Almost all 3‐ and 4‐year‐olds in Scotland now experience some form of pre‐school provision prior to school entry. Given such high rates of participation, the impact of pre‐school experiences on children's readiness for primary school has become an important issue for those involved in the early stages of compulsory schooling. Teachers in early years classes need to be aware of the experiences and achievements of individual children in their pre‐school setting to enable each child to transfer into mainstream education with the least amount of disruption to their learning. This study was carried out in one small Scottish local authority and explored the perceptions of early years teachers, from a diverse range of primary schools, of what information is important for them as children start school. This article presents the perspectives of Primary 1 teachers on children's readiness for schooling. It reports the factors, which these teachers identified as having an impact on successful transition from the pre‐school setting into the primary school.

Using the Education Watch household survey database, this paper explores children’s access to pre‐school education in Bangladesh. Participation in pre‐school education has been increasing in Bangladesh at the rate of 0.6% per year and the net enrolment rate was found to be 13.4% in 2005. Enrolment of over‐aged children in pre‐school education made the gross enrolment ratio as high as 30.5%. However, over half of the four to five year olds at school were actually enrolled in primary school and not in pre‐school. Moreover, 71% of the four‐ to five‐year group were out of school. Only a third of the four‐ to five‐year‐old children enrolled in schools had the opportunity to attend the English‐medium kindergartens or NGO‐run non‐formal schools, both of which provide better quality pre‐school education. Urban children, especially those with educated parents and from more privileged socio‐economic backgrounds, were more likely to have access to pre‐school education. The lack of a common pre‐school curriculum seems to have created further inequity among children at this very early age. An educational policy targeting poor and socially disadvantaged children with support from both the state and current pre‐school providers is urgently needed to provide four‐ to five‐year‐old children appropriate education for their needs.

The family-school relation and the child's school performance
Using a nationally representative sample of American households, we examine the relation between parental involvement in schooling and the child's school performance. With a sample of 179 children, parents, and teachers, we investigate 3 hypotheses: (1) the higher the educational status of the mother the greater the degree of parental involvement in school activities; (2) the younger the age of the child the greater the degree of parental involvement; and (3) children of parents who are more involved in school activities do better in school than children with parents who are less involved. In an analysis of cross-sectional data, we discover support for the 3 hypotheses. The educational status of the mother is related to the degree of parental involvement in schooling, so that parents with more education are more involved. Parental involvement is related to the child's school performance. Also, parents are more involved in school activities if the child is younger. The mother's educational level and the age of the child are stronger predictors of parental involvement in schooling for boys than for girls. We do not, however, find a direct effect of maternal educational status on school performance independent of parental involvement in school activities. We discuss these findings in light of the relation between families and schools.

This study was conducted during the academic year 2002–2003 in a municipality in Eastern Finland. It focuses on pre‐school education assessing its quality factors from the parents’, teachers’ and children’s points of view. Theoretically, the study focuses on analyses of the purposes of the national core curriculum and pedagogical issues that are related to understanding quality in pre‐school education. According to this study, parents, pre‐school teachers, and children are satisfied with pre‐school education in general. They all emphasize its importance for children’s development in the areas of cognitive and social skills and development. Results clearly show that pre‐school education should be revised to meet the needs of improvement in the area of co‐operation, the expectations of modern society, and the aims of the national curriculum. In addition, pre‐school education is still searching for its own cultural position in the area of Finnish school and daycare systems.

This study investigated the predictive validity of decisions made by a pre‐school teacher concerning the cognitive and social maturity of her pupils to enter formal schooling, based on their performance on the Neale Scales of Early Childhood Development.Thirty‐five children selected from the rolls of a Melbourne pre‐school which had maintained records over a ten‐year period were followed up in primary school and their reading ability assessed. Findings showed that subjects who had undertaken an additional pre‐school year following advice based on their Neale Scales’ performance were reading significantly better than those who had displayed similar developmental anomalies but who bad not been exposed to further pre‐school experience; moreover, the former were reading as well as or better than children selected on the basis of their pre‐school profiles as being ready for school.

Parents are usually anxious about the quality of pre‐school education for their children and Singapore is no exception. As such, research into quality indicators of pre‐school care and education continues to receive much attention, especially in terms of identifying which aspects are related to positive outcomes for children, their parents and the policy makers. However, the significance of the day to day pre‐school experiences per se, are rarely investigated. Rather than considering outcomes, this paper reports a study which is concerned with pre‐school teachers' views on selected aspects of their working environment, in particular their dealings with parents, as determinant measures of quality in pre‐schools.

The majority of pre‐school centres in Singapore have a central structure and environment which by necessity adheres to government regulations. Except for teachers' views and feelings about aspects of their working conditions, most of the usual measures of centre quality are regulated. The study is concerned to identify which features of their day to day encounters most satisfactorily contribute to their roles as pre‐school teachers, and to examine any differences attributable to qualifications and experience.

The results show, that whilst there are some differences between teachers according to qualifications and experience, amongst the most positive features are satisfaction with parents' involvement, children's behaviour, and positive support from other teachers.

In July 1999 the House of Parliament in Cyprus passed the Education Act for Children with Special Needs, according to which all children have the right to be educated in their neighbouring regular school together with their age‐mates. An important component of this law is that it introduces, for the first time, inclusive education into pre‐primary education. A child can be considered as having special needs only when he/she has attained the age of 3 years or older. The purpose of this paper is to examine how the policy of inclusive education is implemented in pre‐primary schools in Cyprus, to investigate whether some children are still marginalized (after the implementation of the new law) and, if they are, to identify factors influencing marginalization or acting as a barrier to inclusion. We also briefly present the results from a study we conducted that supports the discussion of the issues raised in this paper.

The impact of family status in Madagascar on inequalities in schooling – In this article, in the context of generalised access to primary education and parity between girls and boys, we analyse data from the Demographic and Health Survey (DHS) 2009 in Madagascar to examine inequalities in schooling related to children’s status in the family. The results confirm the protective benefit for children of living with their biological parents. Fostered children are disadvantaged, especially and increasingly so depending on whether they live with an uncle or aunt, with a distant relative or a non-relative. Conversely, children who reside in the home of a brother or sister are not disadvantaged, a result which reflects the role of elder children in family education strategies. Grandparents play a moderately positive role in schooling. The death of the father is an important factor in dropping out. Finally, children whose parent or parents are not household heads are disadvantaged in terms of schooling compared to children of household heads.

Abstract

Children’s sexuality education continues to be plagued with tensions and controversies. In consequence, children’s access to sexuality education is severely compromised, especially in terms of the time dedicated to this topic, the content addressed, how it is taught and by whom. Based on a study of 342 Australian parents of primary school aged children we explore: (i) parents’ perceptions of the relevance and importance of sexuality education to their primary school aged children and the discourses that inform their perspectives; (ii) parents’ views on who should be responsible for the sexuality education of young children; (iii) whether there are certain aspects of sexuality education considered more appropriate for the family to address with children; and (iv) what the implications of these findings are for sexuality education policy and practice in Australian primary schooling. Despite the controversial nature of the topic, the majority of parents in this study believed sexuality education was relevant and important to primary school children and that it should be a collaborative approach between families and schools. However, some parents/carers acknowledged that while that they believed that some topics should only be addressed at home they also indicated that this often does not happen.

This longitudinal study investigates the differences in cognitive and socio‐emotional development and academic achievement between children educated in special education classes (N = 37) and regular classes (N = 37). The study is retrospective. The first measurement point was while children were attending play‐oriented kindergarten and no decision about their education had yet been made. The second measurement point followed after 2 years of schooling. Comparing carefully matched groups, no differences in executive functions (EFs) were found before beginning school. Children assigned to special education had poorer language, fine motor skills and a lower pre‐academic self‐concept, self‐regulatory skills and social integration. Notably, every fourth child in special education was an immigrant, 9% of whom later attended regular classes. After 2 years of schooling in either setting, the groups differed significantly in academic achievement, EFs, fine motor skills and cognitive self‐regulatory skills. However, it was not – as school officials had intended – that children in special education classes had caught up, except in regard to their academic self‐concept and social integration.

This study explores the inter-generational effects of health shocks using longitudinal data of Young Lives project conducted in the southern state of India, Andhra Pradesh for two cohorts of children (younger and older). It is found that health shocks to poorer parents reduce investments in human capital of children thereby reducing their future earnings, and perpetuating poverty and inequality. There is a temporary delay in primary school enrollment in the case of younger cohort, while schooling attainment is reduced by 0.26 years for older children. This paper further contributes to the literature on important dimensions like role of timing of the shocks and the pathways through which they affect human capital investment, differential effects of paternal and maternal shocks on different cohort groups, ability of the children and quality of schooling in schooling attainment.

This paper presents the findings and implications of a qualitative study conducted in Guatemala, which focused on rural, indigenous parents’ perceptions of their children’s schooling and educational quality. For these parents, the simple fact that their children had improved access to school signifies a satisfactory educational accomplishment; this conceptualization is shaped in large part by their own limited experiences with formal education. Although these parents recognized the importance of education, they held low expectations of and aspirations for their children’s academic performance, likely reflecting their own low educational levels. They identified homework as a key indicator for learning, and parental involvement in homework should be a point of departure in fostering learning environments that help improve student outcomes. The social organization and corresponding family responsibilities of children and youth dictate much of the parents’ thinking with respect to schooling and the children’s future.

This study considered curricular and instructional influences on early Chinese literacy attainment in Beijing, Hong Kong and Singapore. The participants included 198 pre‐school children, their teachers and parents. Children were administered the Pre‐school and Primary Chinese Literacy Scale at the age of either two or three years, and again one year later. Teachers were asked to report on their beliefs and practices related to literacy education, and classroom observations were conducted to determine the extent to which directives issued by the Beijing, Hong Kong and Singapore governments were implemented. Investigation showed that there were marked differences across the societies in curriculum guidelines and approaches to literacy teaching. Results indicated that by the age of four, pre‐schoolers in Hong Kong and Singapore had significantly better Chinese literacy attainment than those in Beijing. Although age was the best predictor of attainment, location, teachers’ qualifications and classroom experience also significantly contributed to children’s literacy attainment.

The past decade has witnessed the publication of a growing number of important ethnographic studies investigating the schooling experiences of Black students. Their focus has largely been upon student‐teacher relations during the students’ last few years of compulsory education. What they have highlighted is the complexity of racism and the varied nature of Black students’ experiences of schooling. By drawing upon data from a year‐long ethnographic study of an inner‐city, multi‐ethnic primary school, this paper aims to compliment these studies in two ways. Firstly the paper will broaden the focus to examine how student peer‐group relations play an integral role, within the context of student—teacher relations, in shaping many Black students’ schooling experiences. By focussing on African/ Caribbean infant boys, it will be shown how student—teacher relations on the one hand, and peer‐group relations on the other, form a continuous feed‐back loop; the products of each tending to exacerbate and inflate the other. Secondly, by concentrating on infant children, the paper will assess the extent to which these resultant social processes and practices are also evident for Black pupils at the beginning of their school careers—at the ages of five and six.

This paper uses one national case to illustrate how diverse ideological agendas of central state agencies contest the discursive space within which major education policy reforms are developed. In Aotearoa New Zealand in 1988, ‘self‐managed’ schools were promoted ostensibly to allow parents more say in their children’s education and local school administration. The Tomorrow’s Schools reform policy texts included an existing social democratic partnership rhetoric, positioning principals as professional leaders working collaboratively with elected parent boards of trustees. However, the new ideology of ‘parental choice’ of school within a local schooling marketplace, underpinned by a chief executive or market managerial model of principalship, was later operationalised through mechanisms of ‘steerage’ from the centre. To explain this shift, we examine selected policy text pre‐cursors to the reforms and identify how contrasting forms of ‘principal’ and ‘teacher’ identity emerged within social democratic, neo‐liberal and market managerial ideologies. We further show that while radical (Treasury) market liberal arguments for labour market deregulation and consumer choice failed to gain widespread support, the State Services Commission preferred market managerialist strategies for promoting public accountability of schools (based on aggregate student achievement outcome data and centrally determined national educational priorities) were successfully embedded during the 1990s.

This paper examines a range of issues concerned with the process of choosing schools in the private and state sectors at the primary/pre‐preparatory stage and at the time of transfer to secondary/senior school. The findings indicate that choices about schools are made at different times and in different ways by parents who use the state and private sectors. One of the key findings is that the process of choosing a school begins earlier in the private than in the state sector; another is that quality of education is cited more frequently as one of the ‘top three’ essential factors by parents of children in the private sector. At both the primary and transfer to secondary stages, very high percentages of parents consider it essential that their child should be happy. A discussion of the different notions that private school and the state school parents may have of ‘happiness’ is offered.

The study investigated the extent of different types of contacts between home and school for a representative sample of 60 families of children with Down's syndrome who attended a range of different schools in 13 local education authorities (LEAs). The children were aged between five and nine years old. Data were obtained in semi‐structured interviews with mothers as part of a larger study of parents’ views of their children's schooling.

Basic links between home and schools (e.g. parents’ attendance at events such as open days, occasional visits to see a teacher) were common but parental involvement in the class‐room or in carrying out work at home on the teacher's suggestion was less common, and there was little evidence of parent‐professional partnership in areas such as joint decision‐making on educational programmes. Contacts between the children and their school friends outside school were few and there was a significant relationship between the frequency of these and the amount of parental contact with the schools. The factors related to amount of parental involvement were the child having started at the school before the age of four and the amount of support the mother received at home. There were no significant effects of social class or type of school.

The majority of mothers appeared to be motivated to maintain home‐school links, and many wanted more opportunities to be provided for involvement, particularly in areas such as helping or observation in the classroom.

The move to a market model of schooling has seen a radical restructuring of the ways schooling is “done” in recent times in Western countries. Although there has been a great deal of work to examine the effects of a market model on local school management (LSM), teachers’ work and university systems, relatively little has been done to examine its effect on parents’ choice of school in the non-government sector in Australia. This study examines the reasons parents give for choosing a nongovernment school in the outer suburbs of one large city in Australia. Drawing on the work of Bourdieu specifically his ideas on “cultural capital” (1977), this study revealed that parents were choosing the non-government school over the government school to ensure that their children would be provided, through the school’s emphasis on cultural capital, access to a perceived “better life” thus enhancing the potential to facilitate “extraordinary children”, one of the school’s marketing claims.

The authors of this article begin with an introduction to the holistic concept of family literacy and learning and its implementation in various international contexts, paying special attention to the key role played by the notions of lifelong learning and intergenerational learning. The international trends and experiences they outline inspired and underpinned the concept of a prize-winning Family Literacy project called FLY, which was piloted in 2004 in Hamburg, Germany. FLY aims to build bridges between preschools, schools and families by actively involving parents and other family members in children’s literacy education. Its three main pillars are: (1) parents’ participation in their children’s classes; (2) special sessions for parents (without their children); and (3) joint out-of-school activities for teachers, parents and children. These three pillars help families from migrant backgrounds, in particular, to develop a better understanding of German schools and to play a more active role in school life. To illustrate how the FLY concept is integrated into everyday school life, the authors showcase one participating Hamburg school before presenting their own recent study on the impact of FLY in a group of Hamburg primary schools with several years of FLY experience. The results of the evaluation clearly indicate that the project’s main objectives have been achieved: (1) parents of children in FLY schools feel more involved in their children’s learning and are offered more opportunities to take part in school activities; (2) the quality of teaching in these schools has improved, with instruction developing a more skills-based focus due to markedly better classroom management und a more supportive learning environment; and (3) children in FLY schools are more likely to have opportunities to accumulate experience in out-of-school contexts and to be exposed to environments that stimulate and enhance their literacy skills in a tangible way.
