以110所211高校图书馆为调查对象,探讨了我国高校图书馆移动信息服务的现状。调查发现,移动信息服务已经被越来越多的高校图书馆应用,110家图书馆中已经有56.4%图书馆开通移动服务;目前WAP和短信服务仍然是移动信息服务的主要方式,但是近两年移动图书馆客户端服务发展较快,在开通移动信息服务的图书馆中有66.1%的图书馆已经采用客户端的方式提供服务;图书馆使用商用软件作为移动图书馆系统已成为主流,使用自行开发移动信息服务系统的图书馆已成为少数;与早期的移动服务大都针对OPAC系统的服务相比,近年针对电子资源的服务逐渐增多;图书馆移动服务整合揭示及推广有待于更好地改进和完善。  相似文献

“Scientific and technical human capital” (S&T human capital) has been defined as the sum of researchers’ professional network ties and their technical skills and resources [Int. J. Technol. Manage. 22 (7-8) (2001) 636]. Our study focuses on one particular means by which scientists acquire and deploy S&T human capital, research collaboration. We examine data from 451 scientists and engineers at academic research centers in the United States. The chief focus is on scientists’ collaboration choices and strategies. Since we are particularly interested in S&T human capital, we pay special attention to strategies that involve mentoring graduate students and junior faculty and to collaborating with women. We also examine collaboration “cosmopolitanism,” the extent to which scientists collaborate with those around them (one’s research group, one’s university) as opposed to those more distant in geography or institutional setting (other universities, researchers in industry, researchers in other nations). Our findings indicate that those who pursue a “mentor” collaboration strategy are likely to be tenured; to collaborate with women; and to have a favorable view about industry and research on industrial applications. Regarding the number of reported collaborators, those who have larger grants have more collaborators. With respect to the percentage of female collaborators, we found, not surprisingly, that female scientists have a somewhat higher percentage (36%) of female collaborators, than males have (24%). There are great differences, however, according to rank, with non-tenure track females having 84% of their collaborations with females. Regarding collaboration cosmopolitanism, we find that most researchers are not particularly cosmopolitan in their selection of collaborators—they tend to work with the people in their own work group. More cosmopolitan collaborators tend have large grants. A major policy implication is that there is great variance in the extent to which collaborations seem to enhance or generate S&T human capital. Not all collaborations are equal with respect to their “public goods” implications.  相似文献

Technology and the process that produces it, research and development (R&D), are typically characterized as homogeneous entities. In reality, the typical industrial technology is composed of three elements: a generic technology base, supporting infratechnologies, and proprietary market applications (innovations). The first two have public good characteristics, and therefore, explicitly modeling them is essential for public policy purposes. The fundamental relationships among these elements require a technology production function that captures the supporting roles of the public good elements in creating proprietary applied technology. These critical quasi-public technology goods are supplied to a significant extent by exogenous (external) sources: central corporate research labs, government labs, and increasingly, universities. The expanding university role beyond basic research complicates the structure and functioning of the national R&D establishment and increases the need for a more accurate model of technological change to better inform R&D policy.Moreover, in assessing the resulting applied technology's impact on economic growth, both the general and partial equilibrium literatures enter the technology variable into a production function with the common “production” assets (physical capital and labor). Such models obscure an important distinction between technology and these production assets—namely, the fact that technology is primarily a “demand-shifting” asset. As such, its role is correctly specified only when combined with the other major demand-shifting asset, marketing. Allocations to these two assets vary across competing firms implying a spatial model of competition, while still providing traceability to the exogenous sources of public good technology elements, such as universities.  相似文献

Policies designed to promote the commercialization of university science have provoked concern that basic and publicly accessible research may be neglected. Commercialization policies have altered traditional institutional incentives and constraints, which raises new questions regarding the influence of scientists’ values on university research agendas. Our research builds on previous quantitative studies measuring changes in research outcomes and qualitative studies probing differentiation among scientists’ value orientations. We developed a nation-wide survey of 912 plant and animal biotechnology scientists at 60 research universities. Our analysis reveals that scientists’ value orientations on what we classify as “market” and “expert” science affect the amount of industry funding they receive, the proprietary nature of their discoveries, and the percentage of basic science research conducted in their laboratories. We also find that the percentage of industry funding is significantly associated with more applied research. Our findings provide insights for science and society theory and suggest that strong incentives for public-science research along with adequate public-research funds to preserve the university's vital role in conducting basic and non-proprietary research are needed to complement private-sector research investments at universities.  相似文献

Researchers have long hypothesized that research outputs from government, university, and private company R&D contribute to economic growth, but these contributions may be difficult to measure when they take a non-pecuniary form. The growth of networking devices and the Internet in the 1990s and 2000s magnified these challenges, as illustrated by the deployment of the descendent of the NCSA HTTPd server, otherwise known as Apache. This study asks whether this experience could produce measurement issues in standard productivity analysis, specifically, omission and attribution issues, and, if so, whether the magnitude is large enough to matter. The study develops and analyzes a novel data set consisting of a 1% sample of all outward-facing web servers used in the United States. We find that use of Apache potentially accounts for a mismeasurement of somewhere between $2 billion and $12 billion, which equates to between 1.3% and 8.7% of the stock of prepackaged software in private fixed investment in the United States and a very high rate of return to the original federal investment in the Internet. We argue that these findings point to a large potential undercounting of the rate of return from IT spillovers from the invention of the Internet. The findings also suggest a large potential undercounting of “digital dark matter” in general.  相似文献

We develop a perspective on technology entrepreneurship as involving agency that is distributed across different kinds of actors. Each actor becomes involved with a technology, and, in the process, generates inputs that result in the transformation of an emerging technological path. The steady accumulation of inputs to a technological path generates a momentum that enables and constrains the activities of distributed actors. In other words, agency is not only distributed, but it is embedded as well. We explicate this perspective through a comparative study of processes underlying the emergence of wind turbines in Denmark and in United States. Through our comparative study, we flesh out “bricolage” and “breakthrough” as contrasting approaches to the engagement of actors in shaping technological paths.  相似文献

This paper discusses how firms can use slight information advantages to obtain preferential access to complementary assets and create multi-level dominant designs. It does this by using an analysis of several cellular phone industries and the literature on standards and dominant designs. In the most prominent case, the leading Japanese cellular service provider (NTT DoCoMo) offered preferential information about the “open” Japanese digital phone standard in return for preferential access to the lightest phones from four phone suppliers. These four phone suppliers used the preferential access to this information to obtain preferential cooperation from parts suppliers and to make better design tradeoffs between parts than the other phone suppliers. These superior design tradeoffs enabled the DoCoMo suppliers to create various dominant designs within the Personal Digital Cellular (PDC) standard. The creation of these dominant designs forced other phone and part manufacturers to change their design strategies and copy the designs used by the DoCoMo phone and part suppliers. The result is that DoCoMo and its four phone suppliers have substantially reversed the slides in their market shares. By comparing this case with several other cellular phone industries in which different modes of competition exist, the paper discusses how market conditions determine the way in which standards and dominant designs emerge.  相似文献

“重理轻文”是长期以来积攒的科研弊病,那么从科研技术效率的角度来看是否如此呢?本文以2009-2014年中国大陆31个省高校科研活动为研究对象,采用随机前沿分析方法对中国大陆高校理工农医类与人文社科类科研技术效率进行测算与比较分析。研究发现:理工农医类的科研技术效率要明显高于人文社科类,且差距随着时间的推移而不断扩大;初始拥有较多科研资源的东部地区理工农医类与人文社科类的科研技术效率均较高,但后期被中西部地区赶超;不同省市的科研技术效率差异较大,少数省市依然存在“重理轻文”科研观念。因此,合理配置不同地域科研资源,实现不同学科的均衡发展,是今后一段时期内科研领域的工作重点。  相似文献

This paper examines the factors that influence why firms draw from universities in their innovative activities. The link between the universities and industrial innovation, and the role of different search strategies in influencing the propensity of firms to use universities is explored. The results suggest that firms who adopt “open” search strategies and invest in R&D are more likely than other firms to draw from universities, indicating that managerial choice matters in shaping the propensity of firms to draw from universities.  相似文献

We examine career patterns within the industrial, academic, and governmental sectors and their relation to the publication and patent productivity of scientists and engineers working at university-based research centers in the United States. We hypothesize that among university scientists, intersectoral changes in jobs throughout the career provide access to new social networks and scientific and technical human capital, which will result in higher productivity. For this study, the curriculum vitae of 1200 research scientists and engineers were collected and coded. In addition, patent data were collected from the U.S. Patent and Trademark Office. The overarching conclusion from our analysis is that the academic scientists’ and engineers’ research careers we studied are quite different than characterized in the research productivity literature that is a decade or more old. The wave of center creation activity that began in the early 1980s and continues today has resulted not only in greater ties between universities and industry, but also markedly different academic careers.  相似文献

In recent years, the threat of global climate change has come to be seen as one of the most serious confronting humanity. To meet this challenge will require the development of new technologies and the substantial improvement of existing ones, as well as ensuring their prompt and widespread deployment. Some have argued that the urgency of the situation requires a “Manhattan Project” or an “Apollo Program”. This paper examines why such a policy model is inappropriate, arguing that the nature of the policy context for confronting climate change necessitates a different kind of technology policy than that for building an atomic bomb or for achieving a manned lunar landing. Instead, it seeks to draw lessons from three sectors that seem to be more pertinent and where government technological development and deployment programs have been pursued with some success in the United States - namely, agriculture, biomedical research and information technology. It compares and contrasts these with the policies pursued with regard to the first two of these sectors in the United Kingdom. The paper concludes by drawing out the implications for the design of policies supporting technological development and innovation to address the problem of global climate change.  相似文献

This paper proposes a quantitative analysis of social distance between Open Science and Proprietary Technology. A few general properties of social networks within both realms are discussed, as they emerge from the new economics of science and recent applied work on “small worlds”. A new data-set on patent inventors is explored, in order to show that social networks within Proprietary Technology are much more fragmented than Open Science ones, except for science-based technologies. Two propositions are then put forward on the “open” behaviour expected from academic inventors, namely university scientists getting involved in Proprietary Technology networks by signing patents. Both propositions are confirmed by data, which show academic inventors to be more central and better connected than non-academic ones. The database and methodology produced for this paper are suggested to be relevant for the more general debate on the role of geographical and cognitive distance in university-industry technology transfer.  相似文献

Research collaboration is perhaps the singular feature that university research centers, broadly defined, share. Yet, there has been little systematic study of the center-level attributes that facilitate (or hinder) research collaboration at the individual level. This paper estimates whether center-level measures of research capacity and structure affect center affiliated university scientists’ and engineers’ collaborative behaviors. We consider the effects of center multidisciplinarity, size, and center ties to private firms and to federally funded centers programs on the time allocated to collaboration with researchers from industry, other universities, government laboratories, and abroad. Our analyses compare center to non-center scientists and also address within-group differences among center scientists. The findings demonstrate some center-level attributes to “map” to the expected collaborative behaviors while other center-level attributes do not. We conclude with a discussion of areas for future research and implications for the design and management of university research centers.  相似文献

Information and communication technology (ICT) developments and trends in recent years have had great impact on the banking sector worldwide. In many developed and developing countries, the use of disruptive innovation technologies has accelerated change in the way banking business is conducted, consumers being swept along with such change. However, in many countries, such as Oman, there are deep routed cultural and religious factors that cause consumers to question the acceptance of such changes. Through the use of a theoretical framework built on technology acceptance frameworks and models, and empirical evidence from key market segments of the Omani banking market, the research explores the factors that influence Omani consumer acceptance of on-line banking. The findings are significant in that trust, usability and perceived quality are deemed key drivers. This is probably not unexpected, however, what is interesting is that the market profile is skewed to middle aged users, with social standing and “herd” mentality does not affect the adoption of the technology. This, combined with the emerging mobile savvy younger generation poses an interesting challenge for the future of the banking sector in Oman and implies a need for the sector to rethink the strategic use of, and approach to, implementation of on-line banking in a way that is complementary to the cultural and ethological dimension of the market. In effect, the banking sector will need to manage the covert tension between technology driving “fast time”, and the Omani culture, religion and tradition demanding face to face “slow time”.  相似文献

The implementation of a Bayh-Dole-like legislation outside the US is still a major concern that needs to be addressed. I fill this gap in two ways. First, I report the results of a faculty survey on obstacles to patenting activity in Italian universities, targeted both to inventors and to those non-inventors which reported to engage in university patenting activity and to give up before any patents could be filed. Second, I investigate their effect in a regression model using universities’ patent counts as the dependent variable. Results show that obstacles to university patenting activity reduce to four dimensions: lack of support mechanisms (including insufficient reward for researchers, lack of a TTO, lack of funds to cover patenting costs), commercialisation problems, too heavy teaching and administrative duties, and personal/cultural problems (related to the scarce knowledge of institutional-level patent regulations and to the “open science” mentality of the university). Among them, however, only the lack of support by the university administration reduces the patent counts. Publication productivity has an inverted U-shaped relation with patent counts, but the overall effect is still largely positive, given the current publication levels.  相似文献

Virtually everywhere, there is governmental interest in developing and using science and technology as a tool for economic development and other public purposes. States within the United States look to advance vis-à-vis other states, just as nations seek to rise in competitiveness. What institutional mechanisms work? What research and other strategies are effective? The Georgia Research Alliance (GRA) represents an important model that appears successful. During the 1990s, key business executives, university presidents, and state government forged a research partnership - GRA. A non-profit entity, GRA played a catalytic role in getting state government, industry, and universities in a specific region to work in concert to hire scientific luminaries, attract federal research funds, and translate research into economic development. The dynamics of this catalytic entity are discussed using a life-cycle model of organizational development.  相似文献
