fees) or public sources. As a result of globalization, the widespread use of ICTs, and advances in transport infrastructure, tourism destinations have to confront an increasingly competitive setting. When to this one adds the saturation of some of the original markets, the consolidation of traditional coastal destinations, and changes in client preferences and habits, it is not surprising that cultural tourism is being seen as having considerable growth potential over the next few years. In this context, policy-makers have been striving to better understand the cultural tourism market by attempting to segment their clients so as to adapt their offer to the client’s needs and leave the client satisfied with the experience. Unfortunately, most studies on cultural tourism segmentation have been purely psychographic. While this can help to explain attitudes, it fails to identify, access, and quantify segments, and is of little use for implementing specific strategies. The aim of the present work was to study the influence of socioeconomic and demographic variables (age, academic level, expenditure on tourism, inter alia) on the predisposition to choose cultural tourism (the “culturophile tourist”). To this end, we have developed a novel methodological approach and applied it to the results of a survey conducted by Andalusia’s Middle Towns Initiative. This paper studies the behavior of commercial television broadcasters in markets where the distribution of viewer tastes varies. Our results show that a highly “clustered” market enables the broadcaster to offer a program of a popular type but with lower quality (i.e., lower production values) than is the case when viewers have more diffused tastes. We find that viewer equity in the television market (i.e., the percentage of all potential viewers who have at least one program they consider worth watching) and viewer welfare (i.e., total consumer surplus) may not coincide. Depending upon the distribution of viewer tastes and the cost of providing quality programming, the number of broadcasters required to fully cover the market to avoid market failure may be greater than the number of broadcasters that produce greater viewer welfare. The study suggests that regulatory bodies need to pay attention to the distribution pattern of viewer tastes and the broadcasters' desire for return on programming investments, since both factors have important implications for competitive outcomes and viewer well-being.  相似文献

In recent times there has been a surge in interest on policy instruments to stimulate scientific and engineering research that is of greater consequence, advancing our knowledge in leaps rather than steps and is therefore more “creative” or, in the language of recent reports, “transformative.” Associated with the language of “transformative research” there appears to be much enthusiasm and conviction that the future of research is tied to it. However, there is very little clarity as to what exactly it is and what criteria might be used to design policy instruments to make more of it happen. In this paper, we contribute to the construction of a framework within which some conceptual clarity might be gained. We develop four analogies, or metaphors, that are found in the discourse about “transformative research” and show what they imply for the meaning of the notion and, as a result, both the phenomena that might be associated with it and the levers that would be available to design policy instruments. The analogies serving as theoretical metaphors that we propose, and also document to be present either explicitly or implicitly in the discourse about “transformative research,” are the stock market highlighting risk; the process of evolution and its selection mechanisms; the process of popular culture and the power of “hot” events; and exploration of the frontier of the unknown. No single analogy covers all the relevant issues. Together they help identify a field of phenomena and the potential and challenges “transformative research” presents to policy.  相似文献

ABSTRACT

With the rise of the shadow banking system, a new form of state–market hybridity has emerged, challenging existing monetary approaches to financial stability. A stable financial system today has essentially come to depend on a stable shadow banking system. Central banks are in the process of adapting to this new development. To secure the logic of laissez-faire market liberalism, the sovereign must resort to unprecedented measures and radically intervene in the financial markets. This new form of state–market hybridity forces central banks to provide ample reserves, to act as a dealer of last resort, and to give shadow banking actors access to their balance sheets. Such policies, however, produce new contradictions and fragilities. Based on Foucault's concepts of sovereignty and security, this paper argues that in today's world, the rationality of the laissez-faire security dispositif has become flanked by the rationality of sovereignty to a much greater extent than previously. Without losing its dominant status, the security dispositif is currently adapting so as to operate in crisis mode based on a post-laissez-faire rationality. The repo crisis of 2019 has demonstrated that central banks are still in the process of searching for ways to handle this new constellation.  相似文献

ABSTRACT

In Guangzhou’s fast fashion sector, creativity operates as practices in boundary-making, which emerge in spaces within the blurred boundaries that delineate original and copy production. Using the Xi Fang Hang market as a case study, I demonstrate how the quick turnover of fast fashion commodities compels different groups of market participants to claim contesting definitions and practices of creativity. While building managers and wealthy entrepreneurs mobilise techniques of rent extraction and claim originality as rightful sources of creativity, less established migrant entrepreneurs use design copying as a tool for market survival. With limited resources and formal education in fashion and merchandising, migrants claim success in delivering the right styles and trends at the right time and in keeping their businesses afloat. Together, these competing practices constitute what I call ‘paradoxes of creativity’, dynamics that highlight creativity as a fluid cultural category that is always subject to tensions and contestations.  相似文献

STS research has devoted relatively little attention to the promotion and reception of science and technology by non-scientific actors and institutions. One consequence is that the relationship of science and technology to political power has tended to remain undertheorized. This article aims to fill that gap by introducing the concept of “sociotechnical imaginaries.” Through a comparative examination of the development and regulation of nuclear power in the US and South Korea, the article demonstrates the analytic potential of the imaginaries concept. Although nuclear power and nationhood have long been imagined together in both countries, the nature of those imaginations has remained strikingly different. In the US, the state’s central move was to present itself as a responsible regulator of a potentially runaway technology that demands effective “containment.” In South Korea, the dominant imaginary was of “atoms for development” which the state not only imported but incorporated into its scientific, technological and political practices. In turn, these disparate imaginaries have underwritten very different responses to a variety of nuclear shocks and challenges, such as Three Mile Island (TMI), Chernobyl, and the spread of the anti-nuclear movement.

She is particularly concerned with the construction of public reason in various cultural contexts, and with the role of science and technology in globalization. Her most recent book is Designs on Nature: Science and Democracy in Europe and the United States. Sang-Hyun Kim   is Postdoctoral Research Fellow at Harvard University’s John F. Kennedy School of Government. He received Ph.D.’s in chemistry from Oxford and in history and sociology of science from Edinburgh. Theatre experts generally agree that the Flemish theatre has flourished artistically over the period 1980–2000. Attendance, on the other hand, has declined significantly. Following Lancaster’s characteristics approach, we identify several output characteristics of individual theatre productions. Using a panel of 59 Flemish theatres, we examine the impact on demand of both these output characteristics and of traditional determinants such as own price, income and the price of substitutes. Differences in the relevant geographical market for touring and non-touring theatres are considered. We find that the nature of the artistic output affects demand. Theatregoers prefer large productions (in terms of cast size), plays by Dutch-speaking playwrights and revivals of old productions. Own price and consumer income have the expected negative and positive effects on attendance. Observed trends toward a decreasing proportion of new plays, an increasing presence of plays by Dutch-speaking playwrights, and increasing consumer income had a stimulating effect on attendance. These trends have been offset, however, by trends toward smaller cast sizes and higher ticket prices as well as by unobserved factors captured by time dummies. The net result has been a considerable drop in attendance.

The scientific approach to the restoration and monitoring of mural paintings, at S. Girolamo Chapel – SS. Annunziata Church in Florence, is reported as a fruitful example of the synergic collaboration between restorers and scientists in the planning and development of conservative interventions. Before restoration, the painting technique and the state of preservation of the pictorial cycle have been investigated firstly by close examination of the painted surfaces and then by optical and/or SEM-EDS microscopy and μFT-IR spectroscopy on appropriately selected samples. In particular, the original constituent materials and those belonging to subsequent restorations were characterized together with those originating from decay processes. In this mural painting cycle, a peculiar “fresco” technique has been used although an auxiliary binder for pigment distemper has been also employed. The use of this technique, sometimes in an improper way together with uncorrected restoration interventions, are the main responsible of the unsatisfactory state of conservation of many painted areas. Preliminary conservation trials and scientific studies were carried out to design the most convenient restoration intervention and to verify the correctness and non-invasive of the necessary operations. Special attention was devoted to cleaning procedures, continuously monitored by a physico-chemical methodology, mainly based on microinvasive, microscopic and spectroscopic investigations, to evaluate the efficiency, advantages and drawbacks of the proposed cleaning procedures and define the most appropriate ones. Finally, specific decay markers have been recognized, by a comparison of the results obtained from the detached samples with those deriving from artificially aged models, to be used for a correct future monitoring and maintenance of the wall paintings.  相似文献

Abstract

The three East African states, namely Kenya, Uganda, and Tanzania, are currently working towards a regional confederation. This task poses challenges of implementation. The main stakeholders have called for unity of purpose, philosophy, and strategy in order to achieve mutual compatibility of values among these politically independent and socioculturally diverse entities. This paper examines the language situation in the three states and the central role that language plays in the social, economic, cultural and educational aspects of political integration. We conclude that the search for a regional identity needs to be driven by practical policies that promote rather than inhibit interaction of East Africans. We also demonstrate that the existing ethnolinguistc and national identities can be harnessed to complement the unitary efforts towards regionalization.  相似文献

InMaking the Mummies Dance, Thomas Hoving, former director of the Metropolitan Museum of Art, articulates a blistering defense of his, admittedly minority, view; namely, that trading directly with dealers when selling deaccessioned works of art or adding to museum collections is preferable to buying and selling in the open auction market (Hoving, 1992). Hoving has been severely criticized for his trades during his tenure at the Metropolitan, as well as for his assessment of the market for fine arts, which runs counter to the prevailing views held by many American public officials, professional art critics and museum boards. We shall present a theoretical model in support of Hoving's argument that trades made at auctions may not serve the public interest. We shall also statistically investigate the stochastic processes which characterize the tertiary art market.  相似文献

This paper analyses the effect of literary prizes and nominations on the subsequent market success using a panel dataset of Dutch-language titles from January 2003 to June 2005. The analysis indicates winning a prize generally has a positive effect on the ensuing sales, whereas nominations do not generate additional sales. The precise effect differs depending on the particular prize. Winning a “home” debut prize has a significant positive effect on sales, and, to a lesser extent, “established” literary prizes have a significant positive effect on the sales of the winning title, but winning a debut prize in the Netherlands, the neighbouring country, has no effect on sales in Belgium.  相似文献

ABSTRACT

The social life of methods – the idea that research methods are an important topic of inquiry in and of themselves – has been receiving increasing interest in scholarship on the organisation of the economy and social life, including Science and Technology Studies (STS). In STS, especially ethnographic methods have been important for decades. This article develops an ethnographic methodology for the study of a very new case that challenges the assumptions underpinning many STS ethnographies. This case is the networked energy infrastructure, and we specifically focus on its risk management and markets. Drawing upon recent STS interest in multi-sited ethnography, the article’s research design is termed the multi-sited analysis of infrastructures (MSAI), and it develops the concepts of framing and taming to focus on meaning formation as mundane sense-making and as technicalised reasoning on different sites. We demonstrate these concepts in a multi-sited ethnography of energy infrastructure and its risk management and market activities in public regulation, special control rooms (including energy trading), and households. The article rounds up by explaining how the application of our methodology contributes to the advancement of interests in multi-sited ethnography, relating our research to the previous work in the fields of STS, infrastructure studies, and their methods.  相似文献

Despite the lack of a clear definition of the concept, “cultural diversity” has remained a core issue for more than a decade (WTO, UNESCO, etc.). The aim of this paper is to begin to fill this gap. We argue that cultural diversity is a multi-dimensional concept and that accurate metrics must rely on three criteria: variety, balance and disparity. We also stress that supplied and consumed diversity have to be distinguished. We apply this set of multiple measures of diversity to publishing data for France over the period 1990–2003. Our main result is that the situation of the publishing industry in terms of cultural diversity is highly dependent on the dimension considered. Hence, diversity increases when variety is the sole consideration, whereas taking balance or disparity into account leads to the opposite conclusion. This issue raises a series of questions about the use of diversity measures in a policy debate concerned with furthering cultural diversity.

This paper examines the broad social purpose of US climate science, which has benefitted from a public investment of more than $30 billion over the last 20 years. A public values analysis identifies five core public values that underpin the interagency program. Drawing from interviews, meeting observations, and document analysis, I examine the decision processes and institutional structures that lead to the implementation of climate science policy, and identify a variety of public values failures accommodated by this system. In contrast to other cases which find market values frameworks (the “profit as progress” assumption) at the root of public values failures, this case shows how “science values” (“knowledge as progress”) may serve as an inadequate or inappropriate basis for achieving broader public values. For both institutions and individual decision makers, the logic linking science to societal benefit is generally incomplete, incoherent, and tends to conflate intrinsic and instrumental values. I argue that to be successful with respect to its motivating public values, the US climate science enterprise must avoid the assumption that any advance in knowledge is inherently good, and offer a clearer account of the kinds of research and knowledge advance likely to generate desirable social outcomes.  相似文献

Drawing on ethnographic observations and interviews, this paper examines the market work performed by real estate agents in a residential market. The research explores how agents are engaged in market work to sell themselves, the market and the products in order to sell houses. Agents first invest in the clients by self-presentation techniques (likeability, availability, appearance, taste). They also work to bring the clients in line with the market by making them accept the market and its hierarchies; and finally, they enable clients to conform with the market, by relying on prices as signals and taste hierarchies. They act as market devices contributing to market valuation as they are engaged in making residential choices emerge, balancing the cold reality of the market with warm relationships to foster clients' engagement in transactions.  相似文献
