Using UNESCO-UIS data, this paper estimates the costs of internal inefficiency caused by dropouts and repetitions in primary education. Multiple imputation method is found essential to accurately estimate the costs of internal inefficiency. Globally, 8.1% of total public expenditure for primary education was wasted in 2011, a 3.4 percentage-point decrease from 2002. However, during the same period, total value of wastage increased by two billion USD to 32.6 billion USD, five times higher than total aid for primary education towards developing countries. Sub-Saharan Africa remains as the region with significant needs for improvement in internal inefficiency.  相似文献

Africa's higher education crisis has prompted the growth of private institutions. Enrollments are very low and in most African countries do not account for a significant proportion of university enrollments. The largest number of private institutions are in Kenya which is the subject of a case study. Private institutions provide professional training in fields of employment opportunity but also offer an education that emphasizes character building functions of higher studies. Private higher education is expensive to provide and costly to attend. Many private institutions are caught in a dilemma. They can not achieve significant efficiencies by reducing instructional costs without damage to the quality of their programs, and they are reluctant to raise tuition and accommodation charges because of the distorting effects on student recruitment. As long as public higher education is provided at low or no cost and private higher education is entirely self-supporting, the private sector will have a peripheral role in higher education in Kenya and other African countries.  相似文献

Budgetary capacity that would allow for the public funding of the provision of universal access to primary education is lacking in many sub-Saharan economies. National revenues significantly lag behind the overall economic productivity measure of GDP. Analysis of data derived from UNESCO and UNDP for 2004 shows that governments in the region spend far less in US dollars per unit cost on primary education than do developed countries. Increasing the unit cost of education in order to enable a government to guarantee universal primary education would take away resources from other tiers of the education system in many countries in the region. The alternative is to universalise access, despite existing budget allocation constraints, and thereby further compound the problems of poor infrastructure and limited human resource capacity that continue to compromise education quality in sub-Saharan Africa.  相似文献

This paper discusses problems with the prevalent view that public resources for education in developing countries should be reallocated from higher to lower levels of education. There may be a case for maintaining and even increasing spending on higher education, as long as public funds can be directed to research and other “public good” functions of institutions of higher education. Current measures of social returns to primary, secondary and higher education do not reflect unmeasured social benefits at each level; since we do not know the relative size of these benefits across levels, we do not know the true ranking of social returns across primary, secondary and higher education. The true social rate of return to certain components of higher education, such as research and postgraduate training in science and technology, and creation of other skills where social returns probably exceed private returns (such as public administration) is probably high, and in some settings, may now be as high or higher than the social rate of return to primary and secondary education. Moreover, achieving and sustaining adequate levels of quality to capture these social returns requires minimal stability in public financing, arguing against major reallocations away from higher education. But this does not argue for more public spending on all higher education programs. On the contrary; within the envelope of total public spending on higher education, reallocation away from public spending on undergraduate training makes sense, since such training probably has low social compared to private returns, and can be accomplished by greater reliance on private universities and by increasing tuition and other fees in public universities, while ensuring equitable access through loan and scholarship programs.  相似文献

Much of the debate on the relative merits of vocational and academic education has focused on the costs of such schooling. The issue has usually been argued in terms of the public costs involved while the private costs have been ignored. This article compares both the public and private costs of technical-vocational and of academic upper secondary education in Greece. For the Greek case, the private costs of education are much higher for academic than for vocational education while the public costs are similar. Information and communication technologies such as radio and television have long been used in education. The advent of the technology of the Internet has created pressure for Internet access in primary and secondary schools across the world. This paper reviews some of the available evidence on the impact and cost of such technologies in developing countries. It concludes that while there is strong evidence for the efficacy and efficiency of interactive radio instruction, the evidence on the impact of computer-supported education remains mixed, and costs are prohibitive for many LDCs (less developed countries).  相似文献

Low-cost private schools (LCPS) are widespread in Kenya, particularly in urban areas. This study examines the reasons that parents send children to fee-charging schools in a context of free public primary education. Drawing on parent survey and interview data, as well as interviews with national policy makers, we found that parents who chose LCPS for their children were more driven by quality concerns than were public school parents. We also present data on the costs of the school types, compared to household income. Despite being termed ‘low cost’, the fees charged by schools primarily serving the poor were often a heavy burden on families. We conclude with recommendations for maximising the impact of LCPS on educational access and quality.  相似文献

This research is concerned with the problems that may arise in paying for the costs of secondary school places in developing countries, which have experienced a rapid increase in primary school enrolments since the World Conference on Education for All at Jomtien. Many, but not all, of these countries are in sub-Saharan Africa. Case studies are being conducted six African and Asian countries. The basic argument is that cost structures, which may have been appropriate for systems that had low gross enrolment ratios and modest transition rates from primary to secondary are unlikely to be sustainable as enrolments become universalised. The challenge is to identify opportunities to expand quality secondary schooling to meet new needs while reducing costs to levels which can be afforded. Access to and quality of secondary schooling is likely to dominate the educational planning agenda in many developing countries in the early part of the twenty-first century.  相似文献

In the past few decades, the additional revenues available via higher education exports (through both relatively higher prices and increased enrolments) have attracted the attention of providers in many developed countries, not least in Anglophone countries like the USA, the UK, Canada and Australia. However, while the revenue case is strong, the institutional cost structures underlying the provision of higher education services for international students remain relatively unknown at the sector level. Accordingly, we offer a comprehensive analysis of the cost economies underlying higher education provision for international students using a sample of 37 Australian public universities over the period from 2003 to 2012. The findings suggest that it is appealing to enrol additional overseas students given their lower average and marginal costs and the significant economies of scale prevailing in higher education generally. Further, while we find evidence of economies of scope for overseas students only in smaller institutions, there is no evidence of diseconomies of scope, implying the current number of overseas students and their joint production with domestic students at the least does not lead to unnecessarily higher overall costs.  相似文献

The benefits of bilingual education for a disadvantaged indigenous population as an investment in human capital are significant. Students of bilingual schools in Guatemala have higher attendance and promotion rates, and lower repetition and dropout rates. Bilingual students receive higher scores on all subject matters, including mastery of Spanish. The efficiency of bilingual education is confirmed by a crude cost–benefit exercise. A shift to bilingual schooling would result in considerable cost savings because of reduced repetition. The higher quality of education generating higher promotion rates will help students complete primary education and will substantially increase completion rates at low cost. The costs saving due to bilingual education is estimated at $5 million, equal to the cost of primary education for 100,000 students.  相似文献

The current study examines costs, measured by educational and general (E&G) spending, and cost efficiency at 252 public master’s institutions in the United States over a nine-year (2004–2012) period. We use a multi-product quadratic cost function and results from a random-effects model with a first-order autoregressive (AR1) disturbance term to calculate economies of scale with regard to undergraduate enrollment, graduate enrollment, and research. We also employ a slightly modified version of Kumbhakar et al. (J Prod Anal 41(2):321–337, 2014) multi-step approach, involving the use of stochastic frontier analysis (SFA) and taking into account spatial interdependency, to decompose cost efficiency into long-term stable (persistent) and short-term (residual) efficiency. The key results of this study include evidence that: (1) regional clustering of costs exists; (2) there are economies of scale in undergraduate education and diseconomies of scale in graduate education; (3) relatively few institutions are cost inefficient; and (4) cost inefficiency tends to be long-term and persistent rather than short-term and residual. This research also identifies public master’s institutions that are the most cost efficient. Our inquiry has implications for future research as it points towards specific institutions, which may be engaged in effective practices to keep costs low, for possible follow-up case studies. Going forward, the techniques used in this study could be applied to examine economies of scale and scope as well as cost efficiency among other types of higher education institutions, such as public or private research universities, baccalaureate institutions, and community colleges.  相似文献

In many countries, the transition from “elite” to “mass” higher education has provided a strong stimulus for putting access high on the political agenda. The accessibility of nine western European countries is explored on the basis of the concepts of selectivity and affordability. The nine countries concerned display a degree of variation in terms of relative selectivity, ranging from those with strong entrance selection procedures, such as Finland, Sweden, and the United Kingdom, to countries with an open system, such as Austria, Belgium (Flanders), and The Netherlands. In addition, there is a good deal of variation in the extent to which students can afford to attend higher education. In countries in which student support is predominantly given directly to the students through grants and loans, they are in a better position to meet their costs than in countries in which students are mainly subsidized with public support through their families  相似文献

In many LDCs today, the distribution of public resources for education tends to be inefficient and inequitable in that subsidization often increases rather than decreases with the level of education. To improve efficiency and equity, a shift of resources from higher to primary education should therefore be considered. Such a shift would obviously imply an increase in the private cost of higher education, but its effect could be mitigated through a loan scheme. In this paper, our main purpose is to show what a cut in subsidies to higher education can achieve in terms of expanding primary enrollments. The results show that although the outcome differs from country to country, such a cut would permit a sizable increase in primary enrollments in Sub-Saharan Africa, and especially in Francophone countries. Despite its effectiveness, however, reduction in higher education subsidies alone is unlikely to overcome all the obstacles faced by the poorest countries to attaining universal primary education. Our results only argue that it should be considered as part of the policy package directed towards this goal.  相似文献

The financing of education has emerged as a major topic of discussion among policy makers in recent years. There is evidence that in many developing countries, governments can no longer continue to increase spending on education at the high rates characteristic in the 1960s and 1970s. The macroeconomic environment has worsened, and there is keen intersectoral competition for public funds. Thus unless educational development moves away from its present heavy dependence on public funds, the expansion of education would be frustrated. One policy option is to increase the private financing of education. In this paper, we evaluate the potential effectiveness of loans schemes as a cost recovery instrument in higher education. Essentially, loans permit students to finance the cost of their education from future income. So the effectiveness of loans would depend on the relation between costs and students' future income. It also depends on the incidence of repetition, dropout, and default, as well as on whether or not a grace period is incorporated in the loan scheme. Our simulations show that in Asia and Latin America, the potential rate of cost recovery is substantial under what appears to be bearable terms of repayment. In Francophone Africa and Anglophone Africa, however, loans schemes are unlikely to perform as well, but they would still permit a shift toward greater private financing of higher education.  相似文献

The government of Cameroon like that of many sub-Sharan African countries is faced with dwindling public revenues and cannot provide the required finances for the education sector. Since many other developing countries are facing similar financial constraints, policy options have been proposed for the recovery of costs as a way of revitalizing and improving the quality of education in these countries. The introduction of user charges is one of the more prominent options that applies to all levels of education. In light of the educational financing situation in Cameroon, this study sets out to assess the possibility of implementing this option. It, therefore, seeks to analyse how secondary schools are financed and to measure private direct costs of secondary education so as to determine parental willingness to spend on schooling.  相似文献

Higher education participation in Ethiopia is very low (about 1.5 per cent) and is the major source of the critical shortage of educated and skilled human resource. The higher education system in Ethiopia is moving away from exclusive and dismally low enrolments towards increasing participation. To expand access, to redress inequitable subsidies by taxpayers to a small proportion of the age cohort and to diversify revenue the introduction of cost sharing is necessitated to supplement public finance. Cost sharing serves as an alternative non‐governmental source supplementing revenue opening more opportunities and making students responsible citizens and customers. It also has a profound effect on improving the management and academic efficiency of the higher education institutions. In the expanding system, covering the full tuition and food and room cost for a small proportion of the age cohort from the taxpayers’ money is inappropriate and inequitable distribution of resources. A significant number of students are enrolled in fee‐paying programs in public and private institutions. A modified model of the Australian type Graduate Tax, as a more attractive, simple and manageable scheme is adopted in the Ethiopian higher education landscape. The scheme is expected to ensure equitable access to students of any background, as there is no need to stipulate income of parents to arrive at the repayment amounts. Immediate removal of all subsidies to food and room, calculating appropriate tuition fees and costs, provision of every citizen a tax identification number (TIN) and decentralization and strengthening the tax collection and information system are essential for successful implementation of cost sharing in Ethiopia. These improvements enhance the confidence of both public and university community and improves cost recovery.  相似文献

This paper highlights patterns in school enrollment indicators that affect the efficiency and effectiveness of education systems in a set of low-income countries: those that have expanded access quickly in the last decade or two, but have not yet absorbed that expansion efficiently. Although the patterns in these indicators are observable in the first few years of schooling, they could constitute a cause of low learning outcomes at the end of primary school. The data show strong empirical relationships between an early primary enrollment bulge, low levels of pre-primary participation, and poor performance on early grade cognitive skills. This work does not attribute causal precedence to these patterns but instead argues that the indicators are reflections of each other, constituting a “knot” of issues undermining the foundations of the affected education systems. The article presents some of the cost implications and suggests that many countries are already paying for pre-primary education without realizing it.  相似文献
