Studies on intercultural education undertaken by the Council of Europe have highlighted a gap at the level of higher education between transmitted knowledge and the indispensable information needed by individuals living in the pluricultural contexts of contemporary European societies. A task of higher education is to inculcate in teachers an intercultural perspective both for work in schools and for activities in community contexts and perspectives. The intercultural dimension should not simply address itself to a special category of culturally different students, but rather, should address all students so as to sensitize them to the cultural pluralism which surrounds them and to educate them to successfully master it. Certain disciplines have a privileged status with regard to the transmission of useful information for the education of all citizens living in pluricultural societies: history, geography, anthropology, philosophy, psychology, economics, sociology, and law. Several examples of intercultural education programmes offered by higher education institutions are presented in this study (in Portugal, Canada, and France) as well as reference to activities sponsored by the Higher Education and Research Division of the Council of Europe.  相似文献

Schools in Greece particularly in inner-city areas, have seen a considerable increase in the number of migrant students over the past two decades. In this article, we discuss the intercultural education policy, which was introduced in 1996, in response to the migration and diversity the country has seen since the mid-1980s. We explore how policymakers and other stakeholders in the field of education have defined the notion of interculturalism and its implementation in schools. Our discussions draw on two separate studies, which used very similar tools and methods to elicit information. The article provides new insights from educators about how to respond to Greece’s diverse student population. The results not only highlight gaps between government policy and school practice, differences between traditionalists and progressivists, but also show that Greece has still a long way to go, to leave behind its ethnocentric image and fully implement intercultural education within all public schools, not only in the so-called intercultural schools.  相似文献

Background:?In the context of Cyprus’ accession to the European Union (2004) and a noteworthy increase in immigration towards Cyprus, the Cypriot state was called upon to build more complete and coherent policies addressing culturally diverse educational settings. Cypriot education has historically enforced the nation-building project. However, since its accession negotiations to the EU, Cyprus received calls for harmonising its intercultural education to European standards.

Purpose:?This study aims to examine the content of intercultural policies in Cyprus, which have been initiated and/or developed by the national state and particularly the Ministry of Education and Culture. Furthermore, it explores the ways in which Cypriot policies are shaped by European influences, and the implications of this process for national constructs of intercultural education.

Sources of evidence:?We collected a purposive selection of thirty policy documents regarding intercultural education that were produced by the Ministry of Education and Culture in Cyprus. In addition, six Cypriot policy-makers working in the MEC's departments were interviewee participants. They were selected purposively according to the level of their involvement in the development of Cypriot intercultural policy.

Design and methods:?Data were coded to identify groups of concepts, issues, perceptions and behaviours and interrelationships within a theoretical model. Data triangulation contributed to the development of thematic categories that emerged from the data.

Results:?The analysis of the documentary evidence in this study suggests that the language of European policy has imbued the Cypriot socio-political environment with inclusive discourses enhancing intercultural education. Analysis in this study identifies that the Cypriot Ministry of Education and Culture maintains an assimilationist orientation in its broader educational goals, despite adopting such (inclusive) discourses.

Conclusions:?This study argues on the basis of this evidence that Cypriot intercultural policy appears symbolic, indicating ‘simulated’ development and implementation processes. Arguably, there remains a high degree of ambivalence towards the process of transformation needed to Europeanise intercultural policy in Cyprus.  相似文献

Teacher education issues are high on the policy agenda across Europe. The United Nations Convention on the Rights of People with Disabilities (2006) is gaining momentum and providing a force for change, supported by many communications both internationally and at European level that recognize how central education is in efforts to develop a more equitable society. In moving towards a more inclusive education system, there is a need to train all teachers to meet the diverse needs of all learners in their classrooms and to work collaboratively with colleagues. Drawing on key documents, this article outlines the policy context and reviews the available evidence supporting the move towards teacher education for inclusion across Europe. It presents the work of the European Agency for Development in Special Needs Education, to highlight some of the opportunities and challenges within its member countries in addressing teacher education for inclusion.  相似文献

‘Europe’ has been increasingly ‘invented’ and ‘reinvented’ in discussions about education, curricula and identities over the last five decades. The ‘European dimension in education’ was a term increasingly used by the European Union and the Council of Europe to denote their educational policies encouraging national educational systems to endorse a European dimension in order to prepare young people for an increasingly integrated Europe. However, it has also been a contested term in academic writing, as some researchers critique the elitist, exclusionary and Eurocentric educational implications it may have; others welcome its pedagogic and intercultural potential. This article presents the findings of a content analysis of the history and geography curricula and textbooks used in state Greek-Cypriot primary schools and explores the possibilities of using the European dimension as a tool to alleviate ethnocentrism and traditional pedagogies in these curricula and textbooks, by presenting the application of some principles which have been used for the development of a curricular intervention in the two subjects.  相似文献

Member states of the Council of Europe have acknowledged the importance of education for citizenship and have passed a number of resolutions concerning European citizenship and the need to promote democratic values, social justice and human rights. Yet there remains a degree of ambivalence over citizenship education and its relationship to the development of various identities, including personal and national identities. This paper examines the experiences of student teachers from a variety of European countries and the impact of a period of study abroad in another European country on their development of intercultural awareness, national identities and perceptions of how we might best educate young people for participation in democratic life. Higher education is of considerable importance to policymakers across Europe. Indeed, it is viewed as a key mechanism for achieving a range of economic, social and political goals. Nevertheless, despite this prominence within policy, we have no clear understanding of the extent to which conceptualisations of ‘the student’ are shared across the continent. To start to redress this gap, this article explores four key aspects of contemporary higher education students’ lives, considering the extent to which they can be considered as, variously, consumers, workers, family members and political actors. On the basis of this evidence, it argues that, despite assumptions on the part of European policymakers that there are now large commonalities in the experiences of students across Europe – evident in pronouncements about Erasmus mobility and the operations of the European Higher Education Area – significant differences exist both between and within individual nation-states.  相似文献

Over the last decades, migration across Europe has continued to increase. Consequently, offering educational support for migrant students in the schools of host countries has been an extensively debated issue across Europe and further afield, especially in countries with a history of immigration. However, less is known about how education systems in the ‘new’ immigration countries have responded to the needs of recently arrived migrants. This article focuses on language support measures set up for migrant students in state-funded schools in the Republic of Ireland and Spain – both multilingual countries with more than one official language and with a heterogeneous migrant population. In reviewing educational policy and practice in these jurisdictions in the areas of language support for migrants, this article seeks to contribute to the debate on challenges involved in supporting language acquisition by migrant students in formal educational settings.  相似文献

ABSTRACT

The aim of this article is to identify the contexts and conditions that allow for successful education transitions and opportunities for the Roma minority in Europe. Thus far, transnational and national policies have failed to ensure Roma inclusion and education equality, even though some progress is visible. Using a combination of policy analysis and interviews with NGO and European Union actors, University academics and Roma students, the article examines the key contexts that frame education policies and create the necessary conditions for education transitions. It identifies the problems and challenges within the contemporary EU education policy frameworks and highlights the tensions between political rhetoric and policy commitments that are visible at national, transnational, and local levels. In addition, through a focus on individual student experiences, the article captures the lived reality of Roma students who have managed their education transitions with success.  相似文献

In this article, we discuss the recent evolutions of science and engineering doctoral and postdoctoral education in Europe. Indeed, Ph.Ds are crucial to the conduct of research and innovation in the national innovation systems, as they provide a large amount of input into creating the competitive advantage, notably through basic research. First, we show that Asia, and notably China, is producing more Ph.Ds than the United States and Europe. In many EU countries, the number of Ph.Ds has levelled off or even declined recently in many natural sciences and engineering fields. Second, we discuss the European situation in the international competition for talents. We study the European brain drain question, mainly at the doctoral and postdoctoral level. We find that there is an asymmetry in the flows of Ph.D students and postdoctorates between Europe and the United States, at the advantage of this latter country. These two points — production of Ph.Ds, international flows of doctorates and postdoctorates — lead us to be concerned about the future growth and innovation in Europe. In conclusion, we outline some European policy responses in the perspective of building the European Research Area and the European Higher Education Area.  相似文献

In particular, the Council calls upon education to promote human rights and fundamental freedoms, to create a sense of the common European home, and to rise to the major challenges facing European societies. This article provides comprehensive information about new developments in the field of quality evaluation in Europe. It focuses on the most important international documents adopted and signed by the European authorities responsible for higher education--the Sorbonne and the Bologna Declarations and the Prague Communique´. It briefly analyzes the follow-up activities of the Bologna process initiated by the academic community of European higher education institutions, their students and their various organizations, and describes certain important consequences linked to them. Abstract

Over the last years, the European Commission has heavily promoted various forms of digital education. In this article, we draw upon two recent European policy documents as key articulations of Europe’s contemporary governing apparatus: Opening Up Education and the Digital Education Action Plan. The article more particularly conceives of both policy documents as offering a point of departure to analyze how this apparatus is presently seeking to enact a specific mode of existence of the contemporary learner. We argue that this educational mode of existence is being enacted by the fabrication of highly specific sorts of time and space. In order to highlight the particularity of the enacted sorts of time and space exemplified in the policy documents, we start this article with a discussion of how a traditional, modern governing apparatus aims to fabricate linear time and institutional space. The article proceeds by arguing that the present-day European governing apparatus that is concerned with digital education fabricates different sorts of times and spaces, namely potential (rather than linear) temporalities and ecological/networked (rather than institutional) spatialities. Likewise, the concrete instruments (such as platforms, portals, credits and certificates) presently adopted in order to do so largely differ from modern instruments. Conclusively, we argue that the presence of these newly emerging (often digital) instruments, and the times and spaces that are fabricated through these instruments, call for an opportunistic mode of existing as a contemporary learner.  相似文献

There is broad consensus amongst researchers and international organisations that the quality of early childhood education and care (ECEC), which means the wellbeing of children and families, depends on well-educated and competent staff. This remains a challenge in Europe, since part of the workforce is also represented by low-qualified ECEC assistants in many EU countries. In the CoRe study (2011), assistants are defined as ‘invisible workers’, meaning that their presence is usually not taken into account in policy documents and that they have far fewer possibilities of qualification and professional development than core practitioners. Building on the findings of the CoRe study, a recent NESET II report reviewed the profiles of ECEC assistants in 15 European countries and their professionalisation opportunities. This article describes the report's findings, with a focus on the roles of assistants and on how to create coherent pathways towards their qualification and continuous professional development (CPD) opportunities. The latter is shown through the examples of three case studies carried out in Denmark, France and Slovenia. Recommendations for policy makers are included in the conclusions. The framework of the article is the ‘competent system’: as pointed out in the CoRe study, individual competences alone are not sufficient to create quality. A ‘competent system’ is needed which includes collaboration between individuals, teams and institutions and has competent governance at policy level. This means working within a holistic ‘educare’ approach that is able to value the educative role of caring and the caring role of education.  相似文献

Abstract

Efforts aimed at the development of a European dimension to the general education curricula offered in the different European countries have been stepped up in recent years, both within the countries of the current European Union and within the wider range of European countries belonging to the Council of Europe and subscribing to its Cultural Convention. The immediate importance of these efforts is seen to lie in the desirability of offering an education to young people that helps them make the most of their opportunities not only within their own national borders but also in the wider European Community to which they now belong and in which they have new rights and responsibilities. More generally, these efforts are also seen to be important in consolidating a Europe in which past animosities can finally be abandoned and replaced by a firm pan‐European attachment to ideals of freedom and cooperation between European nations, dedicated to the defence of democracy, human rights, freedom and tolerance. But, how successful have these efforts been? What are the problems encountered? What are the prospects for the future? How far is it proving possible to develop the European dimension across the curriculum? How successful is the European dimension, or might it be, in achieving its intended objectives? These questions, all of which are more puzzling than they might at first appear to be, are touched on in this paper.  相似文献

A Joint Council of Europe/UNESCO Convention on the Recognition of Qualifications Concerning Higher Education in the European Region is a necessary evolution that takes into account the increased political and economic integration of Europe, the mobility of academic staff members and students, and the diversification of higher education. The latter tendency, indeed, explains the stress on general principles, particularly on recognition, in the draft Joint Convention, rather than on equivalence and attempts at formulating detailed equivalence procedures. However, along with the stress on recognition must come common agreement as to the guarantee of quality and on procedures for accreditation, on the one hand, and access to information on one another's education programmes and their quality ratings, on the other hand. The Joint Council of Europe/UNESCO Convention will be backed by the excellent European National Information Centres on Academic Recognition and Mobility (ENIC).  相似文献

In parallel with many nations’ education policies, national education policies in Australia seek to foster students’ intercultural understanding. Due to Australia’s location in the Asia-Pacific region, the Australian government has focused on students becoming “Asia literate” to support Australia’s economic and cultural engagement with Asian countries. Drawing on Allport’s optimal contact principles and key factors supporting intercultural understanding, this study examines two “sister school” cultural immersion trips in Indonesia and East Timor to explore ways in which their different approaches supported positive intergroup contact and helped foster intercultural understanding among students. Focus groups and interviews with school project teams and analysis of both researcher and teacher project field notes and documents suggested that these schools’ programmes could be mapped onto Allport’s contact principles in different ways. The paper concludes with promising approaches that can help to inform sister school programmes.  相似文献

The close connection between the quality of provision for young children and professionaliation of the field has long been supported by international research. That the two are inseparable aspects of one picture is beginning to become accepted at European policy level, as evident in recent high level EU policy documents. This article explores the reciprocal relationship between quality and professionalisation, drawing on the findings of the study on ‘competence requirements in early childhood education and care’ (CoRe), jointly conducted by the University of East London and the University of Gent, and funded by the European Commission. Based on a review of literature in several European languages and data from a 15-country survey and seven in-depth case studies, CoRe has identified systemic conditions for a professionalisation of the entire early childhood system, beyond the formal qualification levels of individual practitioners. The article argues for a critical and systemic reconceptualisation of professional practice in a competent system.  相似文献
