Private tutoring has been a burgeoning phenomenon in Malaysia for decades. This study examines the determinants of private tutoring expenditures in Malaysia using the 2004/2005 Household Expenditures Survey and applies hurdle regression models to the data. The results indicate that total household expenditures, household head’s level of education, household head’s gender, number of school-age children, and home ownership are important determinants of private tutoring expenditures in Malaysia. In comparison with Malay households, Chinese and Indian households have a higher likelihood of enrolling their children in private tutoring and spending on private tutoring. Indigenous households are less likely to spend for tutoring, but once their children are enrolled, they spend more than their Malay counterparts. Regional characteristics are also important determinants of private tutoring expenditures.  相似文献

This study investigated the determinants of the demand for private tutoring (PT) in South Korea, especially focusing on the effectiveness of governmental regulations regarding the operating hours of cram schools in decreasing expenditure on PT. Survey data from 3,605 parents of 12th grade students were collected from 45 proportionally stratified high schools and analyzed using Tobit and censored least absolute deviation models. Results showed that among student and family background characteristics, students’ achievement level, household income, and parents’ educational level were positively associated with a higher consumption of PT. At the school level, students attending schools with higher student–teacher ratios were expected to spend more on PT. Urban schools under the high school equalization policy (HSEP) showed larger expenditure on PT than non-HSEP schools. Despite the public perception of the ineffectiveness of government policy on PT, this study finds that the local governmental regulation of PT positively contributes to decreasing the demand for PT.  相似文献

Despite a large literature that investigates the effects of education savings plans on schooling outcomes, much less is known about how parents finance this saving and how it affects other household spending, including spending broadly related to child-rearing. To provide new insights on this issue, this paper estimates the spillover effects of contributions to an education savings plan on household spending and retirement saving behavior in Canada. The analysis uses a cross-sectional, nationally-representative household expenditures survey (N = 28,978) and, in an instrumental variables design, exploits policy-induced variation in education saving resulting from changes in federal matching contributions for low-income and middle-income households. The analysis finds that education saving has little effect on total household expenditures, donations, and home investments, and crowds in retirement saving among households with strictly positive net contributions in both types of saving vehicles. Only out-of-house childcare expenditures decrease as a result of education saving, suggesting that households substitute between educational investments and current spending on other child-rearing commodities. However, the dollar value of this substitution is small. These findings offer new insights into how households finance education saving for their children and suggest that different types of tax-preferred saving vehicles may be complementary rather than substitutes.  相似文献

ABSTRACT

The study establishes whether government spending on private universal secondary education (USE) schools is equitable across quintiles disaggregated by gender and by region in Uganda. The study employs benefit incidence analysis tool on the Uganda National Panel Survey (UNPS 2009/10) data to establish the welfare impact of public subsidy on different households. The results reveal that the richer households benefit more from the subsidy than the poor. Similar patterns are evident across gender and regions. However, the subsidy as a share of total household spending is higher (49%) for poor households than the richer (6%). The contrast in the findings could be because the richer seem to have more school going children and thus spend more on each student. The concentration curves reveal that there are minimal achievements by the state funding to redistribute incomes to the poor.  相似文献

Taiwan's education rate of return has increased incrementally over the long term, and education is the primary factor impacting income inequality. Its impact has been increasing every year. Having their children attend college is the way for disadvantaged households to escape poverty, but the high tuition policy is putting the poor in an increasingly difficult situation. In 1986, disadvantaged households were able to pay a portion of tuition costs; their borrowing amounted to less than their spending on education. Since 1996, however, the borrowing of disadvantaged households has been far higher than their spending on education, and the gap between the two has increasingly expanded. Moreover, disadvantaged households have to pay more tuition to have the same number of children attend university, possibly because it is more difficult for children from poor households to access quality, inexpensive public universities.  相似文献

Cash transfers boost educational outcomes for poor children on average, but which aspects of educational performance are most responsive and which poor children benefit the most? This study examines the educational impacts of cash transfers, drawing on a randomized, community implemented conditional cash transfer program targeted to poor households in Tanzania. On average, being assigned to receive transfers significantly improves children’s likelihood of having ever attended school (by between 4 and 5 percentage points), with suggestive evidence that this is driven by more age-appropriate enrollment for the youngest children. However, school attendance and primary school completion remain unaffected on average. Girls and boys benefit similarly, and only students with stronger initial educational performance experience increases in primary completion rates.  相似文献

Students with special educational needs (SEN) are at an elevated risk of psychological and behavioural dysfunctions. In this study, we conducted a survey of parents of students with SEN in Hong Kong to examine the impact of two school practices – learning support and school climate – on the psychological and behavioural functioning (PBF) of students with SEN. We also examined the mediating effects of social participation and academic engagement. Questionnaires were distributed to 586 parents in 139 primary schools. The results of structural equation modelling (SEM) analysis show that perceived school climate has a direct effect on perceived PBF, while perceived learning support does not. Perceived learning support has two indirect effects on perceived PBF, with perceived academic engagement or social participation as a mediator. The findings have implications for the effective use of educational resources to support the inclusive education of students with SEN.  相似文献

ABSTRACT

Ethnic minority parents often appear to be less involved in school functions and activities than their culturally dominant counterparts. Their invisibility is usually assumed due to a lack of either interest or parental capacity to oversee their children’s education. However, the simplistic equation between parental involvement in children’s education and their participation in school is largely informed by middle-class cultural norms that ignore diversity. Data drawn from home visits and in-depth, semi-structured interviews amongst Pakistani parents and children in Hong Kong reveals that the involvement of these parents only seems less visible because it is largely based at home rather than in schools. The parental involvement of this ethnic minority is influenced by socio-economic and cultural factors that separate school from home, divide parental responsibilities by gender, and set expectations for children with primary reference to the parents’ own experiences. These research findings on how such characteristics shape the outcomes of parental involvement can inform school practices to build more effective home-school collaboration and enhance children’s academic achievement.  相似文献

This paper presents data relevant to discussions on the financing of secondary education in Tanzania. The issue of financing is important because expansion in public schools is severely limited by budgetary constraints, high unit costs, and the fact that no part of public expenditures is currently recovered through fees. Given the financing difficulties, it may now be appropriate to reconsider the role of fees as a means of mobilizing private resources to supplement government funds. A prior question, however, is whether or not households already incur a significant cost even in the absence of fees, and further, whether or not they are willing to bear additional charges. The empirical analysis for Tanzania shows that although students pay no fees, their school related expenditure is in fact quite substantial, amounting in 1981 to US$139 for state students, and US$439 (including US$242 for fees) for private students. The results also show that students' expenditures vary more by enrollment characteristics than by family background, suggesting that given the substantial expenses involved, students do not spend more or less than what is necessary, regardless of their background. The large proportion of privately enrolled students in Tanzania indicates, however, that wealthier parents are both willing and able to bear a substantial user charge. A possible implication of these results is that user charges for public secondary education could potentially play an important role in mobilizing private household resources for the sector. Their actual relevance in Tanzania needs, however, to be confirmed by additional research.  相似文献

In this paper, we examine current changes in the ethnic and social composition of the preschool and school aged population as well as the consequences these changes may have for educational participation and thus for overall educational attainment in the near future. Based on the micro-census 2008 survey, we identify groups of migrants by region of parents’ origin where children – despite low levels of parents’ education and comparatively few socioeconomic resources – have greater chances of upward educational mobility than non-migrant children. By contrast, children from less educated, nonmigrant families show a much lower tendency to be upwardly mobile, and educational choices are more closely tied to the economic and social background. Thus, our analysis provides evidence that educational background and socio-economic resources in the students’ families are of greater importance for the overall development of educational attainment in Germany than characteristics of migration and ethnicity.  相似文献

Using data for all Wisconsin school districts over the 2003/04 through 2006/07 school years, we evaluate the state of Wisconsin's Open Enrollment (inter-district transfer) program to determine which school district characteristics influence parental transfer decisions. To our knowledge, this is the first study of school choice in a public school setting that evaluates transfer decisions controlling for district characteristics from which the students are transferring. The main result of our research indicates that parents of transfer students reside in districts with high property values but low taxes, and they choose to send their children to higher spending school districts. Other key findings are that parents send their children to districts with lower percentages of minorities, and are more likely to transfer from districts with fewer extracurricular opportunities.  相似文献

This study examines the prevalence of parental disillusionment with school and its relationship with demographic variables, and phase, size and location of schools. Findings are based on data from 1569 parents of children in grades 5 to 10 from 20 schools in 9 municipalities in Norway. Previous research in other countries shows benefits for the children's attainments at school of positive relationships between parents and teachers. However, only a few studies in Norway have focused on home–school collaboration. Parents in this study are more likely to report disillusionment in big schools than in small schools. Also, parents with low income tend to be more disillusioned than parents with high income. However, the general lack of significant differences between schools might indicate that parental disillusionment was more likely to arise from conflicts between teachers and parents and from policy and practice in the school.  相似文献

This paper seeks to evaluate the access to Public Private Partnership (PPP) schools by examining their geographic distribution and the factors that predict whether a child enrolls in a public, PPP, or private school in Punjab, Pakistan using multiple micro data sets. The analysis shows that PPP schools are located in districts where high shares of children are out-of-school, unlike public and private schools. The results indicate that while private school students are the most likely to belong to more affluent households and receive private tuition, there is no evidence that students enrolled in PPP schools come from more advantaged households than public school students. Girls are more likely to be enrolled in PPP schools than in public schools, while students enrolled in the New School Program seem to be the most disadvantaged amongst all PPP students.  相似文献

In 2009, the South African Department of Education extended tuition fee abolition to schools serving the poorest 60% of students, increased from 40% in 2007. This policy intends to increase access to and longevity in school for the poorest households by removing fees as a barrier and replacing private revenue with increased state funds. Despite this progressive expansion of fee-free schooling, the reported frequency of non-attendance attributable to school fees increased from 2008 to 2009, particularly among poor females and primary-aged children. This paper attempts to explain this phenomenon by presenting three constraints that hamper the potential benefits of fee abolition: (1) the rationalization of educational expenditures; (2) perverse incentives for schools to exclude non-paying children; and (3) the poor targeting mechanisms of fee abolition and government spending. As a result, we find significant lags in the implementation of fee elimination and that many poor households are still required to pay user fees. Several finance policy options are recommended for the South African schooling system. Data originate from South Africa’s National Treasury and General Household Survey.  相似文献

Measuring the incidence of public spending in education requires an intergenerational framework distinguishing between what current and future generations—that is, parents and children—give and receive. In standard distributional incidence analysis, households are assumed to receive a benefit equal to what is spent on their children enrolled in the public schooling system and, implicitly, to pay a fee proportional to their income. We show that, in an intergenerational framework, this is equivalent to assuming perfectly altruistic individuals, in the sense of the dynastic model, and perfect capital markets. But in practice, credit markets are imperfect and poor households cannot borrow against the future income of their children. We show that under such circumstances, standard distributional incidence analysis may greatly over-estimate the progressivity of public spending in education: educational improvements that are progressive in the long-run steady state may actually be regressive for the current generation of poor adults. This is especially true where service delivery in education is highly inefficient—as it is in poor districts of many developing countries—so that the educational benefits received are relatively low in comparison with the cost of public spending. Our results have implications for both policy measures and analytical approaches.  相似文献

In India, more than 276 million children and youth were out of school for extended periods since March 2020 due to school closures in response to COVID-19. A key challenge has been how to measure the impact of responses to continuity of learning both to ensure more effective responses in the event of further disruptions, but also to help the education community conceptualize more creative and effective approaches to learning, through blended and flexible approaches. This study reflects on the findings from a UNICEF survey targeting parents and adolescents across 6 states in India, and identifies lessons learned for addressing learning inequities during future school closures. We focus on measuring three key variables – access to technology, their utilization, and perceived learning for different profiles of children. As students began learning from home, technology access rates in households were initially used to determine the estimated maximum reach of different distance learning modalities during school closures. Beyond access, we find significant variations in adolescents’ use of technology for learning purposes and their perceptions of learning, linked to the type of remote learning modality, gender, location and type of school. We discuss the implications for government strategies and policies to ensure better utilization of technologies which are available in households and to address equity gaps in learning opportunities.  相似文献

In Ireland there is progressive legislation on children’s participation in the education system. The Education Act 1998 advocates that school boards should involve students in the school and establish student councils in second-level schools. Since the publication of this legislation progress on realising students’ participation in schools has been slow. In 2006 the UN Committee on the Rights of the Child recommended that Ireland strengthen its efforts to enable children to express their views in schools and other educational institutions. The National Strategy on Children and Young People’s Participation in Decision-making (2015), the first to be produced internationally, commits to facilitating children and young people’s voice in the development of education policy, the running of schools and in other areas of school policy. This paper presents and discusses the results of qualitative participatory research with children and young people aged between 7 and 17 years, teachers and school principals, and parents, on their attitudes towards and opportunities for participation by students in schools in Ireland. The data reveal that students are keen to participate in school but recognise that their opportunities to do so are inadequate, that teachers understand participation very differently from students, and that parents have little knowledge of their children’s participatory experiences in school. It concludes that effective participation in schools requires policy, practical and cultural change.  相似文献
