摘要：村民自治是国家推进基层民主建设的重要措施,但现实状况却与民主构想相悖。文章通过分析山西省Y村村民自治的过程,发现作为村民自治发展较快的村庄,Y村村民自治中存在一些问题：村委会选举中家族势力渗透、民主决策中农民失利、村民无力管理村庄事务,需要从三方面完善村民自治：合理引导家族势力的影响、提高农民民主参与能力、完善村民自治相关制度。 相似文献

社会组织参与乡村治理,是一个必然的历史过程,分析其效能优势,是解释其历史必然性的重要侧面。对青岛莱西市东庄头村老年协会参与乡村治理的主要做法进行实践考察显示：农村社会组织参与乡村治理,有利于提高村民的致富能力和效率,有利于提高村民的自治水平、村民的文明程度、农村党的组织建设和群众工作水平,还有利于提升农村社会公共服务品质。在当代中国,社会组织参与乡村治理不仅可以获得体制内的认同,而且在政治建设、经济建设、文化建设、社会建设、党的建设等各个方面体现了独特的效能优势。 相似文献

乡村作为最基本的治理单元,是国家治理能力建设的微观基础,其治理成效不仅关乎乡村的和谐稳定,也深层影响社会整体治理水平。随着社会治理的“重心下移”,积分制作为村级公共事务的治理工具,在激励村民参与公共事务积极性方面具有显著优势,但在全国各地持续创新和完善乡村治理过程中,部分地区村民积分制实施过程中遇到财政不足、主体缺位等问题。基于此,文章以陕西省Q县F村为研究案例,经对其村民积分制地方实践调研发现,F村作为陕西省村级经济发展强村与乡村治理示范村,其运用村民积分制与环保卫生、乡风文明建设等村庄事务相结合,显著激发了村民参与村级公共事务的积极性的同时,仍存在村民积分制治理手段陈旧、治理深度不够等问题。对此,文章提出F村应将村民积分制与产权改革相辅,以数字赋能乡村治理强化“村”“民”纽带等手段助推乡村治理有效。 相似文献

在国家与农村关系的制度框架下,从政府与乡村社会两个层面和"官治"与"自治"两条主线考察,中国乡村治理的演进呈现出一条自治化(县政乡治)——行政化(乡政治理)——行政化与自治化并行(乡政村治)的变迁轨迹。中国乡村治理的演进逻辑影响深远,以至我们改善乡村治理的任何努力都不可能脱离"乡土中国"熟人社会抑或半熟人社会这一历史基础及其演变,都不能不重视乡村治理单一行政化的近代特征及其教训,都不能不肯定村民自治这一具有民主价值的当代元素。 相似文献

村民自治是在广大农村推行自我管理自我服务的一种治理模式,村民委员会是基层群众性自治组织。是实行村民自治的主要政治载体。我国村民自治的产生和推广有其历史必然性,但这一治理模式在现实中也出现诸如村支两委关系矛盾、农民民主法律意识不高、村委会成员素质不高等诸多问题。因此,仍然需要从法律体系上完善村民自治的相关内容,从农民主体的素质提升上寻找解决问题的突破口,需要国家、社会、广大村民和各界人士的关注与努力,使村民自治的治理模式形成善治结构并取得良好的治理效果,从而促进我国和谐社会的建设。 相似文献
