Prior empirical studies of the Open Government Partnership have failed to take into account possible diffusion mechanisms contributing to the expansion in the number of countries joining the partnership since its beginning in 2010. Notwithstanding the increase in the study of open government policies over the past decade across multiple levels of government, the factors influencing the decision to join multilateral initiatives like the Open Government Partnership are still under-researched. Using data from 175 countries and covering a period that goes from the year prior to the establishment of the Open Government Partnership (OGP) until the year when the latest current members have joined the partnership (2010–2018), this article examines the diffusion mechanisms affecting a country's decision to participate in the OGP. Based on binary response logit regression models, this study analyses the effects of key diffusion variables while controlling for the countries' internal determinants of participation. The findings indicate that diffusion of the OGP takes place through regional proximity, common cultural and system of government traits, and membership in international organization. While democratic countries are more likely to join, autocracies also join conditional on other countries in the same group joining. This suggests further research is needed to uncover the way countries with different regime traits design and implement transparency and open government policies under the banner of this multilateral initiative.  相似文献

Although Facebook is primarily known for building and maintaining relationships, the 2008 presidential election highlighted this social networking website as a viable tool for political communication. In fact, during primary season until Election Day in 2008, Facebook users created more than 1,000 Facebook group pages that focused on Barack Obama and John McCain. Using quantitative content analysis, the primary purpose of this study was to assess how both John McCain and Barack Obama were portrayed across these Facebook groups. Results indicated that group membership and activity levels were higher for Barack Obama than for John McCain. Overall, Barack Obama was portrayed more positively across Facebook groups than John McCain. In addition, profanity, racial, religious, and age-related language were also coded for and varied with regard to how each candidate was portrayed. Theoretical and practical implications are discussed.  相似文献

Abstract

Communication of public catalog issues throughout the University of Alabama Libraries has been and still is a major concern of the cataloging department. Many cataloging department heads hold the firm belief that improved user access to the libraries' collections can be provided through an improvement in the communication patterns between several key departments of the libraries and the catalog department. Through the input of a group of public service and collection development librarians, the department should be able to assess the time priorities for materials processing, resulting in a greater degree of probability that useful backlogs would be made accessible with a minimum of delay. As a cataloging department head, it is also my belief that a discussion of the cataloging process and the concerns of the catalogers could lead to more consistent and more efficient processing of materials. In November 1993 the Cataloging Advisory Group was formed as a one-year experiment in communication. Since that time the group has gone through numerous changes in both membership and charge but has continued to be one of the stronger discussion groups in the UA Libraries. The paper explores the group and its successes and failures during its six-year history.  相似文献

This study investigates media uses and preferences across two generations and across television and video games. Path analyses using data from 335 families show that the number of hours of television viewed by the first generation (parents at age 30) positively predicts the amount of television use by their offspring in the second generation 18 years later, as well as their own amount of television viewing at that time. The analyses also show that the amount of video game playing among offspring is significantly related to their own as well as their parents' concurrent TV use. While there is no similar longitudinal correlation between a preference for violent television by parents at age 30 and that of their offspring 18 years later, parents' violent television preferences at age 48 are positively correlated with their offspring's concurrent preference for violent television content. Additionally, the violent television preferences of offspring are positively correlated with their own preferences for violent video games. These effects were found while controlling for SES, intellectual achievement, and offspring gender. These results suggest that the amount of time devoted to media use and preferences for violent media generalize across media modalities and are transmitted across generations.  相似文献

This article reports on a study of academic librarians' views of their work and possibilities regarding support for researchers' publishing. Institutional repositories and Open Access are areas being dealt with in particular. Methods used are highly qualitative; data was gathered at two Swedish university libraries over a six month period through focus group interview sessions and personal logs by informants. Findings indicate that attitudes are often in collision with practicalities in the daily work in libraries. Even though they have a high degree of knowledge and awareness of scholarly publication patterns, librarians often feel insecure in the approach of researchers. There is a felt redirection in the focus of academic librarianship, from pedagogical information seeking tasks towards a more active publication support, a change which also includes a regained prominence for new forms of bibliographical work. Although there are some challenges, proactive attitudes among librarians are felt as being important in developing further support for researchers' publishing.  相似文献

The goal of this analysis was to obtain local citation behavior data on undergraduates researching history, political science, and sociology papers. The study found that students cited books and journals even with the availability of web sources; however, usage varied by subject. References to specific websites' domains also varied across subject area. Most of the top journal titles that students referenced were online and locally owned. Students cited a broader range of journal titles than predicted by the Law of Scattering and cited titles across a wide array of subject areas. This data helped identify potential gaps in the library's collection and services.  相似文献

Responses provided by high school freshmen and seniors to hypothetical persuasive and empathic communication situations involving peers were coded according to the level of perspective‐taking implied in the communicative strategy. Older adolescents were found to use. higher level communication strategies reflecting greater perspective‐taking ability than younger adolescents on both tasks. Although the quantity and quality of interpersonal constructs supplied in describing peers varied between age groups, this was not shown to affect communication within age group levels. The group membership of the other being addressed was, however, a relevant condition affecting the level of performance in empathic communication for both early and late adolescents.  相似文献

Library and information (LIS) education is undergoing a major transformation. During this time of change, there is a pressing need for data from all stakeholder groups to support strategic decisions within individual schools and across the discipline as a whole; students are a key stakeholder group. This paper reports on a 4-year study of master's students enrolled in an institution undergoing a transition toward an iSchool. The self-administered questionnaire was distributed to students enrolled in the Master of Information Studies program at the University of Toronto eight times: to incoming students in the fall term for 4 years, and to the entire student body in the spring term of those same years. The data collected from approximately 1000 questionnaires indicate that students arrive excited about the information professions and optimistic about employment opportunities. As they progress through the program, however, many are not satisfied with professional aspects of their program. They want courses that prepare them for their first professional position, and opportunities to gain experience, which they believe will increase their employability. The data from the 4-year period revealed fluctuations over the years, which indicates the value of examining longitudinal data.  相似文献

Since the advent of the internet, state governments have been challenged to balance the forces of technological change against fundamental decisions about governance and administration. This research examines that balance in the case of electronic commerce and its relationship to state budgets and revenue raised by sales tax. Under the voluntary Streamlined Sales and Use Tax Agreement of 2002, states can cooperate with one another and with sellers to collect sales tax on internet sales, yet only about half the states that levy sales tax have initiated this policy change. This research tests rival explanations for state membership in this interstate administrative agreement and implementation of its provisions from 2003 through 2007. State participation is enhanced by existing technological capacity and frustrated by requirements for shared governance and shared administrative responsibilities. Participation is fostered by more extensive implementation of e-commerce and certain political factors. State fiscal factors and e-Government implementation are not significant. Moreover, state legislative professionalism inhibits state participation in this agreement. These findings have implications for understanding the influence of future technological change on government practices and for intergovernmental relationships weighted toward shared governance.  相似文献

The aims and motivation for training and continuing professional development (CPD) for librarians are many and varied, depending on the organizational context and the needs of participants. How to evidence the transfer of learning from CPD activities to the workplace has long troubled academics in the management field but has not been a topic of focus in the librarianship discipline. The results of a study testing a new approach to the assessment of CPD outcomes for individual librarians, their workplaces, and their patrons are presented. Adapting Guskey's (2000) framework for assessing teacher CPD, two questionnaires were designed to assess the short-term and long-term outcomes of CPD. The analysis indicates that the approach was effective in identifying how participation in CPD inspires change first in individual professional practice and then organizational learning, resulting in service innovations for the benefit of the whole community. Using framing and issue attention cycle as theoretical frameworks, this study examined how print media frame public health epidemics, such as mad cow disease, West Nile virus, and avian flu. We found that “action” and “consequence” were the two frames journalists employed consistently to construct stories about epidemics in the New York Times, the newspaper used for this case study. The prominence of other frames varied with diseases. We also found different attention cycle patterns for each disease. Coverage of public health epidemics was highly event based, with increased news coverage corresponding to important events such as newly identified cases and governmental actions. We found that media concerns and journalists' narrative considerations regarding epidemics did change across different phases of development and across diseases. This suggests that journalists emphasize different narrative considerations at different stages of the issue development cycle, based on the specificity of each disease.  相似文献

Research has examined the relationship between traditional news media use and normatively important political outcomes such as knowledge and participation. However, most research fails to account for variations in the nature of news over time and across communities that could alter the fundamental relationship between exposure and these outcomes. Here two studies are presented—one with variation in news characteristics over time based on the American National Election Studies time series data and another with variation across local communities and newspapers within a single state during a single election year—to assess the hypothesis that the relationship between news use and political outcomes are moderated by natural variations in the nature of the news content and news outlets.  相似文献

本文以关联数据应用过程中的关联发现过程为研究对象,分析了面向关联开放数据(LOD)的关联发现过程的定位、目标与复杂性。本文认为,关联发现过程处于关联数据应用过程三阶段(数据发布、数据互联与数据消费)中的第二阶段。关联发现过程的整体目标是构建多类资源之间的关联数据网络,该过程的本质就是关联数据网络不断演变的过程。关联发现的过程具有多任务、多路径、多步骤等复杂性特征。目前流行的关联发现框架还存在缺乏对整个网络演变过程的支持、任务类型单一、缺乏流水线机制等不足。因此,关联发现技术的研究急需新的面向整个关联数据网络的、支持完整演变过程的、支持多任务集成的理论、方法与框架。图5。表1。参考文献17。  相似文献

This study analyzes the messages in hate group websites using a grounded theory approach. Through this process of interpretive inquiry we propose four prominent themes—educate, participate, invoke, and indict—that characterize the messages examined in 21 hate groups. These message themes speak to the: (a) education of members and external publics; (b) participation within the group and in the public realm; (c) invocation of divine calling and privilege; and (d) indictment of external groups including the government, media, and entertainment industries, and other extremist sects. In advancing a substantive grounded theory of online hate group communication, we also explore the potential of these themes to ostensibly reinforce the hate group's identity, reduce external threats, and recruit new members.  相似文献

This study examines the role of membership in multiple issue publics by understanding its relationship to media use, online activity, and political knowledge. Using data from Taiwan's 2008 Social Change Survey, the study shows that members of multiple issue publics was positively associated with television watching, political talk show watching, and online news reading. In addition, they were found to engage in specific online activities, including information browsing, information exchanging, information gathering, taking part in forum discussions, and blogging. Therefore, members of multiple issue publics tend to use media with a high level of selectivity and engage in online activities that allow them to express opinions, gain knowledge, or discuss issues with others. A curvilinear relationship was explored and found between multiple issue-public membership and general political knowledge. This demonstrates that individuals' ability to process information may not extend beyond certain boundaries, no matter how many issue publics individuals are involved in.  相似文献

Recent research has addressed the extent to which group communication exhibits intrapersonal and interpersonal characteristics. The most defensible and reasonable view appears to be that group interaction exhibits characteristics that fall somewhere in between, with group interaction revealing evidence of both individual- and group-level processes. Latent group and multilevel approaches were utilized to examine the use of functional communication in product design teams, across a series of tasks. The findings provided additional evidence for this middle road, or convergence approach, in that group members’ roles, as well as the function of discussion contributions, significantly varied across time, and at both levels of analysis.  相似文献

This study explores the relationship between age and the media's agenda-setting effects both by cross-sectional and longitudinal analysis. Using American National Election Studies surveys and the New York Times Index data from 1960 to 2004, we test three possible effects of age on the agenda-setting process: generational, life-cycle, and period effects. Findings show the public agenda is fairly stable across generations and age cohorts despite increasing signs of media diversification and audience specialization. More important, different generations’ agendas were overall correlated with the media agenda in each year, indicating robust agenda-setting effects of the media on the public, except for baby boomers. The findings generally support the hypothesis of period effects. Implications of the findings are discussed.  相似文献

This study reports a structural equation approach to the cultural differences in consumers' processing of advertising. The study hypothesized a path model for advertising processing and tested it for three different groups: Koreans, Korean‐Americans, and Caucasian‐Americans. The findings revealed that the final path patterns were different according to consumers' cultural background. Even though the influences of ad content were significant across the three different groups, prior attitudes to the brand played a more important role in Koreans' advertising processing than in Caucasian‐Americans' processing. The impact of each demographic variable also varied according to culture. The results were discussed through Hofstede's four cultural dimensions and Hall's dichotomy of high‐context versus low‐context culture.  相似文献

Seeking information is an integral part of the tasks that students are assigned by their teachers. They turn to librarians, or librarians offer them assistance in relation to this pursuit. This qualitative study sought to obtain in-depth insights on the perceptions and expectations of university teachers and librarians with respect to the importance of and students' participation and librarians' assistance in the information seeking process. Teachers and librarians understand the importance of the information-seeking process for students in the development of their skills. Whereas most of their perceptions of the students' roles in the process do align, there are certain differences in their perceptions and expectations of students. The results enhance the understanding of the information-seeking process and teachers and librarians' perceptions on it. They contribute toward planning to facilitate cooperation between academic librarians and teachers in situations of information behavior resulting from the educational process and context.  相似文献
