This paper argues that globalisation has implications for research and theory in the social sciences, demanding that the social no longer be seen as homologous with nation, but also linked to postnational or global fields. This situation has theoretical and methodological implications for comparative education specifically focused on education policy, which traditionally has taken the nation-state as the unit of analysis, and also worked with ‘methodological nationalism’. The paper argues that globalisation has witnessed a rescaling of educational politics and policymaking and relocated some political authority to an emergent global education policy field, with implications for the functioning of national political authority and national education policy fields. This rescaling and this reworking of political authority are illustrated through two cases: the first is concerned with the impact of a globalised policy discourse of the ‘knowledge economy’ proselytised by the OECD and its impact in Australian policy developments; the second is concerned explicitly with the constitution of a global education policy field as a commensurate space of equivalence, as evidenced in the OECD’s PISA and educational indicators work and their increasing global coverage. The paper indicatively utilises Bourdieu’s ‘thinking tools’ to understand the emergent global education policy field and suggests these are very useful for doing comparative education policy analysis.  相似文献

Contemporary discussion of the ‘crisis in democracy’ displays a tendency to see young people as the problem because they are ‘apolitical’, ‘apathetic’ and ‘disengaged’, or point to deficiencies in institutions deemed responsible for civic education. This discussion normally comes as a prelude to calls for more civics education. This article points to a renewal of politics at the hands of young people relying on new media, and draws on evidence like survey research, case studies and action research projects. This political renewal is occurring largely in response to the assumption of political elites that a ‘politics-as-usual’ will suffice to address the major political challenges of our time. Against the assumption that teachers, curriculum experts and policy-makers already know what kinds of knowledge and skills students need to become good citizens, we make a case for co-designing a contemporary citizenship curriculum with young people to be used for the professional development of policy-makers. We argue that such an intervention is likely to have a salutary educational effect on policy-makers, influence how they see young people’s political engagement and how they set policy agendas. The article also canvasses the protocols such a project might observe.  相似文献

ABSTRACT

In this article, we explore how adults in a community shared reading group discuss the notoriously difficult poem ‘The Emperor of Ice-Cream’ by the American poet Wallace Stevens. Drawing on Hannah Arendt’s notion of action, we explore how participants negotiate the poem, actively constructing meanings from their shared personal experiences rather than simply reading off meanings contained in and bounded by the poem, a text which continues to be divisively contested by literary ‘experts’. In enabling them to act collectively in such a purposive and immersive fashion, shared reading, we suggest, constitutes a public space where participants experience the plurality that Arendt argues is central to the human condition. At a time when tolerance of difference has been compromised by divisive politics, a focus on the collaborative aspect of shared reading contributes to a greater understanding of the role it can play in supporting inclusive, participatory arts practices in communities.  相似文献

This article theorizes on the role of school subjects, especially history, in multicultural and intercultural education, arguing that to ensure intercultural learning there is a need to integrate these curricular intentions in subject teaching. However, the epistemological reorganization that such integration involves will challenge both a traditional structured content knowledge, and the multicultural research focused on deconstructing these traditions. This article investigates Michael Young’s concept of ‘powerful knowledge’ as a way to incorporate knowledge in the discourses of intercultural education. While proponents of the intercultural perspective emphasise educational policies and socialisation, advocates of powerful knowledge tend to dismiss such political interference. In order to use powerful knowledge in this context the concept is reconceptualised by relating it to curriculum theory and Gert Biesta’s conceptual distinction between educational purposes. Finally, this intersection is pursued through the example of history education. When acknowledging that societal needs, policy and disciplinary boundaries are interrelated, the perspective of ‘powerful knowledge’ can bring the potential of subject knowledge to intercultural research, and thus prove useful in identifying the guidelines necessary to develop History as a contemporary relevant subject.  相似文献

This article conceptualises the relationship between exam board insider research and the policy-making context in which they operate. Exam board researchers are constrained by commercial and political interests in disclosing their knowledge. and face pressures in disseminating research, butalso find themselves working in contexts where calls to ‘evidence-based policy-making’ are ubiquitous. This can deprofessionalise and disenfranchise the researcher.. This article will depict the context faced by exam board researchers attempting to influence policy before portraying possible responses, evaluating how these can be applied to exam board research, with reference to research on standard-setting. The article will build on a conceptualisation of successful exam board insider research as the creation of Habermasian ‘communicative spaces’, applying lessons from research–policy interface literature to that conceptualisation. Inapplying those lessons, the article will suggest possible solutions to the problems faced by that group in their attempts to influence policymakers.  相似文献

This paper focuses on the role of governments in contemporary networked political configurations. Such networks constitute policy communities, usually based upon shared conceptions of social problems and their solutions. By enabling social, political, and economic connections at local, regional, national, and international levels, such networks become key policy players as well as a policy technology in different spaces. More specifically, the paper is organised around three policy frameworks in the field of education. Each framework is based on a ‘network-case’. In the first framework, governments represent the main driver for political change in legislating a landscape that creates the conditions for networks to develop around different aspects within the public sphere (e.g. organisation, co-funding, delivery, etc.). The second policy framework focuses on the activities of an already organised network in order to engage with existing political configurations as a ‘political actor’ in its own right, what could be called ‘governing with/alongside networks’. The third policy framework focuses on instances where the network operates directly as a ‘state-maker’.  相似文献

The purpose of this article was to gain a deeper understanding of Arendt’s educational philosophy, her perspective of political involvement as a kind of political education, and natality as the fundamental nature of education. The current study has extended past research by elucidating Arendt’s view of participatory democratic politics, her analysis of citizenship education programs, and her assessment of the crisis of education. The findings of this study have implications for Arendt’s idea of pedagogical authority, the specific character of Arendt’s contribution to political theory, and her grasp on the link between citizenship and education.  相似文献

Since the 1997 election of the Labour Party to political power in the UK the foci for educational change have been widespread. One area that has received particularly intense scrutiny is that of teacher activity. In particular, the profession has seen a marked rise in the identification of ‘best practice’. As a term ‘best practice’ has entered the parlance of English educational policy to describe that which seemingly has ‘official’ approval. This paper uses a social constructionist perspective to consider how increases in pupil attainment on national tests are currently used to demonstrate better pupil learning. Specifically, it identifies that the use of such data to describe the plausibility, veracity and legitimacy of teaching before the test as ‘best practice’ is questionable. In so doing, the critique argues that ‘best practice’ confers and retains legitimacy due to its self‐perpetuation within the discourse of performance. Australians live at a time when the quality of discussion in the public sphere and within the institutions of the state is at a very low ebb; when policy making is dictated by short term political cycles, spin and focus groups; and when notions of the public good are set aside in favour of self-interest. This paper is based on the premise that if one of the historic purposes of education is to renew the public, then education holds the key to improving the quality of public discourse. However since education policy making in contemporary times is also caught up in the processes which diminish public discourse, the challenge is to find ways to break this vicious cycle. This paper argues that one of the factors contributing to this state of affairs is the influence of what is currently passing for educational ‘research’. It traces the ways in which unrefereed consultant and think-tank research has captured policy makers and some sections of the media, and shows—using a recent influential research report as a case study—how such research often does not stand up to critical review. The purpose in questioning the rigour of such research is based on the conviction that a process of reinvigorating and deepening public debate about education must be based on quality research. The paper concludes by suggesting some ways by which the education research community can contribute to the process of renewing the public.  相似文献

Extended schools have an important role to play in a society that is undergoing significant change. This article moves beyond the normal ‘extended schools are a good thing’ rhetoric. It points out the risks of ‘bolt on’ policy initiatives, especially with regard to ‘pupils at risk’ and argues against the superficial adoption of such policy. Drawing on data from students, higher education staff and policymakers from six European countries, this article argues that it remains a relatively common assumption that students should be politically engaged. However, while students articulated a strong interest in a wide range of political issues, those working in higher education and influencing higher education policy tended to believe that students were considerably less politically active than their predecessors. Moreover, while staff and policy influencers typically conceived of political engagement in terms of collective action, articulated through common reference to the absence of a ‘student movement’ or unified student voice, students’ narratives tended not to valorise ‘student movements’ in the same way and many categorised as ‘political’ action they had taken alone and/or with a small number of other students. Alongside these broad commonalities across Europe, the article also evidences some key differences between nation-states, institutions and disciplines. In this way, it contributes to the comparative literature on young people’s political engagement specifically, as well as wider debates about the ways in which higher education students are understood.  相似文献

Hannah Arendt’s work is gaining increasing recognition in educational administration. But less has been written about her as an educator, colleague, and provocateur. Here, I explore the lasting impressions that Arendt had on former students, colleagues, and friends. This exploration is conducted through the lens of Arendtian narrative inquiry. For Arendt, narrative is fundamental to understanding lived experience, not least because stories provide us with a deeper understanding of an individual. She maintains, however, that it is the spectator, not the actor, who is better able to assess the ‘who’ of a person. Because each spectator has a particular viewpoint, I include diverse recollections that gathered together, create a silhouette of the ‘who’ of Hannah Arendt. I use the term ‘silhouette,’ purposefully, since this is not an in-depth portrait. Rather, it is an impressionistic account of the lasting effects she made on others. These lasting impressions serve to reaffirm Arendt’s belief in the value of storytelling as a powerful means of understanding.  相似文献

While carrying out a study aimed at understanding the contribution of participatory action research (PAR) to the political realm in contemporary higher education, a problematic situation was found when doing a literature review in the field of action research. This problem concerns the intermittent appearance of the ‘participatory’ component (P) in the acronyms used by PAR practitioners. To flag this problem, a decision was made to use the parentheses around the ‘P’ in PAR; that is, (P)AR. This intermittent appearance of (P) in the literature of action research is linked to one of the main findings in the study; namely, the existence of contested views of ‘action’ and ‘politics’ in action research. In order to address the concept of ‘participatory’ in PAR, and drawing from Hannah Arendt’s notion of ‘natality’, it is suggested that the participatory aspect of PAR (i.e. the ‘P’) be re-signified on the basis of six imbricated ‘P’ notions: people, plurality, publicity, participation, power and politics. The objective of this article is to present how this theoretical resource was utilised to re-signify the ‘participatory’ component of PAR. It is discussed that this re-signification of participation (the P), together with the re-signification of the action (‘A’) and the research (‘R’) components of PAR, constitutes one of the implications to contribute to the re-humanisation of contemporary higher education.  相似文献

Translation theory has faced criticism from professional translators for adopting an ivory tower stance to the ‘real world’ challenges of translation. This article argues that a case can be made for considering the challenges of translation as it takes place in the school classroom. In support of such an argument the pedagogue as translator is seen to occupy a pivotal position, such that the insights from translation theory, understanding translation as an inter‐linguistic act, can be combined and bridged with the burgeoning field of translation pedagogy, focusing on how the practice of (inter‐linguistic) translation might be taught and learned in the school classroom. Extending the sphere of influence of translation, it is argued that the pedagogue as translator is concerned with teaching pupils in the classroom how to engage in making meaning in their respective subjects. This requires acts of translation from and with something heard or seen with respect to the subject concerned, in order to make into personal knowledge. After an initial presentation of a particular understanding of translation theory inspired by Walter Benjamin's famous essay on ‘The Task of the Translator’, examples of bridging are presented in the teaching of translation skills in two classroom subjects: teaching English as a foreign language and teaching natural science.  相似文献

This paper explores the often‐touted incompatibility between ‘intellectual rigour’ and ‘relevance’ as this has manifested in Australian debates over Queensland’s New Basics and ‘productive pedagogies’, and associated initiatives such as the New South Wales Quality Teaching Framework. This debate can be located in longer‐standing concerns about how best to meet the educational needs of students who experience social disadvantage. In particular, we focus on the way Bernstein’s concept of ‘vertical’ and ‘horizontal’ discourse has been used by him and others to argue against attempting to make academic knowledge more ‘relevant’ by introducing elements of students out of school lives into the classroom. Drawing on examples from the literature, we trouble Bernstein’s contention that academic and ‘everyday’ knowledge represent different, incompatible knowledge forms that cannot be successfully integrated. This troubling creates an opening for reconsidering the relationship between ‘intellectual rigour’ and ‘relevance’. We argue that we can and should pursue the bringing together of ‘intellectual rigour’ and ‘relevance’ as a means to engage better all students, but particularly those who experience social and educational disadvantage, and improve their learning outcomes. Accordingly, we call for challenging, at a theoretical, practical and policy level, the perception that learning cannot be made relevant without sacrificing intellectual rigour. We also call for more research on teachers already integrating ‘intellectual rigour’ and ‘relevance’, and for teacher professional development and scaffolding to achieve this and to moderate multiple student perspectives and claims to ‘relevance’.  相似文献

‘Resilience’ has become a popular goal in research, social policy, intervention design and implementation. Reinforced by its conceptual and political slipperiness, resilience has become a key construct in school-based, universal interventions that aim to develop it as part of social and emotional competence or emotional well-being. Drawing on a case study of a popular behavioural programme used widely in British and American primary schools, this paper uses a critical social understanding that combines bio-scientific and social constructionist ideas in order to evaluate key challenges for policy, research and practice framed around resilience. The paper argues that although critical social perspectives illuminate important contemporary manifestations of old problems with behavioural interventions, and challenge narrow, moralising definitions of ‘risk’ and ‘vulnerability’, they coalesce with behavioural perspectives in a search for better state-sponsored responses to the shared question of how to build resilience amongst ‘vulnerable’ groups and individuals. Instead, we argue that critical sociologists need to resist responses that offer more sophisticated behavioural interventions and generate new forms of governance and subjectivity.  相似文献

This article introduces the concept of ‘co-impact’ to characterise the complex and dynamic process of social and economic change generated by participatory action research (PAR). It argues that dominant models of research impact tend to see it as a linear process, based on a donor-recipient model, occurring at the end of a project following the take-up and use of findings. PAR challenges this approach, as impact is embedded in cycles of the action research process; the distinction between researchers, research informants and research users is blurred; and micro process-based impacts, including changes in the thinking and practices of co-researchers, are as significant as findings-based changes in policy and practice. A conceptual framework is developed, based on a three-fold distinction between ‘participatory’, ‘collaborative’ and ‘collective’ impact. This is applied to a case study action research project, Debt on Teesside, working with low-income households in North-east England. The project is analysed in terms of participatory impact (e.g. developing skills of participating households, mentor-researchers, and university staff); collaborative impact (e.g. findings-based changes in thinking, policies and practices of advice, community finance and housing agencies, and local authorities resulting from collaborative research); and ‘collective impact’, adapted from the field of social interventions, which involves organisations collectively targeting specific actions based on research (e.g. changing policy and practices of lenders and government relating to high-cost loans).  相似文献

This article provides a comparative analysis of the development of lifelong learning in England and Japan, while addressing the multi‐dimensional nature of ‘lifelong learning’. The article argues that ‘lifelong learning’ is a concept which has unusual adaptability and legitimacy, and for these reasons has been subject to multiple translations over the last twenty years in both England and Japan. These translations can be identified: a) through discourse; b) in the development of policy; and c) as the shift in the political ideology. Drawing on the insights generated from the three strands, the article concludes that lifelong learning is being translated to accommodate various agendas and has been adapted in diverse contexts.  相似文献
