Since their emergence a decade ago, global university rankings have become a powerful force in higher education internationally. The majority of research studies on global rankings have examined the effects at institutional and national levels. This study offers a valuable perspective on the ways rankings (and other international benchmarks) are deployed at the intra-sector level, by UK higher education ‘mission groups‘, to support different policy positions. The concept of object in activity theory is used to problematize the analysis. Critical discourse analysis is used as a methodological orientation to study the ways global rankings mediate the object in this context. The findings contribute to the current debate on whether rankings are promoting isomorphism in higher education sectors nationally, illustrating a differentiated engagement with rankings in the UK context. The relevance of the findings for policy-makers and institutional managers is discussed.

This paper argues that global university rankings can be understood as a mechanism upholding Taiwan's interests in light of cross-national analysis of university ranking and recent discussion on regionalisation of higher education in Asia. To draw an analytical framework, it begins by delineating a conceptualisation of university ranking, in which ranking exercises are seen as a form of institutions in the globalised field of education politics and policy. In anticipation of the emergence of the Greater China higher education region, the paper suggests that global university ranking can be used as a zoning technology to form an imaginary line of cultural and academic sovereignty, and to affect university strategies and government policies. This analysis not only explains how global university rankings can be used to uphold interests of Taiwan's higher education, but also sheds light on the way to constitute subjectivity in the process of regionalisation of worldwide higher education.  相似文献

Drawing on research conducted at National University of Ireland, Galway, this paper explores how senior managers at an Irish university are seeking to measure and facilitate academic performance in the context of national and global competitiveness and a higher education landscape that appears firmly inflected by neoliberal ideas of rankings, benchmarking and productivity. I draw upon Michel Foucault’s writings on governmentality and biopolitics, in particular, and I utilise findings from a range of in-depth interviews with central university managers, with a view to critically interrogating the envisioning of what is undoubtedly a new academic subjectivity in the Irish higher education sector—a subjectivity that is being progressively planned for and regulated.  相似文献

This study examines the ways in which different research perspectives have tended to problematize global university rankings (GURs). An analytical framework is applied to help articulate four distinct research discourses that have been applied to GURs. The framework distinguishes research problems which are locally defined and ‘emergent’ from those which are ‘a priori’ and seek to test data against established bodies of knowledge. The analysis in this paper considers the contribution made from studies framed by these contrasting perspectives. The paper considers the extent to which different research approaches align with or challenge the dominant discourses within higher education internationally. The analysis shows how the research perspective adopted relates to the nature of policy and practice responses proposed; both in terms of the audience(s) they are addressed to; and the extent to which policy and practice solutions are structural and systemic or social practice oriented. The paper highlights some of the implications of the prevailing research orientation for the trajectory of GUR development.  相似文献

The global expansion of access to higher education has increased demand for information on academic quality and has led to the development of university ranking systems or league tables in many countries of the world. A recent UNESCO/CEPES conference on higher education indicators concluded that cross-national research on these ranking systems could make an important contribution to improving the international market for higher education. The comparison and analysis of national university ranking systems can help address a number of important policy questions. First, is there an emerging international consensus on the measurement of academic quality as reflected in these ranking systems? Second, what impact are the different ranking systems having on university and academic behavior in their respective countries? Finally, are there important public interests that are thus far not reflected in these rankings? If so, is there a needed and appropriate role for public policy in the development and distribution of university ranking systems and what might that role be? This paper explores these questions through a comparative analysis of university rankings in Australia, Canada, the UK, and the US.  相似文献

The internationalization of higher education is considered to be a major policy agenda in the global knowledge society. For Japan, internationalization has been a key driver in academic and social advancement, while its traditional culture and national identity have also been retained. Recently, a series of policies have been presented by the government, university, and industry to attract more students and top calibre researchers from Asia and further afield, and to enhance exchange and collaboration, internationalization at home, and global human resource development. Concurrently, the controversial nature of internationalization has been pointed out, as well as the stagnant mobility of Japanese students and their inward-looking attitude. This paper discusses the internationalization of Japanese higher education by examining the relevant policy, practice, and perceptions of the people and institutions concerned. The major findings reveal the complexity of internationalization as a dynamic process of change, its vulnerability and marginality, and the extent of the gap between policy and practice. The author also addresses the increased relevance of the research in this field to policy-making and practice in education and its contribution to the production of new knowledge.  相似文献

This article explores the neo-institutional theory of global policy convergence, or ‘isomorphism’, by comparatively examining one of its most recent manifestations – the global diffusion of national standardised testing – in Australia and Japan. By understanding the particular configurations of national testing as being conditioned by both nations' institutional frameworks and historical legacies of education policy development, this study illuminates how the conditioning effects of these frameworks and legacies resulted in the divergent ways in which a policy model circulating at the transnational level became translated into assessment policies that are ‘simultaneously similar and different’. These findings are related to the concept of ‘path dependency’, emphasised in particular by political science and historical institutionalism. The theoretical conclusions drawn on this basis indicate a promising direction of comparative education research, one that recognises global convergence and national divergence as processes that simultaneously shape the globalisation of education policy. In so doing, they summarise the implications of the study for the ongoing debate on the neo-institutionalist theory in comparative education.  相似文献

This paper focuses on the OECD’s PISA 2018 international framework for global competence. Given the growing national and international attention on educating for global competence, and absent of other measures, there is a need to scrutinise this framework. Our critical analysis is conceptually framed by academic literature related to (a) the OECD’s influential role in facilitating neoliberal education policy trends, (b) disjuncture and debate surrounding global competence, and (c) how influence is garnered through measurement technologies. We conclude by encouraging the OECD to be transparent in the reporting of results and educational stakeholders to be cautious interpreters of forthcoming results and rankings.  相似文献

The present study aims to investigate the role of rankings in Kazakhstani higher education policy and their influence on a group of national universities in Kazakhstan. The analysis draws attention to the role of the Kazakhstani government and accreditation agencies in developing coercive and normative isomorphism in Kazakhstani higher education. The analysis of university missions and development strategies of a group of universities with a special status has revealed that national universities are pushed towards an Anglo-American model of a research university. Further research is suggested to assess the response of Kazakhstani higher education institutions (HEIs) to these coercive and normative pressures.  相似文献

This paper makes the argument that new global spatialities and new governance structures in education have important implications for how we think about education policy and do education policy analysis. This context necessitates that researchers engage in new methodologies to ensure that there is a suitable link between their research problem and the methods utilised for its investigation. To this end, I suggest that network ethnography can be conceived as a ‘threshold’ methodology; a new way of looking at social relations in changing times with attendant methodological benefits and shortcomings. Here I constitute the network ethnographer as cyberflâneur, who, like the nineteenth-century flâneur is lured by and attentive to the ‘new’, where they embrace the convergence of space and new technologies to become a well-positioned observer of contemporary policy processes. In focusing on the cyberflâneur, this paper aims to provoke debate amongst policy sociology researchers about how we can reflect on and modify our practice to ensure we are contributing to meaningful research in the twenty-first century.  相似文献

ABSTRACT

For over a decade, global university rankings have played a growing role in the status competition in higher education. More recently, we have seen a proliferation in rankings of innovation and urbanization. In this article, we argue that while these new measurements bring with them some conceptual adjustments, they draw heavily on existing rankings and embrace the embedded competitive logic. Local rankings of innovation objectify higher education as an element of global competitiveness. Furthermore, we argue that this logical shift is made with the help university rankings that now come to bridge global competition and local innovation; the existing global university rankings are directly used in the composite indicators of local innovation or their methodology is copied. Consequently, political imaginaries of global competition are now projected to regional and city level.  相似文献

Ten years after the first global rankings appeared, it is clear that they have had an extraordinary impact on higher education. While there are fundamental questions about whether rankings measure either quality or what's meaningful, they have succeeded in exposing higher education to international comparison. More so, because of the important role higher education plays as a driver of economic development, rankings have exposed both an information deficit and national competitiveness. Accordingly, both nations and institutions have sought to maximise their position vis-á-vis global rankings with positive and perverse effects. Their legacy is evident in the way rankings have become an implicit — and often explicit – reference point for policymaking and higher education decision-making, and have reinforced an evaluative state's over-reliance on quantitative indicators to measure quality. They are embedded in popular discourse, and have informed the behaviour of many stakeholders, within and outside the academy. This paper reflects on three inter-related issues; i) considers the way rankings have heightened policy and investment interest in higher education, ii) discusses whether the modifications to rankings have resolved some of the questions about what they measure, and iii) looks at how rankings have influenced stakeholder behaviour. Finally, the paper reflects on what we have learned and some outstanding issues.  相似文献

Global university rankings are a worldwide trend that emerged in times of the globalisation and internationalisation of higher education. Universities worldwide are now striving to become “world‐class” institutions and are constantly aiming to improve their ranking position. Global rankings of universities are thus perceived by many as an ultimate tool for assessing the level of internationalisation at individual higher education institutions. This article first discusses the meaning of and relationship between the globalisation and internationalisation of higher education, as their influence on the emergence of global rankings is undeniable. It then outlines the methodological designs of four main global university rankings which serve as key prerequisites for the subsequent analyses of both the international(‐isation) indicators that these rankings include and of the international ranking initiatives that focus exclusively on the international outlook of higher education institutions. In the concluding discussion, the article reveals that, due to the predominantly quantitative orientation of global university rankings (on the internationalisation of higher education), their results should not be generalised or understood as a means to improve the quality of (internationalisation of) higher education.  相似文献

The paper sets out a theoretical approach for understanding the quality of education in low income countries from a social justice perspective. The paper outlines and critiques the two dominant approaches that currently frame the debate about education quality, namely, the human capital and human rights approaches. Drawing principally on the ideas of Nancy Fraser and Amyarta Sen the paper then sets out an alternative approach based on a theory of social justice and of capabilities. The paper develops an overall understanding of how education quality can be understood in relation to the extent to which it fosters key capabilities that individuals, communities and society in general have reason to value. It then analyses three inter-related dimensions of the quality of education from a social justice perspective. Each dimension is considered in relation to contemporary policy debates and research including the work of EdQual. The first dimension, that of inclusion draws attention to the access of different groups of learners to quality inputs that facilitate the development of their capabilities, the cultural and institutional barriers that impact on the learning of different groups and priorities for overcoming these. The second dimension, that of relevance, is concerned with the extent to which the outcomes of education are meaningful for all learners, valued by their communities and consistent with national development priorities in a changing global context, whilst the third dimension, that of democracy considers how decisions about education quality are governed and the nature of participation in debates at the local, national and global levels. It is argued that a social justice framework can provide an alternative rationale for a policy emphasis on quality that encompasses but goes beyond that provided by human capital and rights approaches; that through emphasising the importance of context and through providing a normative basis for thinking about quality in relation to development, it provides a useful starting point for re-conceptualising education quality and how it can be evaluated; and, that it draws attention to the central importance of public dialogue and debate at the local, national and global levels about the nature of a quality education and quality frameworks at these levels.  相似文献

In roughly a decade, university rankings gained the foreground in the policy arena for higher education and their influence is not going to decrease. However, several methodological shortcomings and warnings about the unintended consequences for national higher education systems have been raised. Against this background, this paper stresses that the individual recipients of information contained in university rankings are currently overlooked. Indeed, university rankings are addressed to a generic recipient, but actually, there are multiple audiences for rankings, and each of these audiences has different needs and each one attributes a different value to information attached to rankings. Referring to a theoretical tool borrowed from bioethics, this paper highlights that the ranking game involves a variety of recipients and that the current setting of the ranking panorama leaves room for gaps to emerge.  相似文献

In just a decade, the international university rankings have become dominant measures of institutional performance for policy-makers worldwide. Bolstered by the façade of scientific neutrality, these classification systems have reinforced the hegemonic model of higher education – that of the elite, Anglo-Saxon research university – on a global scale. The process is a manifestation of what Bourdieu and Wacquant have termed US “cultural imperialism.” However, the rankings paradigm is facing growing criticism and resistance, particularly in regions such as Latin America, where the systems are seen as forcing institutions into a costly and high-stakes “academic arms race” at the expense of more pressing development priorities. That position, expressed at the recent UNESCO conferences in Buenos Aires, Paris, and Mexico City, shows the degree to which the rankings have become a fundamental element in the contest for cultural hegemony, waged through the prism of higher education.  相似文献

This paper traces how various dominant social, economic, and political philosophies are played out in debate over and changes in the general studies curriculum at the University of Costa Rica. This investigation reveals a close link between dominant ideologies and the general studies curriculm. Specifically, the general studies program implemented in the 1970s which emphasized teaching about national problems and social responsibility, is currently being challenged by neoliberal policies and perceived competition from private universities. Latin American universities have traditionally served as battlegrounds of competing social, political, and economic philosophies. The debate over general studies serves as a unique opportunity to observe how competing social roles of higher education are played out in the university setting. The author concludes that the debate over general studies is really about the role and status of the University of Costa Rica in an environment thatvalues privatization; individual, as opposed to societal, benefit from higher education; and professions such as management.  相似文献

Public education discourse in the USA has been characterized by messages of crisis shaping education policies across national contexts. Education policy solutions target a lack of qualified teachers and insufficient oversight of teacher practice as central factors in the crisis, placing teacher identity as knowledgeable, authoritative professionals at the center of educational reform debates. Mainstream news media is a key site for education policy debate. I employ critical discourse analysis of education news published in a major US newspaper, uncovering how grammar patterns in news discourse situate teacher identity in relation to knowledge and authority. I demonstrate how the paper's discourse frames teacher identity in terms of Accountability and Caring and discuss how, in the context of larger economic and social policy debates, Accountability gains authority over caring to shape education policy. I call for teachers to integrate critical participation in public education debates as key element of professional identity.  相似文献
